Home My WebLink AboutBHC 08 16 22 DRAFT MINUTES Draft Minutes DRAFT MINUTES Barnstable Historical Commission This meeting was held by remote participation via Zoom Meetings August 16, 2022 at 3:00 PM Fran Parks, Chair Present Nancy Shoemaker, Vice Chair Present Marilyn Fifield, Clerk Present George Jessop Absent, arrived later during the latter part of the meeting Cheryl Powell Present Nancy Clark Present Jack Kay Present Barbara DeBiase, alternate Present Jessica Rapp Grassetti, Town Council Liaison Absent Kate Maldonado, Planning & Development Staff, Assistant Director Present Grayce Rogers, Administrative Assistant Present Chair Parks called the meeting to order at 3:00 pm Acting under the provisions of the Code of the Town of Barnstable, ss 112-1 through 112-7, the Historical Commission held a Public Hearing on the following applications previously determined significant and referred to Public Hearing: CONTINUED APPLICATIONS Mecke, Stephen & Elizabeth, 51 East Avenue, Osterville, Map 139 Parcel 062 -000, Built c. 1890 Partial Demolition: Approximately 4’-0” length of wall to be removed on first floor and approximately 3’ section of wall to be removed at rear dormer. The application was presented by Michael Collins, along with Stephen Mecke. Public Comment: None. Discussion: Commissioner Shoemaker has no issues with approving this project. Commissioner Kay and Powell also agree along with Chair Parks. MOTION I: There was a motion made by Commissioner Shoemaker to move that after review and consideration of public testimony, the application, and associated materials, the Significant Building at 51 East Avenue, Osterville is a Preferably Preserved Significant Building. The motion was seconded by Commissioner Powell. So voted: Draft Minutes Aye: 0 Nay: Clark, Shoemaker, Fifield, Powell, Kay, Parks Abstain:0 MOTION II: There was a motion made by Commissioner Shoemaker to move that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the (partial demolition) of the building located at 51 East Avenue, Osterville, is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. The motion was seconded by Commissioner Powell. So voted: Aye: Clark, Shoemaker, Fifield, Powell, Kay, Parks Nay: 0 Abstain:0 APPLICATIONS Zais, Carol & Adam, 86 Putnam Ave, Cotuit, Map 036 Parcel 037/000, Built c. 1915 Relocation: To move the Wianno Post Office building from Cotuit to the Osterville Historical Museum The application was presented by Jennifer Williams, Executive Director Osterville Historical M useum. Public Comment: None Discussion: Chair Parks asked about the number of miles indicated on the application (4 miles) must be a typo. MOTION I: There was a motion made by Commissioner Clark to move that after review and consideration of public testimony, the application, and associated materials, the Significant Building at 86 Putnam Avenue, Cotuit is a Preferably Preserved Significant Building. The motion was seconded by Commissioner Powell. So voted: Aye: 0 Nay: Clark, Shoemaker, Fifield, Powell, Kay, Parks Abstain:0 MOTION II: There was a motion made by Commissioner Clark to move that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the (Relocation) of the building located at 86 Putnam Avenue, Cotuit , is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. The motion was seconded by Commissioner Kay. Public Comment: None Discussion: Commissioner Powell asks if any communication from neighbors have been made. Commissioner Clark asks if any other estimates other than the brothers who are builders were obtained, Attorney Schulz reports no. MOTION I: There was a motion made by Commissioner Powell to move that after review and consideration of public testimony, the application, and associated materials, the Significant Building at 30 Crosby Circle, Osterville is a Preferably Preserved Significant Building. The motion was seconded by Commissioner Kay. So voted: Aye: Clark, Nay: Shoemaker, Fifield, Powell, Kay, Parks Abstain:0 MOTION II: There was a motion made by Commissioner Powell to move that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the (full demolition) of the building located at 30 Crosby Circle, Osterville, is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. The motion was seconded by Commissioner Kay. So voted: Aye: Clark, Shoemaker, Fifield, Powell, Kay, Parks Nay:0 Abstain:0 CKC Eagles LLC, 274 Carriage Road, Osterville, Map 071 Parcel 019/000, Built c. 1942 Full/Partial Demolition: To demolish the entire main house and the existing detached carriage house/garage to remain with proposed renovations. The application was presented by Tom Catalono along with Mike and Kathy Cote (owners)/ Public Comment: None Discussion: Commissioner Clark mentions that the commission looks at the whole house not just the main structure. This is all part of the history of the house. Chair Parks inquires if the half ro und windows will be saved? Mr. Catalono responds they are elliptical, flats. Transom windows can be saved and he can find a use in the interior. MOTION I: There was a motion made by Commissioner Powell to move that after review and consideration of public testimony, the application, and associated materials, the Significant Building at 274 Carriage Road, Osterville is a Preferably Preserved Significant Building. The motion was seconded by Commissioner Fifield. So voted: Aye: 0 Nay: Kay, Powell, Fifield, Shoemaker, Clark, Parks Draft Minutes Abstain:0 MOTION II: There was a motion made by Commissioner Powell to move that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the (full and partial demolition) of the building located at 274 Carriage Road, Osterville, is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. The motion was seconded by Commissioner Shoemaker. So voted: Aye: Kay, Powell, Fifield, Shoemaker, Clark, Parks Nay: Abstain: ___________________________________________________________________________________________________________ OTHER: Preservation Awards Update:  Written criteria  Firm deadline  Commissioners making decisions as a group  Remain a town wide award (not specific to a historical society or another board/committee/commission)  Drafting a guideline for the criteria for awards A motion to clarify the guidelines for the criteria of the awards was made by Chair Parks and seconded by Commissioner Shoema ker. So voted: Aye: Kay, Powell, Shoemaker, Clark, Parks Jessop Nay: Abstain: Fifield Community Preservation Committee Update:  Commissioner Fifield updated they met yesterday and Sturgis Library has funding that was previously allocated and they want to update their climate control system. Librarian will come back next month with more info. Trayser Artifacts Update:  Kate Maldonado has been in contact with a consultant and will have more info at the next meeting. Discussion of upcoming historical events open to the public:  8/19/22 at 7:00 PM Michael Tougias will be speaking at the 1717 Meeting House about his book  8/20/22 will be the West Barnstable Village Festival  9/15/22 at 7:00 PM at the Cotuit Library will be a discussion on the Woman of Barnstable book co -authored by Jim Gould and Nancy Shoemaker  9/16/22 at 7:00 PM Nancy Rubin Stuart will be lecturing at the 1717 Meeting House on Benjamin Franklin APPROVAL OF MINUTES No minutes to approve Next meetings: September 20, 2022 & October 18, 2022 With no further business before this Commissioner, a motion was duly made by Commissioner Powell and seconded by Commissioner Shoemaker to adjourn the meeting.
