I was able to inspect the 8" foundation walls, 3/8 " anchor bolts 6'max. o.c. perimeter insulation, exterior water proofmg and brick pattern finish on walls, outside. I found a minor vertical vertical crack in the front wall. I do not believe this crack effects the structural integrity of the wall. I believe that the construction is in accordance with the contract drawings and the MASS State Building Code. Insppection#3 site visit will occur when wood walls are in place. It is bounded by a residential developments. The golf course date to 1895. In Appeal 2003-015, the applicant is seeking to redevelop the area of the maintenance yard of the golf course. The site is accessed from Marstons Lane and presently has two structures totaling 2,383 sq.ft. and a 320 sq.ft. trailer. Also provided is a limited area for outdoor parking for vehicles and storage of materials. The applicant is seeking to demolish the structures and eliminate the trailer. The desire is to redevelop the site with; a new one story plus mezzanine level 9,210 sq.ft. building,new access off Marstons Lane, 15 new on-site parking spaces, and a new 12-foot by 8 foot shed for pesticide storage. The plan also proposes to improve parking and re- vegetate the area to provide screening. The golf course has been issued four special permits previously. Creedon At the opening of the hearing,John Kenney presented the proposal. He noted that the intent was to demolish and remove all of the structure on-site,including the trailer and to build one single structure measuring.127 feet by 60 feet. That structure would be mostly a single level except for a small mezzanine level within. The structure would be used for storage of vehicles and supplies as well as for a small maintenance office. The site would have improved and increased parking,including handicapped parking. A new entrance drive and suitable landscaping. The Board and applicant discussed the proposal. The bulk of the building was noted and the Board requested if changes could be made in the structure to reduce the bulk. The applicant agreed to investigate if changes to the facades might impart a reduction of the bulk. The public was requested to comment and no one spoke in favor or in opposition to the proposal. The hearing was continued to February 12, 2003. At that continuance, Attorney John R. Alger represented the applicant. He summarized the proposed development of the site and presented new elevations of the building. The new elevations showed an increase in the number of windows and the addition of dormers and copulas to the structure in an attempt to reduce the mass of the structure. The board reviewed the plans and asked if even more windows could be incorporated to further brake up the wall space. The applicant agreed. Findings of Fact: At the hearing of February 12, 2003,the Board unanimously made the following findings of fact: 1. The applicant in Appeal 2003-15 is Cummaquid Golf Club. The applicant is seeking to modify the existing Special Permits issued to the Golf Club and also seeks a Conditional Uses Special Permit in accordance with Section 3-1.1(3)(B),Regulation Golf Courses. The property is shown on Assessor's Map 350,Parcel 001, commonly addressed as 35 Marstons Lane, Cummaquid,MA, in a RF-2 Zoning District. 2. .The property is a 110.62-acre parcel located on the south side of Route 6A in Cummaquid village near the Yarmouth town line. It is bounded on three sides by a residential development known as Cummaquid Heights. 3. The applicant proposes to demolish the existing storage buildings consisting of 2,383 sq.ft. and eliminate a 320 sq.ft. trailer currently on site. It is the intent to redevelop the site with construction of a new building of 9,210 sq.ft. for storage and repairs. Provide a new access off Marstons Lane and 2 ;1 f 6. The proposed removal and redevelopment of the site would not be substantially more detrimental to the neighborhood than what exists today if the changes to the building facade are implemented. Decision: Based on the findings of fact,a motion was duly made and seconded to grant the appeal with the following conditions: 1. The site shall be developed as per plans presented entitled"Marstons Lane Cummaqui_d,Massachusetts prepared for Cummaquid Golf Course"by Baxter,Nye& Holsngren, Inc., dated 11/8/02,last revised 11/18/02 and consisting of four sheets. 2.
