Starting on 16 September, 2017 when the certificate of Inspection _xpired On 28 Nov, 2017 a(COI) inspection conducted by Local Building Inspector Jeffrey Lauzon Failed for a variety of issues. On 23 April, 2018 a letter of violation was sent to the occupant of the building(certified mail) by Local inspector Robert Mckechnie. On 8 April, 2018 a building Application was submitted. As the inspector reviewing the building permit. I requested a preliminary meeting per 2015 IEBC Chapterl section 104.2.2 on-site to discuss Plans and Document requirements. Upon arrival to the property The Applicant on the permit no longer was conducting business in the building or the name had changed. There was a new unpermitted sign mounted on the building. This application was denied by me for lack of required documentation. The CSL also withdrew as the contractor. I was informed he was a subcontractor for the previous tenant. Vinfen Corporation and did not want to proceed. On 27 September, 2018 I sent a Violation letter out via e-mail and Registered to the property owner. They have built out an adjacent commercial unit next to their existing facility without permits and are occupying both. Their clients are considered a population at risk and we have no idea of the actual activity taking place except that we observed an ambulance bringing a patient to the facility on a stretcher. We believe the unit to be a drug rehab type facility so I am loathe to shut the place down without making every effort to help them get into compliance. Unfortunately any attempts to communicate with the operators have been met with complete and utter defiance of our efforts. They refuse to even speak with us about the facility except to tell us to call their business office in Boston. Today we tried to serve them with a written notice of violation and they refused to accept it so we posted the building with a notice of violation to let anyone entering the structure know that it has not had proper inspections. The facility is owned by a concern that is located in Boston... we will serve them through the USPS. 2. A woman who owns the Legacy Farm in West Barnstable deceived me in 2017 when she sought permission to have local home schooled kids come to her farm for classes once a week. She told me that her child was homeschooled and that the home school model was that kids went from home to home to get different classes so that they could be with other kids who were homeschooled. I agreed then that based upon the information she provided that she was not operating a school but rather simply allowing up to 8 of her kids classmates come to the house once a week for lessons based on equine and farm curriculum. I learned today that she is running an actual private school in a residential district for K-4t"grade students as well as "specialty" classes. The owner is in violation of both the zoning ordinance and building code regulations. I am very concerned for the safety of the children as the barn where they are conducting classes does not meet. - any building code standards. We will do everything in our power to assist the operators and help them with their issues. Unfortunately due to the nature of the clientele and the safety of the occupants of both facilities I fear that we will have no option but to close both facilities if the operators do not make haste in the next 24-72 hours in resolving their issues.
