Sin ' Ralph Crossen Building Commissioner SPR Meeting Notes 11/18/99 Site Plan Review Meeting of November 18, 1999 2nd Floor Hearting Room Barnstable Town Hall 367 Main Street, Hyannis Present: Ralph Crossen, Building Commissioner, Arthur Traczyk, Principal Planner, Thomas McKean, Director of Health, FPO Martin MacNeely, Steve Pisch, Engineer. Also in attendance were Attorney Pat Butler, David Jones, Roland Gauvin, Attorney Albert Shultz, Dan Ojala, Down Cape Engineering, Steve Raleigh, Builder, Attorney Mike Ford, Alan McHale, Engineer. This meeting was called to order at 9:05 AM and adjourned at 11:45 AM. SPR 084-99 Northside Bus, Old Route 132, Hy (274-025) This application was continued from October. Pat Butler reviewed the original proposal to install an above ground 6,000 gal fuel storage tank in an RF-1, GP district. This installation is a contractual requirement of the school department whereas the applicant is mandated to purchase fuel from the county and store on site. The previous review approved this application pending the submittal of a letter and/or bond insuring the removal of the storage tank upon the termination of the school contract and documentation indicating the removal of underground tanks. Attorney Butler provided said documentation to the panel and volunteered to draft an agreement between the applicant, school and building departments. It was determined that an escrow account sufficient to cover the current removal expense plus an additional 25% shall be established. This action will satisfy a contingency determined during the October meeting. The storage tank shall be on a concrete pad which shall be grooved in order to contain small, immediate spillage. Health, Planning and Engineering all commented that the applicant had addressed all issues and no additional commentary was necessary. Building had no other issues. Conclusion: Approved pending the establishment of the escrow account and the letter of agreement between the applicant, school department and building departments. � 1 � SPR Meeting Notes 10/07/99 • SPR 084-99 Northside Bus, Old Route 132,Hyannis (274-025) The applicants seeks to install a 6,000 gal above ground fuel storage tank in compliance with the Barnstable School District contract. This is a pre-existing,non-conforming use. There is no proposed changed in parking or impervious coverage. This storage unit is required by contract to be located on site. A letter agreeing to remove the tank upon the discontinuance or termination of the Barnstable school transportation contract shall be submitted. The Health Dept. expressed concerns regarding the existence of underground storage tanks. The applicant responded that certification shall be provided documenting that all underground tanks had been removed. They continued to inform the panel that the current above ground system was vaulted and alarmed much like the system at the airport. Art commented that this site is located in a ground water protection area. He suggested that a bond be posted to ensure removal of the tank upon the expiration of the contract. Attorney Butler reminded the committee that the applicant retains the right to file for a special use or variance. Chief Jones offered comments in support of this system adding that this storage unit is a more desirable option Conclusion: Continued pending the investigation of bond posting and submittal of letter agreeing to remove tank upon expiration of contract. SPR 083-99 Shepley Wood Products, 216 Thornton Dr.,Hyannis An informal proposal was presented to construct a 23,625 SF wholesale lumber distribution center. The panel was informed that the application consists of a series of lots owned and operated by the petitioner. A consolidation of the multiple lots is proposed. This site is located in the ground water protection overlay area. The committee was advised of a Corn-Electric easement. Attorney Butler also advised the committee that the intention of this expansion does not include office space or retail business. General consensus agreed that the topography created a challenge to the proposed development of this site. Chief Jones suggested that the applicant retro-fit the existing building with a sprinkler system. He also recommended that the applicant confer with the Water Dept. about the locating a hydrant to service this site.
