WIRELESS TELECOMMUNICATIONS SMALL NETWORK NODES
Wireless small network nodes are a new way for wireless telecommunications providers to
increase their capacity, particularly in urban areas. A small network node installation consists
of a small antenna and equipment boxes. They can be mounted to a variety of structures
including buildings, utility poles, street lights and traffic signal supports. There are a number
of concealment methods available when small cells are to be installed in visually sensitive
areas.
Small network node quick facts:
• Generally, small network nodes are installed for carrier capacity, rather than
coverage. There may already be sufficient wireless signal strength in a particular
location from a traditional macro site, but when a large number of people are trying to
use their phones In the same location they experience service drops.
• The small network node is not a replacement or substitute for a traditional macro site,
but works with the existing network to increase coverage in densely populated areas.
• Small network nodes are very low-power antennas with a limited range of
approximately 500 — 1,000 feet with a good line of sight.
• Small network nodes target areas where people congregate, such as bus stops,
restaurants, cafes, gyms, office buildings, fairgrounds, beaches, intersections, parks
and recreation areas.
• The wireless equipment as installed by Verizon Wireless meets all FCC safety
regulations and poses no threat to public safety.

What Do Small Network Nodes Look Like?
There are a variety of antenna and equipment boxes that may be used. Generally, Verizon
Wireless is looking at installing canister shaped antennas, or "cantennas", that are
approximately 24"tall, in addition to small rectangular equipment boxes (42"x 10"x 7"). The
antennas are usually mounted at the top of the pole, sometimes with a pole top extender,
while the boxes are mounted to the pole at a lower level. On standard utility poles, the
antenna and boxes are generally not concealed, but blend into the existing utility
infrastructure.

Cellco Partnership d/b/a Verizon Wireless (VZW) hired Tilson Technology Management, Inc. (Tilson) to
obtain a building permit for the"BARNSTABLE HARBOR MA SC0V site located approximately 329 Millway,
Barnstable, MA 02630 (Lat: 410 42' 31.34", Long: -70 17' 52.29", Map: 301, Block: 009). Tilson was
originally performing the construction for this site, but unfortunately now is not. J. Lee Associates, Inc. (J.
Lee)is going to take over construction for this site. The only thing we need to do is amend the current building
permit on file to reflect this change in construction companies. Please see below for what I have attached to
this memo. Let me know if you need further clarification or more information. Thank you and have a great
day.
Please find enclosed: a "Building Permit Application" (with the new construction company information), a
copy of Building Permit#B-16-105 that needs amending, a check for thirty five dollars ($35.00)to go towards
amending the current building permit on file and provide a new one, a signed "Notice to the Building Division
of Change of Construction Supervisor' form, a signed "Notice to the Building Division of Licensed
Construction Supervisor Assumption of Responsibility" form, a signed "Property Owner' form, a copy of J.
Lee's Massachusetts Construction Supervisor License, a COI from J. Lee listing the town of Barnstable, MA
as the certificate holder, a Workers Compensation Affidavit signed by J. Lee, and a UPS return addressed
envelope for the anticipated new amended building permit.

of this scction_(Section 109.1.1 -Li irg of construction Supervisors);provided that if the hornet a engages a person(s)for hire to do such
work,that such Homeowner shall ac as supervisor."
Many homeowners wh a this exerrrption are unaware that they arc assuming the respon bilities of a supervisor(see Appendix Q,
Rules&Regvlations for Licens' Cmstruction Supervisors,Section 2.15) This lack of awarrness oft i results in serious problems,particularly
when the homeowner hires unli sed persons. In this case,our Board cannot proceed against the unlicensed person as it would with a licensed
Supervisor. The homeowner ling as Supervisor is ultimately responsible.
To ensure that th omcowner is fully aware of his/her responsibilities,many communities require,as part of the permit application,
that the homeowner ccrti that hrJshe understands the responsibilities of a Supervisor. On the last page of th'iisgj sue is a.form currently used by
several towns. You may care t amend and adopt such a form/certification for use in your community.
