DEFINITION OF HOMEO R Persons}who owns a parcel of land on wlu h he/she resides or inte s to reside,on which there is,or is intended to be,a one or two-family dwelling,attached or etached structures a essory to such use and/or farm structures. A person who constructs more than one home in two-year period all not be considered a homeowner. Such "homeowner"shall submit to the Building Offici on a form ac eptable to the Building Official,that he/she shall be res onsible for all such work erformed under the uildin t. (Section 109.1:1) The undersigned"homeowner"assumes responsibilit o" ompliance with the State Building Code and other applicable codes,bylaws,rules and regulations. The undersigned"homeowner"certifies that he/sh nderst ds the Town of Barnstable Building Department minimum inspection procedures and requiremen and that he he will comply with said procedures and requirements. HOMEOWNER'S EXEMPTION The Code states that: "An homeowner performing work for which a building permit i equired shall be exempt from the provisions of this section(Section 109.1.1 -Lic rising of construction Supervisors);provided that if the homeo ner engages a person(s)for hire to do such work,that such Homeowner shall t as supervisor." Many homeowners w use this exemption are unaware that they are assuming the responsi ilities of a supervisor(see Appendix Q, Rules&Regulations for Licensi g Construction Supervisors,Section 2.15) This tack of awareness ofte results in serious problems,particularly when the homeowner hires un'censed persons. In this case,our Board cannot proceed against the unlice ed personas it would with a licensed Supervisor. The homeowne acting as Supervisor is ultimately responsible. To ensure that a homeowner is fully aware of his/her responsibilities,many communities requi e,as part of the permit application, that the homeowner cc ' that he/she understands the responsibilities of a Supervisor. On the last page of t 's issue is a form currently used by several towns.
