Of 206 Breeds Hill Rd, Hyannis MA. The intent of the site insulation inspection was to review the scope of 8ifit0/N the installed insulation provide a review of the (a' quality of insulation installed. It was found that the • Pr •quality of insulation installed met grade 1 by Resnet standards. 'OhA,DF 12,1RNST Grade 1- "installation requires that the insulation kite material uniformly fills each cavity side-to-side and top-to-bottom, without substantial gaps or voids around obstructions (such as blocking or bridging), and is split, installed, and/or fitted tightly around wiring and other services in the cavity." Duct testing has also been done on both r•and second floor in each unit. Ducts were observed to have been mastic at seals and insulated with R-6 insulation. Duct testing was performed as total leakage and is required to meet no more than 3% total duct leakage without air handler installed (2015 IECC/IRC). All ducts came in at 10cfm or less when pressured to 25cfm which is below the minimum requirement per unit of conditioned floor area. The intent of the site walk- through was to review the scope of the air-infiltration test and to provide a review of identify the intended pressure boundary of the building to be included within the final blower door test, and to identify areas that may become problematic and may require special attention during the air-sealing (to be done prior to insulation). Air Sealing: The targeted air-sealing should be focused on the building's pressure boundary identified as follows: • All exterior wall sheathing; • Roof sheathing; The intersections of the aforementioned assemblies will be critical. For example, where walls meet floors and where walls intersect with the roof trusses and roof sheathing. The building is planned to be 29 residential two-bedroom rental apartment units. Site improvements for the new building will include new parking lot for 48 vehicles,new vehicular connection to the existing adjacent roadways providing full circulation around the site. The final design will include complete drainage and stormwater management facilities, underground utilities, site lighting, and landscaping. 10% of the apartment units will be affordable in accordance with the inclusionary ordinance. 'Dear Mr. Eddy: At the formal site plan review meeting held March 7, 2019,the above proposal was found to be approvable by the Site Plan Review Committee for purposes of proceeding to the Zoning Board of Appeals for relief and is subject to the following: • Approval is based upon review of preliminary plans entitled: "206 Breed's Hill Road, Barnstable—Preliminary Layout Plan&Existing Condition Plan"2 sheets, dated February 25, 2019 prepared by Baxter Nye Engineering& Surveying, Hyannis; and, _ preliminary floor plans and elevation plans entitled"Carriage House Apartment" depicting a three-story apartment building. • Relief from the Zoning Board of Appeals will be necessary in the form of a use variance for residential apartments in the IND Ltd. District; variance for height exceeding 2 stories in the IND Ltd. District; and relief from the special screening standards in IND Limited District.
