Many homeowners who use this exemption are unaware that they are assuming the onsibilities of a supervisor(see Appendix Q, Rules&Regulations for Licensing Construction Supervisors,Section 2.15) This lack of awareness often results in serious problems, particularly when the homeowner hires unlicensed persons. In this case, our Board cannot proceed against unlicensed person as it would with a licensed Supervisor. The homeowner acting as Supervisor is ultimately responsible. To ensure that the homeowner is fully aware of his/her responsibilities, many communitie require,as part of the permit application, that the homeowner certify that he/she understands the responsibilities of a Supervisor. I designed the two side walls and the rear wall to work together to resist the wind forces applied to the enclosed building. I ignored the stiffiess of the garage door wall in my design. Please note the following: 1. 5/8" diameter steel all thread rods and Simpson HDU5-SDS 2.5 hold downs are required at all four corners of the building. It is acceptable to epoxy set the rods with 6" embedment. If heavier connectors are available at the job site they may be used in lieu of those specified. 2. The Y2"plywood side wall sheathing is required to be nailed with 8d at 4" o.c. on the edges and 8d at 8" o.c. in the field. Block all unsupported edges of the wall sheathing. I have attached a copy of my calculations and reference material for your use. If you have any questions, please feel free to contact me. Sincerely, ,4,41, 7 ''11 SWAN CON 'a li Paul W. Swanson, P.E. DEFINITION O. )HOME! ER Person(s)who owns a parcel of land on which he/she resides or inte _•s to , side,on which there is,or is intended to be,a one or two- family dwelling, attached or detached structures accessory to such use .h' or farm structures. A person who constructs more than one home in a two-year period shall not be considered a homeowner. Such ` omeowner"shall submit to the Building Official on a form acceptable to the Building Official, that he/she shall be responsible for : such work performed under the building permit. (Section 109.1.1) The undersigned"homeowner"assumes responsibility for compli. ce with t',- State Building Code and other applicable codes, bylaws, rules and regulations. The undersigned"homeowner" certifies that he/she understa'ds the Town of Ba .table Building Department minimum inspection procedures and requirements and that he/she will comply th said procedures and .-quirements. Signature of Homeowner l 1 Approval of Building Official Note: Three-family dwellings co taming 35,000 cubic feet or larger will be required ,) comply with the State Building Code Section 127.0 Construction Control. HOMEOWNER'S EXEMPTION The Code states that: ;Any homeowner performing work for which a building perm. is required shall be exempt from the provisions of this section (Section 109.1.1-Licensing of construction Supervisors); pro ided that if the homeowner engages a person(s)for hire,fo do such work, that such Homeowner shall act as superviso'r." Many homeowners who use this exemption are unaware that they are assuming the respon 'bilities of a supervisor (see Appendix Q,RuTes &Regulations for Licensing Construction Supervisors,Section 2.15) This la. of awareness often results in serious, problems, particularly when the homeowner hires unlicensed persons. In this case, oar Board cannot proceed against the unlicensed person as it would with a licensed Supervisor. The homeowner acting as Supervisor is ultimately responsible. To ensure that the homeowner is fully aware of his/her responsibilities, many communities require,as part of the permit application, that the homeowner certify that he/she understands the responsibilities of a Supervisor. On'ttte last page of this issue is a form currently used by several towns. You may care t amend and adopt such a form/certification for use in your community.
