Hi John, I would appreciate it if you would look into the violations at these
property's. There seems to be some building going on, no permits as far as I
know. Two unregistered pickup trucks, and a travel trailer, that people have been
living in this summer. Don't know the zoning on this but the place is very messy
and detracts from the property's in the neighborhood. Would appreciate if you
could give me a update on the status of 1820-1830. You are the councilor for our

Good afternoon,Paul,
As you are aware,Carrie brought 6 Harvey Avenue to my attention as a property that was undergoing some changes
without committee review.
As it turned out,the homeowner made the following changes without OKH Approval or a building permit.I notified the
Zoning Enforcement Officer and a Stop Work Order was issued.
The homeowner proceeded with the following changes:
(1) Replace roof,in-kind
(2) Replace siding,in-kind
(3) Replace a triple hung window without the grills.
a. I did advise that he can certainly apply to OKH to have no grills but he would prefer to order new sashes
that have a six over six,permanently affixed grills to satisfy the board.
In addition to these changes,he would like to replace three areas of fencing,in-kind. Please see attached photos for
explanation and advise if you would like to see any of these changes before the committee.
Please advise how we shall proceed.Thank you!

The current exemption for "homeowners" was extended to include owner-occupied
dwellings of six units or less and to alilow such homeowners to engage an in-
dividual for hire who does not possess al license, provided that the owner
acts as supervisor.
DEFINITION OF HOMEOWNER:
Person(s) who owns a parcel of land on which he/she resides or intends to re-
side, on which there is, or is intended to be, a one or two family dwelling,
attached or detached structures accessory to such use and/or farm structures.
A person who constructs more than one home in a two-year period shall not be
considered a homeowner. Such "homeowner" shall submit to the Building Official
on a form acceptable to the Building Official, that he/she shall be responsible
for all such work performed under the building permit. (Section 109. 1. 1)
The undersigned "homeowner" assumes . responsibility for compliance with the Stat
Building Code and other applicable codes, by-laws, rules and regulations.

often results in serious prob • s, particul ly when the Home Owner hires
unlicensed persons. In this case our Board •ca,not proceed against the
inlicensed person as it wo- d with licensed Supe isor. The Home ''Owner actin
as supervisor is ultimat., y responsible.
To ensure that the H• e Owner is fully aware of his/Iie� responsibilities, man
communities requir- , as part of the permit application, 'Xhat the Home Owner
certify that he/9 e understands the responsibilities of a supervisor. On the
last page of this issue is a form currently used by several towns. You may
care to amend "and adopt such a form/certification for use in your community.
