Since that time, a different contractor, Kevin Fair Construction, completed the construction of the garage using Pine Harbor plans and our checklist letter. However, the portal walls prescribed for the garage door elevations were not 6 installed and therefore, this letter provides a repair to provide similar wind resistance with the constraints with the building in its current state of completion. 4' The following measures must be taken to reinforce the existing construction for the garage door' le"vat on. . ; `# 1:Lf o'' V•TOKr-IT= -'cat ; —'is !.• .". Sheath the inside walls on the garage door elevation with 5/8" CDX plywood and nail the sheathing 3" on center at the panel edges and 6" on center in the : . - .. field. 4, Install (2) CSl 6 straps that run from the corners of the garage door wall to 24" into the garage door header and fully nail. The front elevation with the garage door does not meet minimum% sheathing requirements and the opening is greater than 12 feet allowed by the checklist. Two 24"APA portal walls are required to resist the shear load and brace the opening. Refer to the attached APA Portal Technical Topic document attached to this letter. Standard framing connection requirements: Table 2 for WFCM manual must be utilized for nailing requirements of all framing elements.' Anchor Bolt Requirements: Anchor bolts spaced a maximum of 71" on center set at a minimum depth of 7"into concrete. Place bolts at corners between 6" and 12". All sill plates to be attached to anchor bolts with 3"x3"xl✓4"plate washers. Ceiling Construction Requirements: First two ceiling joist bays are to be blocked with 2x lumber 4' on center for the length of the joist. Exterior Wall Requirements: Side exterior wall studs to be 2x4, 16"on center. Gable end walls to be 2x4, 16"o/c framed full height. The double top plates on the exterior walls to have a minimum splice length of 2 feet and splices to be nailed with 8— 16d nails in accordance with Table 6 in the WFCM 110/B booklet. Nailing of plates to studs to be with 2- 16d nails. The bottom plate to floor box nailing is 3- 16d nails per foot on all elevations. For window openings, multiple king studs are required. For openings up to 4 feet wide, 2 king studs are required, for opening 5 feet to 9 feet wide, 3 kings studs are required. For shear and uplift connection of the sheathing,the sheathing is to be nailed 6" on center at the edges and 12" on center in the field for all sheathing except the front elevation. All nails are to be 8d or equivalent gun nails. In order to eliminate the need for steel strap ties and hold downs per the WFCM manual, sheathing must be installed in accordance with Note 4 on they Mass Checklist. This includes using full sheets of sheathing running from the PT plate/beam up to the top wall plates (Note 4 Sheet attached). The front elevation requires construction of 2 APA portal walls on the two sections of wall on either side;'of the garage door. The portal frame requires installation of 2 Simpson STHD14 hold dcwns set into the concrete. Refer to the APA document attached to this letter. Roof Framing Requirements: Rafter connection to the top plate requires Simpson H-10 or H-14 hurricane clips on every rafter. Simpson H-2.5 clips can be used if blocking is installed between rafter bays at the plate to resist shear and lateral loads. All clips to be installed in accordance with Simpson requirements. Collar ties are required within the upper third of the roof height on every rafter connection or use'Simpson LSTA 18 straps on top of roof sheathing across ridge on every rafter nailed in accordance with Simpson Requirements Roof sheathing to'be nailed using 8d or equivalent nails 6"on center at the edges, 12"on center in the field! The first two bays on either side of gable ends must be blocked with 2x blocking spaced 4 feet on center the entire length of the rafters. Limitations and Contractor Responsibilities The contractor must refer to the Tables and Figures within the WFCM 110 MPH Exposure B booklet for illustrations and requirements discussed within this summary. All connections and nailing must meet the requirements herein and as illustrated in the booklet in order to be in compliance with the building code. The contractor is responsible to ensure all connections, nailing, and anchor bolts are visible to the inspector at the time of the framing inspection/foundation inspection. The contractor must reference the Simpson Strong Tie C-2009 catalogue for all strap,hangar, and tie installation requirements and limitations. This document and the attachments as well as a copy of the WFCM booklet must accompany all sets of plans submitted to the building department and issued to the contractor/subcontractors unless the plans are updated with notes and details that reflect the requirements stated in this document and attachments. The requirements in this letter and in the checklist supercede any notes on the plans. This review was completed on plans submitted by Pine Harbor dated 9-30-09 revised 10- 9-09 and was based on the floor plans, elevations, and sections provided. The portal frame is not actually a narrow shear wall because it transfers shear by means of a semi-rigid, moment-resisting frame. The extended header is integral in the function of the portal frame, thus, the effective frame width is more than just the wall segment, but includes the header length that extends beyond the wall segment. For this shear transfer mechanism, the wall aspect ratio requirements of the code do not technically apply to the wall segment of the APA portal frame. Monotonic and cyclic testing has been conducted on the APA portal-frame design (APA, 2002 and 2003). Recommended design values for engineered use of the portal frames are provided in Table 1. Design values are derived from the cyclic test data using a rational procedure that considers both strength and stiffness. The design value derivation procedure ensures that the code (IBC) drift limit and an adequate safety factor are maintained. For seismic design, APA recommends using the Design Coefficients and Factors for light-frame walls with shear panels—wood structural panels. Since design values are based on testing conducted with the portal frame attached to a rigid test frame using embedded strap-type hold downs, design values should be limited to portal frames constructed on similar rigid base foundations, such as a concrete foundation, stem wall or slab, and which use a similar embedded strap-type hold down. HOMEOWNER'S EXEMPTION The Code states that: "Any homeowner performing work for which a building permit is required shall be exempt from the provisions of this section(Section 109.1.1-Licensing of construction Supervisors);provided that if the homeowner engages a person(s)for hire to do such work,that such Homeowner shall act as supervisor." Many homeowners who use this exemption are unaware that they are assuming the responsibilities of a supervisor(see Appendix Q,Rules&Regulations for Licensing Construction Supervisors,Section 2.15) This lack of awareness often results in serious problems,particularly when the homeowner hires unlicensed persons. In this case,our Board cannot proceed against the unlicensed person as it would with a licensed Supervisor. The homeowner acting as Supervisor is ultimately responsible. To ensure that the homeowner is fully aware of his/her responsibilities,many communities require,as part of the permit application,that the homeowner certify that he/she understands the responsibilities of a Supervisor. On the last page of this issue is a form currently used by several towns. You may care to amend and adopt such a form/certification for use in your community.
