HomeMy WebLinkAboutBHC 04 19 22 DRAFT MINUTES Draft Minutes DRAFT MINUTES Barnstable Historical Commission This meeting was held by remote participation via Zoom Meetings April 19, 2022 at 3:00 PM Nancy Clark, Chair Present Nancy Shoemaker, Vice Chair Present Marilyn Fifield, Clerk Present George Jessop Absent Cheryl Powell Present Frances Park Present Jack Kay Present Jessica Rapp Grassetti, Town Council Liaison Present Planning & Development Staff, Sr Planner Kate Maldonado Administrative Assistant Grayce Rogers Chair, Nancy Clark called the meeting to order at 3:00 pm Acting under the provisions of the Code of the Town of Barnstable, ss 112 -1 through 112-7, the Historical Commission held a Public Hearing on the following applications previously determined significant and referred to Public Hearing: CONTINUED APPLICATIONS Taylor, David & Elizabeth, 75 East Bay Road, Osterville, Map 141 Parcel 108/000, Built c. 1890 Partial Demolition: Removal of a chimney, siding, windows, doors and front porch as well as a proposed front addition and the reconstruction of the rear and side porches. The application was represented by Steve Cook with Cotuit Bay Designs along with the homeowner David Taylor. Public Comment: John Curley, abutter questioned a renovation on the garage at the rear of the property. Chair Cl ark responded that the garage was not part of this application and would need to be filed separately. Discussion: Commissioner Parks asks for clarification as to where addition and window seat will be located. The public hearing was closed. Roll call vote; Clark, Parks, Powell, Kay, Shoemaker, Fifield. All in favor, aye MOTION 1: There was a motion made by Commissioner Parks to move that after review and consideration of public testimony, the application, and associated materials, the Significant Building at 75 East Bay Road, Osterville is a Preferably Preserved Significant Building. The motion was seconded by Commissioner Powell. So voted: Aye: 0 Nay: Fifield, Powell, Parks, Kay, Shoemaker, Clark Abstain: 0 MOTION II: Draft Minutes There was a motion made by Commissioner Parks to move that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the partial demolition of the building located at 75 East Bay Road, Osterville is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. The motion was seconded by Commissioner Powell. . So voted: Aye: Fifield, Powell, Parks, Kay, Shoemaker, Clark Nay: 0 Abstain: 0 D’Ambrosia, Chris & Jack, 43 Bacon Lane, Centerville, Map 207 Parcel 018/000, B uilt c. 1925 Relocate a structure: Existing structure to be disassembled, labeled and reassembled at new site in Hyannis. The structure will be rebuilt to match existing size and character. The structure will be visible from Cook Circle. The application was represented by John Carey and the homeowners as well Chris & Jack D’Ambrosia. The homeowners are happy that this home can be saved and moved. The house could not be moved due to the size. Hopeful that the plan will be approved and they can move forward. The porch and sunroom which was added later will not be part of the relocation. Public Comment: Wade McGillis asks when the relocation is supposed to take place. Homeowners report sometime in September. Mr. McGillis has questions in regards to any impact to the neighborhood. Asks when the new house will be built. Mark Law asked about the garage and Chair Clark informs him that the garage is not part of this application. Discussion: Commissioner Powell has questions on the porch being demolished and not going to the new site. The homeowner reports that was an addition put on about twenty five years ago and has some rot. Not feasible to move. Mr. Carey reports he is moving the main structure only. He will not be rebuilding the fireplace on his property. Commissioner Parks asks about Mr. Carey using the structure as a garage on the new site. He reports that his goal is to save the exterior of the house and inside will be different. She asks where garage door will be and reports on the side wit h a sliding barn door. Commissioner Shoemaker commends Mr. Cary for saving this house and his efforts put forth. The public hearing was closed. Roll call vote; Clark, Parks, Powell, Kay, Shoemaker, Fifield. So voted: Aye: 0 Nay: Fifield, Powell, Parks, Kay, Shoemaker, Clark Abstain: 0 MOTION II: There was a motion made by Commissioner Parks to move that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the (partial/full demolition) of the building located at 43 Bacon Lane, Centerville is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. So voted: Aye: Clark, Shoemaker, Fifield, Powell, Parks, Kay Nay: 0 Abstain: OTHER  Inventories Update –Grayce Rogers reports no update at this time. Still a work in progress.  Preservation Awards – Chair Clark talks about posters that have been sent out. Commissioner Parks informs that Cotuit Historical Society has not seen the poster. Commissioner Shoemaker asks for PDF go out to historical societies, libraries and web site. Grayce waiting for updated info. One application from HDCC for Marina Atsalis has been received.  Trayser Artifacts Update –Kate Maldonado reports a project narrative will be circulated to commissioners tomorrow and feedback will be welcomed.  Community Preservation Update – Commissioner Fifield reports they had no historical applications at the last meetings. Nothing to report.   Historic Events Open to the Public – Commissioner Shoemaker reports there will be tour of the Oak Grove and Oak Neck Cemeteries. Approval of Minutes: no minutes were approved. Next meetings: May 17, 2022 at 3:00 pm With no further business before this Commis sion, a motion was duly made by Powell and seconded by Parks to adjourn the meeting.
