Residents concerned that poison intended for rats are killing cats will ultimately kills dogs as well.
Requested Health and MEA to assess and advise.

Spoke to ACO Charlie Lewis. He suspects the recent increase in rat activity is the result of construction
at the St Mary's Church. Neither he nor NRO Chris Nappi has noticed dead rats or cats in or near the
roads. AFO Lewis will be out in the area today and will stop by the RP's home to get more detailed info.

l spoke with Victoria Templeton at 36 Rendezvous lane early this afternoon. I explained how I checked
the area and unfortunately wasn't able find any evidence of poison at this time. Further, 1 told her that I
have passed the information along to MEA staff and we would remain vigilante. Mrs. Templeton advised
me Sarah Rueter 3060 Main St was the person who found 1 deceased cat with 4 deceased rats on her

property. Mrs Templeton shared with me a recent sighting of a "sick looking" fox to the rear of her
property. 1 advised on possible capture should it return. I suggested/requested Mrs Templeton or
anyone in the neighborhood should call MEA if any other animals were to be found deceased as I would
be in a better position to evaluate the matter.

Thank you Tom... very informative and helpful. Hold off on door knocking for now... I want to wait for MEA's report to
make sure that there are no laws being violated. If not it would be helpful for you to knock on a few doors to help
educate anyone baiting... if there are laws being violated then we will need to stand down and let MEA do their thing.

Rat poison is sold in many different forms at box stores, hardware stores etc. I'm not aware of any regulations that
prevents or restricts a homeowner from using rat poison outdoors. A regulation does not exist under the purview of the
Health Division, that prohibits the outdoor use of rat poison.
I have read online that proper placement protects children, pets and non-target animals from bait contact. 'It is
recommended one should place rodenticides in containers inaccessible to children and non-target animals, preferably in
properly installed, tamper-resistant bait stations. Bait stations not only provide added security for children and non-target
animals, but also protect bait from the elements and provide a comfortable place for rodents to feed and groom.'

The,second issue is figuring out who might be poisoning rats and cats in the area described in the email. In any event, I
would be happy to look around, knock on some doors, make inquiries to see if we can figure out where this is
occurring and by whom. Please advise if this is the direction you wish to take.
