If you bring in the card when the plum and elec inspectors are here(usually 8-9 or 3-4)you can convey to the staff that you need the inspections entered.After that is done,the health department must s'gn off and then we can issue. I cannot find proof in the file that Barnstable Fire signed off on the final. Good Luck!
