The State Building Code references the National Fire Protection Association Standard. for the installation of Sprinkler Systems (NFPA 13, 1996 edition) to use in determining how a system will be installed and what areas will be protected. Specific to your cover walkway, NFPA 13 requires the following; 1. "Sprinklers shall be installed under roofs or canopies over areas where combustibles are stored or handled. Exception: Sprinklers are permitted to be omitted where construction is noncombustible and areas under roofs or canopies are not used for storage or handling of combustibles." 2. "Sprinklers shall be installed under exterior combustible roofs or canopies exceeding 4 ft. (1.2m) in width." The major renovations to the Plaza facade would require that the Plaza be brought up to code at least in this area. While removing the storage from outside the stores solves part of the issue other areas must be addressed. These are; What is the depth of the covered walkway?If the depth exceeds 4 ft. (1.2m) the sprinkler requirement must be enforced. What separation is provided between the sprinkler protected areas and the presently unprotected areas of the walkway? Fire walls, partitions, or assemblies may allow the Building Official to "break-up" the complex into "buildings" which may allow for partial coverage of the walkway being approved.. As I understand the situation at present the following conditions exist; It is common practice for tenants to use the covered walkway area for storage and display. There is no landlord/tenant agreement that forbids the storage/display of items under the walkway canopy. The covered area of the walkway exceeds 4 ft. (1.2m). The roof assembly over the walkway does not meet the requirements of NFPA 13 for noncombustible status. Based upon my understanding of the situation and the code I issued the letter of 2/21/01. McParland The Flatley Company 50 Braintree Hill Office Park 4th Floor Braintree, MA 02184-8754 R Southwind Plaza, 65 Independence_Drive, Hyannis Dear Mr. McParland, On Tuesday, February 20, 2001 I met with Deputy Chief Siegel of the Barnstable Fire Dept. and the fire alarm technician servicing the Plaza. We witnessed a spot check of the system to ascertain the status of the work. I observed the following; 1. The direct connection of the fire alarm system to Hyannis FD and to Barnstable FD are not yet complete. 2. A Hyannis FD key box has not been installed to allow access to the common fire alarm panel. (I am aware that you have spoken with our Fire Prevention Clerk and this is in progress.) 3. The sprinkler work has modified the piping to the Fire Dept. Connection. The required check valve has been installed vertically which will allow water into the piping to the Fire Dept. Connection. The piping is arranged so that any water/moisture will drain to the capped Fire Dept. Connection and not to the drains provided on the check valve (these drains were found plugged).This piping needs to be corrected and made code compliant to prevent the Fire Dept. Connection from freezing. 4. The main flow switch on the wet sprinkler system riser was found to be adjusted so that it did not activate.This was corrected to trip in 20 seconds. 5. The water motor gong assembly has been disconnected. This equipment needs to be returned to service in such a manner as to indicate a water flow condition from either riser on this system. 6. The dry sprinkler system covering the front walkway is incomplete. The major renovations to the existing facade and the habit of retailers displaying combustibles under the overhang require this area to be completely sprinkler protected. this includes both sides of the Stop &Shop entrance area. Once the work is complete, and the systems are tested the Hyannis Fire Department will require a copy of the fire alarm system certification and the sprinkler system certification as required by the Building Code.
