It was a pleasure speaking with Ed and Bill as well. As you are all aware from our discussions the Melanson' s and Bill have had some concerns about the development of the farm and the drastic changes to their views due to tree removal. When the Melanson' s and I met we discussed regulatory procedures but there were several questions that I was unable to answer as the information is something that only Mr. Ordway can provide (number of workers, vehicles etc.) Despite the concerns being expressed I was very impressed with how professional you all were when we spoke. In fact I was hopeful that I could facilitate a meeting with everyone in attendance so that we could all meet and so that you could understand what the future of your neighborhood would be. Ed thought, and I agreed that it would be great to meet at the farm to see things first hand. Unfortunately Mrs. Melanson' s schedule results in her getting home after dark at this time of year and meeting at the farm after dark is not practical. I am forwarding this correspondence with everyone's email address included in the hopes that a meeting could take place on a weekend during daylight hours so that Ed can show the Melanson's and Mr. Peters around and discuss the future plans of the farm. Unless I am needed I would not attend such a meeting but I hope that you take advantage of this opportunity to get together and that things work out to everyone's satisfaction. Edwin Ordway 201-960-1510 eordwav@ythinkbrg.com Regarding the barn at 2199 permit application -We have continued revising the barn plans this week and will be ready to submit for permit next week. Our plans will show the full potential use of the space in the future beyond only washing, drying, storing ( in a walk in cooler) and packing produce. We don't have an immediate plan to do any activity in the barn other than farm related activity, but anticipating future growth now should make things simpler down the road. My client is developing a new business that over time may grow into a facility that in addition to selling his produce, they may sell goods made off site, and also possibly be a gathering space for a small assembly for farm related entertaining, or for others such as a small wedding or function space. Our building narrative will define that clearly and identify the related code items such as egress, occupant load and fixture counts. 2 • Yesterday, Robin Anderson stopped by the site and measured the detached workshop that the owner is applying the interior wall boarding to.She was inquiring what the future use is.At the moment, it's nothing more than an unheated workshop. In the future, it may be used as a workshop, art studio for the occupant of the house at 2211 Main St, or other use to support the farm. There are no immediate plans for it as yet. It's probably not a good idea to walk around the property, but I am more then an happy to go over my plans with you and meet in my workshop (the building behind the house). Regarding vehicles: this will be a no-till organic farm. No tractors. Field vehicles will be Polaris Electric ATV's(small truck). The fields will have perimeter paths that will be grass(mowed with a John Deere electric mower). I will have a gas walk- behind tractor, but it won't be used that much. Regarding Employees: I expect to employ 5-6 people-- my production and harvest plans are such that they will be pretty-much full time employees most of the year. At least 3 of these employees include a daughter and two of her friends. Timing: I don't expect to have the farm "ready to go" until 2021. I first need to build a barn, greenhouse, install irrigation, a road, etc. Unclear what I will be growing in 2020; I might do a mix of cover crops and corn. Based on our discussion and my review of the proposed project plans you forwarded (copy attached), it is my opinion that the proposed agricultural project does not meet or exceed any mandatory DRI review threshold, and thus does not require mandatory DRI review. As relates to those mandatory DRI _ review thresholds relevant to the project and set out in Section 3 of the Commission's DRI Enabling Regulations, the project site work is proposed in conjunction with a building permit, and with an agricultural use. This is an agricultural project approved by both SPR and OKH earlier in the year(SPR approval is attached). I do not believe there is anything in zoning or OKH authority that prevents clearing at this location, but I am reaching out to confirm work taking place corresponds with what was approved. We have also heard from Ann Cannedy and an OKH Committee member. Thanks, Paul Original Message 1 From: Oona Melanson [mailto:melansonoona@comcast.net] Sent: Monday, November 11, 2019 10:17 AM To: Wackrow, Paul Subject: 6A west Barnstable Dear Mr.Wackrow, We live at 41 Twickenham Xing in West Barnstable abutting the property on Main st that is undergoing tremendous changes. Last Wednesday we were shocked and devestated when the entire parcel of land next door was clear cut. Not a tree was left standing-the entire woods behind our house and Christmas tree farm next to our house is completely gone. It was our understanding that a barn would be constructed as well as changes to the main house. We were never notified of extensive clear cutting which I believe is required by law to abutters. Everything that we loved about our property has been stolen away;the privacy and serenity of being surrounded by woods, the lack of traffic and road noise, the wildlife and birdsong....That is why we purchased our property 12 years ago. Last week Erin Logan sent new the proposed plans. To our surprise, we learned that what was supposed to have been a "gentleman's farm" is actually going to be a full scale farm. Replacing the beautiful view of forest in our backyard will be a monstrous sized greenhouse which we will be what we will be forced to look at when we are out on our deck, eating meals in our dining room, eating/cooking in the kitchen or waking up in the morning( it is the view from every bedroom window) Replacing the quiet birdsong now is the road noise from route six in addition to the grinding of the devastated trees. In the future we can look forward to the road noise from the new gravel roads that is proposed to travel literally right along our property line. We are needing to know the details of this project immediately. We also need a full explanation as to why these full details/plans were not disclosed to any of the residents that would have their daily lives directly affected. I expect a prompt response. Oona Melanson Sent from my iPhone CAUTION:This email originated from outside of the Town of Barnstable! Kelley, as agent for the owners of this lot, William D. and Amy C. 4Knott, has informed the Department of Planning and Development that there has been some difficulty in determining the exact zoning lines for this property. As the old Planning Board. files related to zoning are located in the DPD offices , I felt that I could be of some assistance in this matter . Attached is a map showing the location of zoning lines on this property as they 'would appear to exist based on the following: 1 . A copy of a map entitled "Zoning Map, Precinct 1 - (Barn) " , dated January 31 , 1979, a copy of which is attached hereto. This map was adopted as Article 7 of the May 5, 1979 Special Town Meeting. The Article created the RG - Residence District and modified the RF- 2 - Residence District, reducing it to a distance five hundred (500) feet from Route 6A. While the article is not specific the Zoning Map indicates that this measurement is from the edge of the layout. 2. The location of the line between the old Precinct 1 - Barnstahle and Precinct 2 - West Barnstable, which also constitutes the boundary between the RF-2 and RF Districts and the RG and RF Districts . This boundary line was located in several ways , including : A. An enlargement of the Zoning Map to correspond to the 1 " = 600 ' maps which show each assessors parcel . B. A measurement from the boundary line to various points along Old Neck Road, which appears to be one of the few constants on maps since zoning began in the Town of Barnstable. { . This plan is still at the preliminary stage, and is on the Planning Board Agenda of July 31 , 1989. If you have any questions concerning the zoning lines as drawn, or any additional information relative to their location, please contact me. I trust any irregularities can be corrected prior to the submission of a Definitive Plan. cc : Subdivision File #714 Edward E . Kelley ,, ZONING NIAP P2ECINCT I - ( (3A)2 \J) JAM, 3 I , Iq 7G .
