MAR 1 3 1989 Mr. Daniel Horn Harbormaster 1189 Phin nays Lane Centeryt 1 t g MA 026342 Dear Mr. Horn: The purpose of this letter is to- follow up your teleptnane eolnversation of February 14, 1989 with Lieutenant Bob Hazelton, my representative on Cape Cbd, regarding a simulated oil spill chill scheduled for Tuesday, March 28, 1989 in Hyannis. The purpose.of the drill will be to give persons responsible for oil Pollution response in the various-towns an opportunity to have a hands-on exercise with pollution response equipment. Also, .to experience firsthand the types of organizational and equipment problems which may arise during an actual pollution incident. As the designated oil spill respcise coordinator for the Town of Barnstable, I am asking Your help in organizing this exercise for your town. Specifically' please contact any other town agencies which would be involved in response to an oil pollution incident in Barnstable,' and encourage these to participate, as well. This might include, for im,:ance, the Fire, Health and/or Natural -Resource departments, and should irsclude supervisors as well as workers. Invited to the drill; in Hyannis, ate of four planned for the Cape & Islardds this spring, will be rEpresentativto of the towns -of Barnstable,* Dennis, - Yarmouth and Brewster, and boast Giard Station Woods Hole. Members of the news media are Wing invited, as well. There will be a morning "classroom" session for supervisors from 9:30 a.m. to 11:30 a.m. at the Hyannis Fire Department, a one hour lunch break, .then an all hands boon deployment exercise in Hyannis Harbor from 12:30 p.m. to 3:30 p.m. Due to the difficulty of coordinating the schedules of so many people, the drill will be conducted rain or shine, with no rain date. Each town ds being encouraged to bring any response equipment they may have, so that to the extent possible everyone can exercise the equipment they would use in an actual response. . .If you have any questions or suggestions, please contact Lieutenant Hazelton at (508) 968-5556.
