Saad, Coastal Health Resource Coordinator, DATE: October 31, 1994 RE: Hannah Wickes Island Trust c/o Norman Hayes Camp on Sandy Neck off Trail #2 , Map 203- Parcel 04 . On Oct . 19, 1994, Natural Resource Officer Leo Perry, and I conducted a site visit at the Camp on Sandy Neck belonging to the Hannah Wickes Island Trust c/o Norman Hayes . There was evidence that a lean-to type structure (consisting of roof only) had been attached to the outside of the camp. There was no indication that this roof lean-to had been enclosed with walls, nor was there a doorway connecting the main dwelling directly into the lean-to area. The proposed changes, as shown on the plans dated 3/4/94, indicates that the. proposed lean-to could be used as additional living space, with a new door connecting the current. living space with the new structure . Additionally, the new structure as proposed, includes an exterior door, and two windows . If the proposed addition to the existing structure is allowed it shall be subject to the following conditions : 1 . The current grey water system, consisting of discharge to the ground, remains as is . 2 . The existing outhouse, which is in the resource protection area, shall be abandoned as an outhouse, the vault cleaned out and the material properly disposed of, and the vault filled. 3 . A gas-fired incinerator toilet shall be installed according to specifications, and following local and state approval, to handle the black water generated at the site . 4 . Completely repair the existing house which is now in complete disrepair because of wind and water damage resulting from recent storms in accordance with the Regional Old King's Highway approval granted on March 26, 1994. This will include the following first floor alterations: A. Repair of the existing foundation in kind. Installation of ten (10) sono- tubes four (4) feet deep to replace the existing concrete slab foundation which support the sitting room and patio. B. Remodel the bedroom on the first floor and expand the bathroom and kitchen, both within the existing footprint. C. Remodeling the kitchen, living room and entrances. D. Replacing paned windows, doors and chimneys. 2. Remove the second floor observation room and replace it with a new living room and two bedrooms on the same footprint as the first floor. No environmental impacts will take place because of this work. (See architectural plans enclosed.) The second floor revisions include: A. Removal of the attic, studio (T x 8') roof and stove chimney. B. Re-build existing central chimney from elevation 15'2" to elevation 25'. C. Construct a new second floor complete with two bedrooms, bath and upper living room. D. Install double mullion Andersen windows and two (2) cantilevered decks as per architect's design. (See architectural design plans.) All second floor work will take place within the first floor existing footprint. z Project Description March 11, 1994 Page Two 3. Upgrade the existing functioning septic system with a Title V system. All work requisite to this system will take place 70 or more feet from the edge of the salt marsh. Equipment will be limited to a backhoe, one-ton dump and utility Two vehicles. Further, stone to be used to stabilize the disturbed areas is on site and the septic system components are plastic, eliminating use of heavy trucks over the beach and trails. Further, no crushed stone will be used during the septic system construction. The component parts are plastic and can be installed by hand, eliminating the need for heavy equipment. The Barnstable Board of health approved the system on December 22, 1993. Lan 4. Repair the windmill and test and repair, as necessary, the well head and piping to the house. This may require uncovering portions of the 2" PVC pipe along its 150-foot length to the well head. Upon completion, the dune will be returned to its original contours and the area vegetated. 5. Repair the garage, power units, and windmill. This will include general cleanup of the area and the removal of decades of flotsam and jetsam to the landfill, not to mention removal of old automobiles. 6. Repair of a serious break in the south dike measuring 20' x 8' x 5' (30 cubic yards) is critical to the survival of Mr. Lyons' garage and electrical power unit. During the winter storms of 1992 and more recently December 14th and 16th of 1993, salt water entered through the breach, flooded the basin within which the garage sits. Consequently, the power unit has short circuited rendering the ten VA coupled submarine batteries useless. These batteries store windmill generated power which in turn is used to service the house. Further, water quality is seriously threatened by increased salt content. Once the dike is repaired, it will be planted with beach grass and maintained. I cannot emphasize the importance of reconstructing the dike constructed during the early 1940's. Without it, all the remaining upland vegetation in the basin will die. Mr. Lyons' power unit and well will be useless unless he relocates both. 7. Repair the flagpole and cabana located adjacent to the marsh trail at the top of the south dike. The majority of all work will be done by hand by local contractors. The improvement .t to the environment is obvious through