Chair, Fran Parks called the meeting to order at 3:00 pm
Acting under the provisions of the Code of the Town of Barnstable, ss 112-1 through 112-7, the Historical Commission held a Public Hearing on the following applications previously determined
significant and referred to Public Hearing:
Chair Parks has a discussion to change the meeting date in December from December 13th to December 20th.
All in favor, aye.
CONTINUED APPLICAIONS
Osterville Property Holdings – One, LLC, 186 Windswept Way, Osterville, Map 052 Parcel 002/000, Build c. 1933
Full Demolition: To demolish the main structure.
There was a motion made by Commissioner Powell to move this application to the December 20, 2022 meeting. The motion was seconded by Commissioner Clark.

Full Demolition: To demolish the structure
The application was presented by Deb & Dennis Mason. This is a vacant doctor’s office, intent to remove the structure and build eleven apartments and an office with two beds and two
baths in the rear. The property is not structurally sound to be repaired and the interior has been gutted.
There is no public comment.
Issues Discussed:
Significant property – Lothrop Family first owners
Plans do not show details (rot, no old windows)
Older part of the home in front could be preserved
Need structural engineer to prove this structure cannot be preserved
Since the interior is already gutted, any temporary solution until additional information has been supplied?
Site visit to report back to Commission next meeting
The representatives took a brief recess to discuss if they want to continue with the application. They agreed to continue to the December 20, 2022 meeting after a site visit by some
members. Mr. Mason reported again that the structure is unsafe for anyone to be inside but can view the exterior.
A motion to continue this application to the December 20, 2022 meeting was made by Commissioner Powell and seconded by Commissioner Clark.

Community Preservation Committee Update: Commissioner Fifield has nothing to report since there has not been a meeting since this committee’s last meeting.
Form B Inventories and volunteers –Volunteer are needed to prepare Form B inventories. Need to be reviewed and fact checked and entered in database. There is no official staff member
assigned to this task. Community participation is needed. Call to volunteers.
Preservation Awards Criteria – Chair Parks asks if all members have read it. Elizabeth Jenkins shares the materials on the screen.
A brief discussion on the guidelines was had.
With no further business before this Commission, a motion was duly made by Commissioner Clark and seconded by Commissioner Powell to adjourn the meeting.
