I OBSERVED NO OBVIOUS SHEEN OR ODOR OF GASOLINE. INVESTIGATING THE BILGE CAME ON AND DUMPED RAW GASOLINE MIXED WITH WATER INTO THE HARBOR CAUSING A SHEEN ABOUT TWENTY FEET[20']BY TWENTY FEET[20']. APPROACHING THIS VESSEL THE GASOLINE SMELL BE CAME EVEN STRONGER. ONCE ON THIS BOAT I OPEN A DECK MOTOR HATCH AND FOUND RAW GASOLINE SITTING ON TOP OF BILGE WATER BELOW THE PUMP. I REQUESTED AN ENGINE COMPANY TO THIS LOCATION. ONCE ENGINE 822 ARRIVED ON SCENE WE STRETCHED AN 1 3/4 HAND LINE[DRY]INTO PLACE. WITH FIVE[5] GALLONS OF AFFF,FOAM EXTINGUISHER,AND A DOCK GARDEN HOSE WE COVERED ALL PORTS IN THE LOWER BILGE AREA. P.0.C. G.JASON WISHART COAST GUARD M.S.O.'S OFFICE WAS NOTIFIED OF THE SITUATION ALONG WITH THE HARBOR MASTER MR.HORN. WITH MR.CHILDS WE ADVISED BOTH AGENTS[VIA PHONE]WHAT OUR PLANS WERE AND HOW WE WERE GOING TO RECTIFY THE PROBLEM. MR.CHAPEOLES[BOAT OWNER]ALLOWED US TO CONTACT A CLEANING COMPANY WHICH WE DID,ENVIRO SAFE 508-888-5478 OUT OF SANDWICH [NICK]. ENVIRO SAFE ALONG WITH OUR HELP DRAINED BOTH FUEL TANKS ABOUT FOUR[4]INCHES DOWN AND VACUUMED ALL BILGE AREAS. WE USED JAN-SOLVE TO CLEAN THE BILGE AREAS AND REDUCE THE POSSIBILITY OF AN EXPLOSION. RESPONSE: ENGINE 822 F/Fs MCCORMACK,OLSEN,CAR 812. UPON ARRIVAL HAD A MALFUNCTION OF PUMP#2.THE PUMP NOZZLE DID NOT SHUT DOWN WHEN THE VEHICLE TANK WAS FULL CAUSING THE GASOLINE TO SPILL ON THE GROUND AND BACK FLOW UP THE VAPOR RECOVERY HOSE. FOUND THE PUMP HOSE STILL IN THE VEHICLE TANK AN THE VEHICLE OWNER STATED THAT WHEN HE TRIED TO REMOVE THE NOZZLE GASOLINE FLOWED OUT. SHUT THE PUMP OFF AT THE PUMP SWITCH LEVER.HAD F/F OLSEN AND MCCORMACK STAND BY UNTIL I COULD SECURE THE ELECTRICITY TO THE PUMP AT THE CIRCUIT BREAKER PANEL. UPON RETURNING TO THE PUMP REMOVED THE NOZZLE WITH NO PROBLEMS.COVERED THE SPILL WITH JAN-SOL AND REMOVED EXCESS GASOLINE FROM THE VEHICLE TANK WITH AN ABSORBENT PAD FROM ENG.822. UPON ARRIVAL MET WITH MSO FERRARO AND HE ADVISED ME THAT HE HAD RECEIVED A CALL NOTIFYING HIM THAT THERE WAS AN OIL SLICK IN THE HARBOR AND THAT UPON HIS ARRIVAL HE FOUND THAT A CRANE TRUCK PARKED ON THE DOCK NEXT TO THE FISHING VESSEL BONAKER(NATIONAL REG#520048) HAD A SMALL LEAK IN ITS HYDRAULIC SYSTEM. INVESTIGATING FOUND A SMALL SHINE OF OIL ON THE WATER WITH A SMALL HYDRAULIC SPILL UNDER THE TRUCK. THE CAPTAIN OF THE BOAT,ALSO THE SON OF THE TRUCKS OWNER(JOHN CHRISTIANSEN)HAD ATTEMPTED TO CLEAN UP THE SPILL WITH SOAP. MSO FERRARO CITED THE BOAT CAPTAIN FOR THE SPILL AND ORDERED THE REMAINING OIL PICKED UP WITH ABSORBENT PADS.THE OIL SHINE IN THE HARBOR WAS LEFT TO DISSIPATE ON ITS OWN. THE TRUCK IS TO BE TAKEN BY JOHN CHRISTIANSEN TO BE REPAIRED(PROBABLY)AT AC RADIATOR COMPANY IN HYANNIS. De uty Chief Melanson Report By JU Knowlton Comment Page for Incident No. IA200753 Address I jHyannis Inner Harbor Date of Report 7/30/2000 Commanding Officer IDeputy Chief Engine 822 stopped by the School Street Dock to complete our daily check of 808 and found a capsized boat across from our dock. This boat was located on the Dockside Marina, main dock, west side. The cause of capsizing was unknown. There was no significant fuel or oil spill when found. 822's crew consisted of Lt. Kristofferson, FF Storie and FF Lanman driving. I was called to the scene by 822 and I responded in 803. 1 met with Lt. Kristofferson and was advised of the following: The boat owner is Steven Pecham, 185 Bayshore Road Hyannis, Ma., 790-3447. The boat is a 1976 Mako, 23 feet, 1/0 gasoline powered engine with approximately 60-80 gallons of fuel on board. Massachusetts registration number of MS2312ZE. The vessel was recently purchased by Mr. Pecham and had some engine work performed recently. The dockmaster from Dockside Marina, Mr. Tom Quinn (367-4200, 539-2701), was notified of this incident at approximately 0640 hours by the Barnstable Assistant Harbormaster and found the vessel on its starboard side with only a portion of the transom submerged but he stated the vessel did take on water rather quickly and eventually capsized. I called for our Deputy Chief to respond at 0920 hours and he arrived on location at 0933 hours. I called and spoke to MSO Matt McClintock (294-4665) and advised him of the situation. He requested that we update him following the conclusion of the incident. Employees from the Hyannis Marine Service arrived on location and we placed their hard containment boom around the vessel and then placed numerous absorbent pads inside this area. Numerous attempts were made to right side the Wessel but were halted due to concerns for the safety of personnel. A private fishing boat was requested and with the direction of Mr. Quinn, the vessel was right sided. Portable pumps were placed in the vessel and the water was pumped out into the containment area. An agreement was made with Mr. Wayne Kurker of the Hyannis Marine Service to haul the boat out of the water and they will pick up the pads and containment boom following removal of the vessel. Hyannis Marine Service will bill the appropriate party and replace our booms and pads. We used 4- 10 foot sections of absorbent booms and 20-25 absorbent pads from 808. Hyannis Marine was making last minute preparations to tow the vessel to their dock as apparatus secured. 822 and 803 were at quarters at 12:58 hours. Richard A. Knowlton, Lieutenant