the removal of decades of accumulated debris and finally, work is timed to protect breeding interest of the spadefoot toad. This general soil area comprises about 17 percent, of the town. The bulk of the general soil area faces Cape Cod Bay, where the Barnstable Marshes form a large tidal marsh and Sandy Neck is an extensive dune area. The balance of the general soil area consists of low, level. tracts scattered throughout the town, many of which have been developed for cranberry production. Tidal marshes m eke up about 50 percent of the association. They are formed in a variety of material ranging from sticky, plastic clay to fiberous organic material, and are subject to periodic tidal flooding. Kinds of salt marsh vegetation vary according to salinity, and frequency and dEept-h of flooding. Dune sand comprises about 20 percent of the association. Sand dunes are the result of natural geologic erosion and deposition. Loose, unstable beach sand is continually shifted by the action of waves, currents and wind. Where large amounts of windbou_rre sand are deposited, dunes have a characteristic billowy topography. Sanded truck occupies about 10 percent of the association. These are areas specially developed for cranberry- production. Many such tracts have been abandoned and presently support a brushy growth -of red maple, highbush blueberry, etc., instead of cranberries. Special development of these areas consisted of the addition of about _ a 1 foot layex of sand to the surface of the or;ani c material to provide a rooting medium for the cranberry vines. Most areas were also ditched and water-control structure..s installed.._y.ca so the bogs could be flooded or drained. Important secondary soils in the associ- ation include Peat, formed in.partiy decayed organic matter; Birdsall, _ a very poorly drained soil formed on silt and clay, and strips of Coastal beach which are included because of their proximity to. Dune sand areas. The .general soil area has slight limitations for wildlife and tidal marshes are especially important for wetland wildlife habitat. They are a critical link in the food chain for both finfish and shellfish. Tidal marshes and their accompanying estuaries also act as nursery area's for the junveniles of' some of the important kinds of sportfish, such as striped bass and bluefish, Various kinds of waterfowl utilize ` both salt and fresh marshes as a. source of food and for rest areas,* as do many kinds of song birds. The revision is a minor modification. The staff recommended the elimination of crushed stone around the system as permitted by DEP and recommended by the manufacturer and addition of additional infiltrators to provide the same leaching area. In that this simplifies the construction by eliminating the need to deliver stone to the site, and that there is no environmental impact by the change, BSC has so modified the plans. This program closely follows the guidance provided by Interim Guidelines and Specifications for Preparing Quality Assurance Project Plans, US EPA QAMS-005/80 (1980) , and Test Methods for Evaluating Solid Waste, US EPA SW-846, Third Edition (1986) . Quality Control protocols include Standard Operating Procedures (SOPS) developed for each analytical method. SOPs are derived from US EPA methodologies and other established references. Equipment and facility maintenance conform to Good Laboratory Practices (GLPs) . Standards are prepared from commercially obtained reference materials of certified purity, and documented for traceability. Quality Assessment protocols for most organic analyses include a minimum of one calibration standard, one method blank, one laboratory control sample, and one matrix spike/duplicate pair for each sample batch. All samples, standards, blanks, laboratory control samples and matrix spikes are spiked with internal standards and surrogate compounds. In particular, the Board requested evaluation of a septic system to meet the requirements of the Town's supplementary regulations for leaching area. This has been completed. The following critical issues are identified here: 1. This is a repair of an existing septic system with leaching field. The intent is to provide a safe leaching system in compliance with Title 5. (The system is designed for compete compliance with Title 5). 2. This site is very isolated. There is no other dwelling for at least 1/2 mile in any direction from the site. As such, Nitrate loading is very Engineers minimal for the area. Environmental Scientists 3. The site is not within any flood plain and the septic system is three (3) feet above the base flood elevation. GIS Consultants Landscape 4. The septic system is now proposed at 70 feet from any coastal wetlands and Architects is in the location as agreed upon during the site visit. This allows the system to be installed in conformance with Title 5 with virtually no Planners grading around the site, thereby minimizing site alteration in this environmentally sensitive area. It is noted that the area of the proposed Surveyors system is in a stable non-shifting area due to the 4-inch layer of beach cable covering the subject site. Barnstable Board of Health October 8, 1993 Page No. 2 5. Sandy Neck is classified as an Area of Critical Environmental Concern. As such, earth works, site alteration, and construction activities are mandated to be minimized. 