HomeMy WebLinkAboutBHC 09 20 22 DRAFT MINUTES Draft Minutes DRAFT MINUTES Barnstable Historical Commission This meeting was held by remote participation via Zoom Meetings September 20, 2022 at 3:00 PM Fran Parks, Chair Present Nancy Shoemaker, Vice Chair Present Marilyn Fifield, Clerk Present George Jessop Absent Cheryl Powell Present Nancy Clark Present Jack Kay Present Barbara DeBiase, alternate Present Jessica Rapp Grassetti, Town Council Liaison Present Kate Maldonado, Planning & Development Staff, Assistant Director Present Grayce Rogers, Administrative Assistant Present Chair, Fran Parks called the meeting to order at 3:00 pm Acting under the provisions of the Code of the Town of Barnstable, ss 112-1 through 112-7, the Historical Commission held a Public Hearing on the following applications previously determined significant and referred to Public Hearing: APPLICATIONS 51 Sunset Point LLC, 51 Sunset Point, Osterville, Map 051 Parcel 098/000, Built c. 1918 Partial Demolition: Additions and renovations. The Notice of Intent was represented by Patrick Ahern. There was no public comment. Issues Discussed:  New dormers will be constructed  The portico will be reconstructed because it is rotted.  The east elevation foundation is in poor condition.  The east elevation windows will be different dimensions from the existing structure.  The floor plan design was discussed. MOTION I: There was a motion made by Commissioner Powell to move that after review and consideration of public testimony, the application, and associated materials; the Significant Building at 51 Sunset Point, Osterville is a Preferably Preserved Significant Building. The motion was seconded by Commissioner Shoemaker. Draft Minutes So voted: Aye: 0 Nay: Kay, Powell, Fifield, Shoemaker, Clark, Parks Abstain: 0 MOTION II There was a motion made by Commissioner Powell to move that in accordance with Section 112, the Barnstable Historical Commission determines that the partial demolition of the building located at 51 Sunset Point, Osterville, is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. This motion was seconded by Commissioner Clark. So voted: Aye: Kay, Powell, Fifield, Shoemaker, Clark, Parks Nay: 0 Abstain: 0 Kelley, Laurie & Matthew Kelley, 554 Wianno Avenue, Osterville, Map 162 P arcel 013/000, Built c. 1882 Partial Demolition: To renovate the existing structure. The Notice of Intent was represented by Michael Schulz, legal representation of the applicant. There was no testimony given. There was a motion made by Commissioner Powell to continue the Notice of Intent to Demolish to the October 18, 2022 meeting. The motion was seconded by Member Kay. So Voted: Aye: Clark, Shoemaker, Fifield. Kay, Parks, Powell Nay: 0 Abstain: 0 Michael F. Schulz, Trustee of 61 Old Stage Realty Trust, 61 Old Stage Road, Centerville, Map 208 Parcel 137/000, Built c. 1870 Full Demolition: To demolish the existing house and garage. The Notice of Intent was represented by Michael Schulz, Doug Mullen, and John Hoagland. There was no public comment. Issues discussed:  There is no working septic.  There is significant mold, mildew, rot, and structural instability.  The structure is not listed on the National Register of the Historic Places.  There was discussion about the utility connections. MOTION I There was a motion made by Commissioner Powell to move that after review and consideration of public testimony, the application, and associated materials, the Significant Building at 61 Old Stage Road, Centerville is a Preferably Preserved Significant Building. The motion was seconded by Commissioner Clark. So voted: Draft Minutes Aye: 0 Nay: Clark, Shoemaker, Fifield, Powell, Kay, Parks Abstain: 0 MOTION II There was a motion by Commissioner Powell to move that in accordance with Section 112, the Barnstable Historical Commission determines that the full demolition of the building located at 61 Old Stage Road, Centerville, is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. The motion was seconded by Commissioner Kay So voted: Aye: Clark, Shoemaker, Fifield, Powell, Kay, Parks Nay: 0 Abstain: 0 Other Centerville Library Presentation for Community Preservation Application  The presentation was made Don Gutro and Victoria Allard the Director of Centerville Public Library.  The library presentation overviewed the libraries’ mission, a history of the library beginning in 1869, programming, and reviewed the proposed plans for the structure. There was a motion made by Vice Chair Shoemaker for the Historical Commission to support the installment of the awning. Commissioner Clark seconded the motion. So voted: Aye: Clark, Shoemaker, Powell, Kay, Fifield, Parks Nay: 0 Abstain: 0 Preservation Awards This item was not reasonable anticipated by the Chair. Issues Discussed:  The criteria was not sent to the Commission is a reasonable timeframe.  There was an overview of the Commission’s history of the preservation awards.  Evaluation criteria for the preservation awards has been previously discussed.  There was a comment that it was not known that there was written criteria.  The criteria should be re-written. Trayser Artifacts Update  Assistant Director Maldonado updated the Commission that meetings are in place to interview consultants to catalog the artifacts. Discussion of upcoming historical events open to the public Commissioner Shoemaker reports two portraits will be given to the Barnstable Historical Society. October 4th a lecture at the Sturgis Library with Len Travers will take place. October 7 th at the 1717 Meetinghouse, three authors will be speaking. October 8th the Cotuit-Santuit Historical Society will hold their fall festival. Fran Parks reports that the Wianno Post Office is ready to be moved by Bob Hayden. APPROVAL OF MINUTES January 18, 2022 The motion was by Commissioner Clark to approve the minutes for January 18, 2022 and seconded by Commissioner Shoemaker. So voted: Aye: Clark, Shoemaker, Parks, Kay, Fifield Draft Minutes Nay: 0 Abstain: Powell Next meetings: October 18, 2022 & November 15, 2022 With no further business before this Commission, a motion was duly made by Commissioner Shoemaker and seconded by Commissioner Powell to adjourn the meeting.
