During my tenure at both Cubellis and Highpoint Engineering,staff under my responsible charge conducted periodic site visits to observe construction activities during the course of the project. In addition we have reviewed the site as-built plan prepared by Reed Land Surveying, Inc. dated December 4,2009, revised through February 9, 2010, and photos of the alcove area slope as provided by the General Contractor, J.M. Coull, Inc. As of the date of this letter, it is my opinion that the site work for the project was constructed in substantial compliance with the approved civil site plans with the exception of the following: • Landscape plant materials and quantities must be confirmed in the spring of 2010 during the planting season. In addition we will confirm that sufficient loam and seed has been installed throughout the site as depicted on the plans. • The Contractor shall confirm that once the new FW Webb facility is operational,the warehouse manager has knowledge of the location and operation of the emergency shut off valve for the drainage system. • A bituminous concrete berm section shall be installed in the southwest corner of the parking lot to be completed in the spring of 2010. Contractor shall provide proof of installation. • Sewer invert at the building must be provided so the slope of the new sewer main can be confirmed. Contractor shall provide this information. The outstanding items appear to be minor in nature and can be addressed through follow-up correspondence between the Contractor and Highpoint Engineering.
