The trash barrel is left on the curb 24/7 and is in a constant state of overflowing . This morning as I took my walk, this is what I passed... disgusting!! This situation creates an invitation to varmints and a decrease of the neighborhood/home values! I spoke with a neighbor this morning who told me that"the home is a rental and that a bunch of guys live there" ... and although she is also disgusted with this situation, and her property backs up to that one, she "doesn't want any enemies because we go away in the winter" ... I am asking for the CHA to notify the owner of the property of their tenants' improper garbage system ... that it is very negatively impacting the neighborhood and that neighbors are appalled with their disregard for the well being of the neighborhood. 1 They should keep their trash barrel off the curb and only bring it down to the curb on trash pick` 9 up day. DEFINITION OF HOMEOWNER Person(s)who owns a parcel of land on which he/she resides or intends to reside,on which there is,or is intended to be,a one or two-family dwelling,attached or detached structures accessory to such use and/or farm structures. A person who constructs more than one home in a two-year period shall not be considered a homeowner. In this case,our Board cannot proceed against the unlicensed person as it would with a licensed Supervisor. The homeowner acting as Supervisor is ultimately responsible. To ensure that the homeowner is fully aware of his/her responsibilities,many communities require,as part of the permit application, that the homeowner certify that he/she understands the responsibilities of a Supervisor.
