This program offers a ten year production incentive for making solar energy, above and beyond electricity savings. SRECs are purchased by the investor-owned utilities, such as National Grid and NSTAR. In Massachusetts, electric utilities need SRECs to meet solar production mandates established by the state's Solar Carve-Out program within the Renewable Portfolio Standards. The overall goal-of the state is to reach 1600 megawatts of installed Photovoltaics by 2020. As of 2014, Massachusetts has approximately 400 megawatts. SRECs behave like stock certificates. They are bought and sold on a market administered by the Massachusetts Department of Energy Resources. An SREC does not represent electricity itself- solar system owners make their own electricity and experience the associated utility savings independent of the SREC program. SRECs are an additional financial incentive for Photovoltaic electricity producers. An.SREC is worth whatever a utility will pay for it: SRECs are bought and sold in a market. However, there are price support mechanisms put in place by the DOER in an effort to create "ceiling" and "floor"values for SRECs. The ceiling is determined by the fine levied on utilities for not meeting the solar standard. This is called the Alternative Compliance Payment (ACP)and is published by the DOER as $375 in per SREC for 2015, declining annually for the next 10 years to $257 in 2024. The floor is established by the DOER's Solar Credit Clearinghouse, an auction of last resort should an SREC not sell. From a field inspection of the property,the existing roof support structures were observed by the client's auditors as follows: The roof structure of(MP1)consists of composition shingle on roof plywood that is supported by nominal 2x8 rafters @ 16"o.c.,paired with nominal 2x8 ceiling joists @ 16"o.c..The rafters have a max projected horizontal span of 14'-6",with a slope of 23 degrees.The rafters are connected at the ridge to a continuous 2x10 ridge board and are supported at the ^eave by a load bearing wall. The roof structure of(MP2)consists of composition shingle on roof plywood that is supported by nominal 2x8 rafters @ 16"o.c..The rafters support a vaulted ceiling and have a max projected horizontal span of 8'-6",with a slope of 20 degrees.The rafters are supported at the ridge by a continuous ridge beam and at the eave by a load bearing wall..The total roof horizontal span is approximately 15'-6"between the ridge and the structural header beam at the porch. The upper span of rafters(between ridge and the house load bearing wall)is 8'-6"and the lower span(from house load bearing wall to porch header beam)is 7'-011 . The existing roof framing system of(MP1)is judged to be inadequate to withstand the loading imposed by the installation of the solar panels.Structural reinforcement is required. New 2x4(min)x 9'-0"long collar ties shall be installed at 48"o.c.with 6-10d nails at each end on(MP1). The existing roof framing system of(MP2)is judged to be adequate to withstand the loading imposed by the installation of the solar panels.No reinforcement is necessary. The spacing of the solar standoffs should be kept at 48"o.c.. further certify that all applicable loads required by the codes and design criteria listed below were applied to the AEE SnapNRack solar rail system and analyzed. Furthermore,the installation crews have been thoroughly trained to install the solar panels based on the specific roof installation instructions developed by AEE SnapNRack for the racking system and AEE for the roof connections. Finally, I accept the certifications indicated by the solar panel manufacturer for the ability of the panels to withstand high wind and snow loads.