6. Title 5 systems are presumed in the Wetlands Protection Act to.meet an acceptable level of protection. 7. The difference between the Title 5 system and the Barnstable Section 1.14 system is an increase.in leaching area of 193 percent. 8. The leaching area is designed for four (4) feet separation from adjusted spring high groundwater levels measured in February and March by BSC scientists.. This is not the level which would occur during periods of maximum use, and during summer months, the separation will be over five (5) feet. 9. The dwelling has been carefully re-evaluated and based on internal inspection of the structure, it is found to be a three bed room dwelling (as opposed to the 4 bedrooms reported to BSC by the owner and used as the basis for our original plan.) The design plan has been revised accordingly. 10. Construction activity is very difficult due to accessibility, source of borrow soils and source of crushed stone. For this purpose much of this design has been specifically designed for hand work including use of light weight plastic components for tanks and infiltrators. On behalf of Mr. Lyons, we request the Board approve our request for the design of the system as shown on the design plan and approve the waivers of Regulations 1.13 and 1.15 allowing the system to be four (4) feet above seasonal adjusted water table and 70 feet from the wetlands resource area. As was evident by the site walk and the previous plan, the increased damage to the delicate surroundings, additional construction costs and negligible change in impact to the ground water would cause a manifest injustice to require full compliance with Sections 1.13 and 1.15. Based on two joint site visits by the Board of Health and the Conservation Commission, we expect to receive approval of the Conservation Commission for this plan (as opposed to the previous plan) because of reduced site alteration and reduced environmental impacts. Vincent Sven Sid, Golden Fountain Restaurant ordered to install an inground grease trap at 203 West Main Street, Hyannis. The Health Department staff strongly recommends the installation of an inground grease trap for this restaurant. The applicant may wish to look into the possibility of sharing the cost with Richard Merna for the grease trap who has plans for a fish market in the same plaza. II. This program closely follows the guidance provided by Interim Guidelines and Specifications for Preparing Quality Assurance Project Plans, US EPA QAMS-005/80 (1980) , and Test Methods for Evaluating Solid Waste, US EPA SW-846, Third Edition (1986) . Quality Control protocols include Standard Operating Procedures (SOPs) developed for each analytical method. SOPS are derived from US EPA methodologies and other established references. Equipment and facility maintenance conform to Good Laboratory Practices (GLPs) . Standards are prepared from commercially obtained reference materials of certified purity, and documented for traceability. Quality Assessment protocols for most organic analyses include a minimum of one calibration standard, one method blank, one laboratory control sample, and one matrix spike/duplicate pair for each . sample batch. All samples, standards, blanks, laboratory control samples and matrix spikes are spiked with internal standards and surrogate compounds. GC/MS systems are tuned to BFB ion abundance criteria daily, or for each 12 hour operating period, whichever is more frequent. Quality Assessment protocols for most inorganic analyses include a minimum of one calibration standard, one method blank, one sample duplicate, one laboratory control sample, and one matrix spike/duplicate pair for each sample batch. Standard curves are derived from one reagent blank and four concentration levels. Curve validity is verified by standard recoveries within plus or minus ten percent of the curve. Existing signs or billboards on November 27. 1974 shall have until November 27, 1977 to secure an approved Certificate of Appropriateness. b. Temporary signs for use in connection with any official celebration or parade or any charitable drive as long as they are removed within three days of the event. Certain other temporary signs that the Committee feels does not detract from the Act may be allowed with the prior permission of the Committee. c. Real Estate signs of not more than 3 square feet in area advertising the sale or rental of the premises on which they are erected or displayed. d. A single sign of not more than 1 square foot in area showing the name, occupation or address of the occupant of the premises on which they are erected or displayed in a residential zone. 4. STRUCTURE: An application is required to build or alter any structure within the District which is defined by the Act as a combination of materials other than a building, sign or billboard, but including stone walls, flagpoles,hedges,gates, fences, etc. GENERAL REQUIREMENTS 1 5. Work on projects requiring approval shall not be started until the Certificate of Appropriateness has been filed with the Town Clerk by the Committee. Approval is subject to the 10 day appeal period provided in the Act. I 6.
