DEFINITION OF HOMEOWNER Person(s)who owns a parcel of land on which he/she resides or intends to reside,on which there is,or is intended to be,a one or two-family dwelling, attached or detached structures accessory to such use and/or farm structures. A person who constructs more than one home in a two-year period shall not be considered a homeowner. Such "homeowner"shall submit to the Building Official on a form acceptable to the Building Official, that he/she shall be MMOgible for all such work performed under the building vermit. HOMEOWNER'S EXEMPTION The Code States that: "Any homeowner performing work for which a building permit is required shall be exempt from the provisions of this section(Section 109.1.1-Licensing of construction Supervisors);provided that if the homeowner engages a persons)for hire to do such work, that such Homeowner shall act as supervisor." Many homeowners who use this exemption are unaware that they are assurning the responsibilities of a supervisor(see Appendix Q, Rules&Regulations for Licensing Construction Supervisors,Section 2.15) This lack of awareness often results in serious problems, particularly when the homeowner hires unlicensed persons. In this case, our Board cannot proceed against the unlicensed personas it would with a licensed Supervisor. The homeowner acting as Supervisor is ultimately responsible. To ensure that the homeowner is fully aware of his/her responsibilities, many communities require,as part of the permit application, that the homeowner certify that he/she understands the responsibilities of a Supervisor. On the last page of this issue is a form currently used by A" several towns. you may care t amend and adopt such a fom-/certifrcation for use in your community. r n•fnrme•hmmnemlft r RESIDENTIAL BUILDING PERMIT FEES APPLICATION FEE New Buildings $100.00 Residential Addition $50.00 O Alterations/Renovations $50.00 Change of Contractor/Builder $25.0.0 FEE VALUE WORKS19EET NEW LIVING SPACE 64 ® square feet x$96/sq.foot= x.0041= plus from below(if applicable) ALTERATIONS/RENOVATIONS OF EXISTING s e — x.0041= plus from below(if applicable). The bench mark thereon shown as RM5,I find the top of foundation elevation to be 14.4 ft. Using the flood map for that area indicates the flood zone extends to elevation 11. Our measurements, therefore, indicate that the top of foundation is 3.4 ft. above the flood zone. I trust this information is sufficient. If you have any questions, please feel free to contact me. As we agreed with our engineer Tim Brady we will only install a 4" foundation for the crawl space below both additions and use sono-tubes for the front porch. I have marked the smoke detectors and carbon monoxide detectors (as per 527 CMR 31.00) totaling 6 Hard wired battery back-up smoke detectors and two carbon monoxide detectors. This should be accurate as this is what I do in my town. Since time is now becoming a concern for us I would ask that while you are reviewing the plans for approval could you please issue a temporary building permit for foundation and first floor deck to commence? Since I am doing all the construction myself I would like to get a jump on this before winter can approach and I can get both additions closed in. Thanks for you patience and help during the application process. If you have any questions the house#is 508-375-0313 and my cell is 508-400-8098. Sincerely, kn+' William P. Qui r. i I, Marilyn P. Angus, of 11 Second Way in Barnstable, Massachusetts ask any and all parties to allow William P. Quinn Jr. to act as my agent for the application process and execution of a Building Permit for an addition to my house at 11 Second Way. This permission will include: Applications for Town of Barnstable Building Permit, Old Kings Highway Historic District Application and Hearing, Electrical Permit for wiring, requests for inspection at various stages of construction, and any reasonable effort to bring this permit to a close. Any other subcontractors hired for work outside the related fields of carpentry and electrical work will be hired with the understanding and proof of insurance documentation, which will be forwarded to the Barnstable _ Building Department upon the decision to employ. Carpentry and Electrical work will be performed by Marilyn P. Angus and William P. Quinn Jr., both living at 11 Second Way, and should be considered family and therefore exempt from any and all contractor's liability insurance. Marilyn . An k s d ted William P.
