This has been going on for over a year. Several neighbors have complained to me. Although this spot is outside my historic district, I want to pass on to you our complaint about what is happened to this pretty byway. We local residents are trying to keep Phinney's Lane attractive (especially during the tourist season) by planting flowers,maintaining vegetation and picking up litter. Selling used cars along this rustic, scenic road is blatantly"cheap" (to use one neighbor's term) and"tacky"(my term). This person is detracting from our neighborhood in order to save the cost of placing an advertisement for his merchandise in a local newspaper. What can we do to stop him? On August 1, I spoke with Mr. Anderson and asked him discontinue what has become a practice of selling cars from Phinney's Lane. Apparently,he has decided not to stop. Two vehicles were"on display"this morning. I have several questions for your department: 1. Did Mr. Anderson obtain a permit for the ugly neon signs which are posted in the windows of the various vehicles he has sold from that location? 2. Does Mr. Anderson own the property? If not, who does? 3. Is that portion of the driveway where his for-sale vehicles are parked private property? Is there some restriction on blocking a driveway? Can one operate a used-car business from a driveway? 4. Is this property zoned for selling used cars? How many used vehicles can one sell without obtaining a license? I've read there is some limit on the number of garage sales one can have in a year. Is there some similar ordinance about selling used cars? 5. Is there any fire regulation being violated? During business hours the used vehicles completely block one of only two exits from the property,which contains several businesses including a wood-working shop.
