APPROVAL OF MINUTES November 7, 2022 – Phyllis Miller makes a motion to approve the minutes. Doug Payson seconds. Vote: Aye: Ann Canedy, Farley Lewis, Elissa Crowley, Phyllis Miller, Elizabeth Lewis, Douglas Payson, Anne Rowland, Cate Gulliver Nay: None TOPICS FOR DISCUSSION New Business  Discussion of Land Acquisition & Preservation Committee’s (LAPC) role in the Local Comprehension Plan (LCP): Elizabeth Jenkins, Director of Planning & Development. Elizabeth Jenkins provides an update on the town’s effort to update the LCP and how the LAPC will connect to it. She shows the Committee a presentation entitled Town of Barnstable Local Comprehensive Plan, which provides a definition and overview, as well as more granular information on the plan’s content and creation process. She tells the Committee that the current undertaking is creating a vision statement, and next steps are for the Local Comprehensive Plan Committee (LCPC) to produce a draft for Town Council’s consideration. She walks the Committee through the LCP website, barnstablelcp.com, which houses a document library, various public comment tools, an event calendar, a newsletter, and other LCP-related materials. She tells the Committee about a survey the town is using to attempt to reach stakeholders and gather information from a wide variety of residents (survey link: barnstablelcp.com/lcp-survey/). The goal is to have the survey completed in January for a town-wide event in February. So far there have been more than 600 respondents. She requests that members take and share the survey. Elizabeth Jenkins explains that while the LCP will be addressing town-wide issues, it will also represent each of the seven villages and their unique issues separately through identifying issue areas, outlining priorities, and translating them for each village. The LCPC has not yet tackled that part, but she assures that the town understands the importance of capturing that. The Committee discusses the weight and amount of public input on the LCP. Elizabeth Jenkins believes it is entirely based on public input at its core. The town would like to at least double the amount of responses to the survey so far, but that is not their only outreach effort or source of communication with the community. There will also be drafts put out for extensive public comment and review before anything goes for approval. The Committee and Elizabeth Jenkins discuss population growth and review survey respondent demographics. Missing are mainly young people, second-language speakers, and men. Staff is also utilizing preliminary 2020 c ensus results, precinct maps, and other data points. Elizabeth Jenkins explains that she foresees the LCPC having a session on open space, which is where the Open Space and Recreation Plan will be reviewed as a foundational tool for setting goals. That’s where this initiative will overlap with the LAPC. Chair Canedy requests to be alerted when that discussion happens so an LAPC member can join. Chair Canedy would like to have Elizabeth Jenkins back next month to talk about the Open Space Plan.  Discussion of Proposed Committee Name Change and Update of Committee’s charge Farley Lewis provides a recap of a meeting between herself, Chair Canedy, Councilor Clark, and Elissa Crowley. They reviewed the proposal that had been previously written but was paused because of COVID. They tightened up the proposal and sent it to Councilor Jessica Rapp Grassetti for feedback, but have not heard back about whether she has input on the changes. They will send the draft around to the Committee and talk about it next month. They are proposing changing the name to the Open Space Committee and changing the charge to include an education piece, make the walking piece more robust, and tighten up the Santuit management piece to be more reflective of what the Committee does. Old Business  Update on status of outstanding Conservation Restrictions - Harju, Amaral, Prince Ave, Wakeby, Penn, Bowles (Commerce) , and Silvia No update.  Update - Pathways Project and Trayser Bridge Construction Proposal Chair Canedy, Doug Payson, Elissa Crowley, and Farley Lewis met with David Anthony, Director of Asset Management, and Grayce Rogers. Ms. Rogers was assigned to natural property matters and will be going through town-owned properties to see which have conservation restrictions. She will be working with a grant writer to parse through grant opportunities, but noted that getting a grant is only one part of the equation—there needs to be enough staffing to make use of grant money. The Committee discusses whether the proposed bridge should be off the ground—the proposal looks like it’s on the ground more like a boardwalk. Grayce Rogers will tell Chair Canedy when the Conservation Commission has its hearing about this, and one or more LAPC members will attend and discuss the Committee’s thoughts. Farley Lewis shares that she and Elissa Crowley met with Phoebe of Americorps and Grayce Rogers for a walkthrough of Bridge Creek to review the trail work Americorps will be doing on December 23. Chair Canedy says David Anthony will be utilizing Americorps for trail systems more often. He will also prioritize getting a meeting for Santuit management and will reach out to the Mashpee side of things. He suggested Tracy Pratt get up to speed on Santuit issues to work with Phyllis Miller as a representative from this Committee. Chair Canedy will follow up with David Anthony on his tasks. Elissa Crowley mentions that during their walk with Ms. Rogers, they discussed a few areas that could use bridges. Ms. Rogers is going to look into what can be done.  Update - Centerville Cranberry Bog No update.  Update - Twin Brooks Project Elizabeth Lewis shares that they are waiting to hear the Cape Cod Commission’s findings of the developers on December 20. Twin Brooks Project is still holding informational meetings. Chair Canedy asks to be informed when they have a meeting in Barnstable/West Barnstable.  Update - Open Space & Recreation Plan The Committee will talk about this more next month.  Report from Phyllis Miller/Tracy Pratt regarding Santuit Preserve Structures and Grounds did trail work recently so it’s navigable. Joe Marshall at DPW has been assigned.  Report from Farley Lewis regarding Community Preservation Committee Open Space applications At the last meeting there had been a letter of intent from a developer in Cummaquid Heights, Oakmont Road. It was not approved—it never came to a vote. COMM had also requested $200,000 from CPC to pursue acquiring land in time- sensitive situations. CPC recommended offering $100,000 instead. The Committee discusses the importance of acquiring and preserving land for water protection before it’s too late.  Report from Town Council Liaison Kris Clark Councilor Clark says there are 18 acres of undeveloped land for sale across the street from the West Barnstable community building. She has recommended to the Town Manager and Hyannis Water Board to consider buying and utilizing that land for water. It’s in discussion. MATTERS NOT REASONABLY ANTICIPATED BY THE CHAIR Liz Lewis says some land has come available on 6A: 7 acres backed up to the community college and the trail system. Chair Canedy plans to forward it to Lindsey Counsell and the Town Manager. PUBLIC COMMENT None. ADJOURNMENT Doug Payson makes a motion to adjourn. Phyllis Miller seconds.
