Towing.
• Found all bays associated with Tim Ferreira to be secure and unmanned.
• DC Chris Olsen called the cell number on the door.
• Subject was advised BFD was on site for a pending license transfer inspection.
• Mr. Ferreira indicated he was 5 minutes away and would allow BFD admittance
to the site.
31 Thornton (Bornstein Building)
• Found 50 gallon container full of new copper flashing with barcodes attached.
• Found container with new copper fittings &wire.
• Found containers with misc scrap metal—obviously used.
53 Thornton—(Glowacki Property)
• Found bay to contain lawn mowers, washers and misc metal appliances & scrap.
30 D Thornton—(Burt Mosher, Bay Owner)
• Found first floor of bay to be virtually empty.
• Found second story loft—arranged as dwelling unit.

• Small refrigerator with food, desk, sofa, TV,bureau with clothing, clothes rack
with clothing,bathroom.
• Desk had invoices from May 07 and July 7, 2007.
• Joshua McCarthy unlocked the door to this unit.
• Mr. McCarthy denied anyone lives here.
• BI J LeBoeuf noted mail addressed to Joshua McCarthy was on desk
Common Area between 30D & 53 Thornton
• Found numerous containers/dumpsters with metal parts/scrap
• Found container with engines and undetermined amount of oil & liquid in bottom
• DD (BOH) identified a 5 gallon bucket containing some oil
• Found air conditioners, soda machine
• Found two trailers off side of#53 —one full of scrap metal
• Evidence of re-grading in rear of Glowacki property—left side facing building.
• Debris, tires &boat still in rear of building behind trailers.
• Much of the debris noted on previous site visits appears to be removed.
Conclusion:
• Zoning—IND/WP
• Uses identified in the B zone are allowed by special permit in the industrial zones.
• Uses that involve the storage and use of hazardous materials exceeding more than
household quantities are prohibited in the water overlay districts.
• Recycling business is operating out of three bays.
• License identifies only Unit 30D for Mid Cape Recycling.
• Permit on file for only one sign.
• Use appears to have evolved from recycling to salvage yard without approval.
• Unit 30D is empty but has living quarters and amenities in the loft area.
o It is not logical to pay rent for an empty commercial bay.
o Living in employer's bay is convenient and likely less expensive than
renting an apartment
o Independent transportation is not necessary if one resides at work site.
o Perhaps rent is withheld from employee's weekly pay?
• Living quarters above Unit 31 are not to code.

I think this is probably the fourth or fifth letter I have written
regarding Thornton Drive .
As you know, since the building has been there, there has always
been an auto body shop, a machine shop; at one time, they used to
make ice in a part of it. Through the years, it shifted into motor
cycle repairs before we obtained it . I has now evolved into auto
repairs; also, we have had fiberglass boat repair and chauffeur
driven oars. We now have a tenant who is going to detail cars . He
does not steamclean engines or anything, all he does is wax
automobiles.
This is just a letter updating you on the building. If there is
any additional information you need, please let me know.

Thanks Anna. We are also very concerned about this site.
Ralph -Again, the Health Division employees were not aware of any other auto repair business ever occuring at
this site. I have been in this area for 15 years and never saw an auto repair or motorcycle repair business at this
site before. I believe Mr. Bornstein is in violation of the Town's"Prohibited Use"Zoning Ordinance and should be
ordered to cease and desist.

money into it for improvements and would like some kind of
assurance that this property could be "grandfathered'" . And if he
wishes to sell automobiles out of 'there, he could get a license.

Regarding the letter I wrote you about. 31 Thornton Drive and Austin
Zipp, in my letter the reference was 73 Thornton Drive; however, we
are always talking about 31 Thornton Ari.ve.
I explained to you that. half of, the referenced building was used as
the D.J. Cycle Co. Prior to that, it was the John dandle car
repair. That is in about 6, 000 feet of the building.
The 5, 000 feet started out as an ice plant and then some of that
space was used during the winter months to fix the ice machines -
the compressors to be torn down and re-built . Prior to that use,
some fishermen had it and used it in the summer for fish processing
and in the winter they would ;tiring their boats in there for
storage, engine work., repairs, sanding, whatever. So, basically,
the whole building was used at one time or another for repairs.
When Mr . Zipp moved in, the wall was mostly down and there was no
separation. He put the wall back up,
Mr. Zipp is now proposing to buy the building and spend some money
to beautify it and clean it up. I am hoping that there will be no
problem and that the entire building can be for repairs and rates
as he has a permit now for half: of the building (or something to
that effect) presently. He will be in to see you within the next
day or two.

Please be advised that our previous letter to you stated
Thornton Drive instead of 31 . This was our mistake.
This building has had a history of all kinds of repair shops. I
know there was a D.J. Cycle Company which is a motor cycle repair
shop. There was an engine repair shop and an automobile repair
shop at one time . 'There was also a body shop and the John Handel
Car Repair which did tires and transmissions.
The building was also used, in the past, as a fish processing
facility and, originally, as an ice manufacturing company. The ice
manufacturing company also had a landscaping business which,housed
their equipment and they fixed lawnmowers.
There may have been other users but i do not really know of any
more, after checking.
Please advise, at your earliest convenience, if you need anything
further from me .

Dear Mr. Crossen:
Regarding 31 Thornton Drive, the long yellow building second on the
left, the history of this building is varied.
Originally, it was used for ice and fish processing for Cape Cod
Ice and then for produce. This was on the first half; the second
half had varied uses .
There was an auto body shop and an engine repair shop in the next
bay over. They eventually merged. There was, I believe, Murphy' s
Auto Body and, at one time, a tire store. The auto body shop did
full auto body fiberglass work and all kinds of metal work. There
are still remnants there since they left . The space has been empty
for a couple of years . I have owned the building for about three
years and kicked them out when I took over because of the mess
there .
This has been the historical use of. the building. There may have
been other uses, but I am not aware of them.
