Eleanor Coghlan of 164R Millway in Barnstable, was driving a Toyota sedan west on Route 6A at 5:53 p.m. when her vehicle collided with a Toyota pickup driven by Mary Tallmadge, 47, of Brewster, according to police. Coghlan did not have a pulse when rescuers arrived, and she was taken to Cape Cod Hospital where she was pronounced dead. Tallmadge was taken to the same hospital with injuries that were not considered life threatening, the police said. Coghlan lived inn an apartment on the same propert her brother, Owen Duff. She had grown up in Newton and was one of eight children. Her death leaves Duff as the only surviving sibling, he said yesterday. Duff did not know why Coghlan was in Brewster at the time of the crash or where she was headed. The cause of the crash remained under investigation yesterday, according to Brewster police Sgt. In this case,our Board cannot proceed against the unlicensed person as it would with a licensed Supervisor. The homeowner acting as Supervisor is ultimately responsible. To ensure that the homeowner is fully aware of his/her responsibilities,many communities require,as part of the permit application,that the homeowner certify that he/she understands the responsibilities of a Supervisor.
