COFFIN, CAPTAIN FIRE PREVENTION November 30, 1994 Mr. Ralph Crossen Building Commissioner Town of Barnsable 367 Main Street Hyannis, MA 02601 Dear Ralph: This afternoon, I was contacted by a line supervisor for the Commonwealth Electric Company, who asked that I investigate a fire related problem at 31 Powder Hill Road in Barnstable. On arrival , it was noted that a non-metered electrical service had been wired into the above noted property. Where the service would have entered a meter box, a direct wire service line had been set up. This wired "box" had become the home to various rodents and as such, a nest had been built there. The nest had subsequently begun to burn which precipitated the call to this department . Commonwealth Electric disconnected the power at this unmetered source. Incidentally, there was a metered service at this location as well . The electric company was called to the scene by the customer because the original , metered service had burned through and disconnected underground, in the run between the transformer box and the house. I was met at that location later in the day by Robert Weston, Wiring Inspector. He agreed that there was indeed a hazard there and was in agreement when I requested that the power remain off to the unmetered circuit . The power was already off in the metered circuit . The caretaker of the building, a Mr. Henry Studley was on location with Commonwealth Electric employees, Robert Weston and myself . He was informed that the power was turned off and that he would have to make arrangement to avoid freeze-ups and other problems until the service was repaired. He indicated to us that he understood this point . It appears that Commonwealth Electric Company may address the problem of a unmetered service with the property owner directly. On analysis of the unmetered service it was found to have a load of at least 65 amps. ,/ Page 2. I am compiling this letter to inform you of a potential life safety threat due to inappropriately wired electrical service and in addition to bring another problem to your attention. The property located at 31 Powder Hill Road is listed as a Bed and Breakfast in the telephone directory. The name of the Bed and Breakfast is Cobb's Cove. A sign on the property reflects this name also. The parking area for the house exceeds what one would consider normal for a single family dwelling. There are many tables and chairs in the back of the house and the storage of wine and spirits in a sort of wine cellar are considerable ( located outside near the unmetered service connection) . I would respectfully request that you look in this matter. I have no record of this building been approved as a bed and breakfast , nor have I ever inspected it on an annual basis. Bob Weston was extremely helpful and assisted greatly in the electrical aspect and I must defer to him regarding correct circuits, power requirements, etc. I am sure that he will also be forwarding a report to you. COFFIN, CAPTAIN FIRE PREVENTION November 30, 1994 Mr. Thomas Guiler Licensing Agent Town of Barnstable 367 Main Street Hyannis, MA 02601 Dear Thomas: This afternoon, I was called out to investigate a fire problem at 31 Powder Hill Road in Barnstable Village. I was requested to the scene by Commonwealth Electric Company. An un-metered electrical service had been installed in that dwelling and had caused a small fire in an electrical junction box . I am writing you to express some concern due to the type of occupancy that I observed. I noted a sign at , the property that indicated it was called: Cobb' s Cove. This ' property has large parking areas and numerous tables and chairs as well as a large laundry area. I noted these items from the outside of the building during my investigation of the fire. I found it difficult to get information from a Mr. Henry Studley who claimed to be the caretaker and who "used to" live there. Upon examination in the telephone directory, I noted that Cobb's Cove is listed as a Bed and Breakfast . I have no record of this dwelling being approved as a Bed and Breakfast . In addition, due to the problems of electrical service wiring, I am extremely concerned for public safety if this occupancy is being used in any way for a rooming house, or bed and breakfast. I would appreciate it if you could investigate this property and advise me as soon as possible of your conclusions.
