RE: 720 Main Street Pump Station Replacement – CWSRF #6953
Wetlands Protection Act Notice of Intent
Town of Barnstable, MA
MassDEP Transmittal No. X289558
Dear Ms. Karle,
On behalf of the Town of Barnstable’s Public Works Department, Environmental Partners (EP) is
submitting this Notice of Intent for the 720 Main Street Pump Station Replacement project in
accordance with Massachusetts Wetlands Protection Act (M.G.L. Chapter 131, Section 40), the
Massachusetts Wetlands Protection Regulations (310 CMR 10.00) and local wetland regulations,
Chapter 237, Wetlands Protection, of the Part I General Ordinances of the Code of the Town of
Barnstable. This submittal includes the following attachments:
• Appendix A – NOI Checklist, WPA Form 3 and Transmittal
• Appendix B – Project Descriptions
• Appendix C – Project Maps
• Appendix D – Design Plans
• Appendix E – Stormwater Report
• Appendix F – Wetland Delineation Report
• Appendix G – Abutter Notifications
Project Description and Background
The Town of Barnstable (the Town) is replacing the existing pump station at 720 Main Street (built in
1972) with a new wet pit/dry pit type pump station located on a Town-owned parcel at 725 Main Street.
The existing pump station, located at 720 Main Street, is undersized and does not have the capacity
to handle projected future flow demands due to physical limitations, equipment age, and inadequate
pumping capacity. Currently, the existing pump station discharges to an 8-inch ductile iron (DI) force
main (installed in 2009) that conveys wastewater to the Hyannis Water Pollution Control Facility
(WPCF).
The new Pump Station will provide expanded capacity to handle current/future peak flows, post-
development flows, and redirected flows. This approach involves redirecting sewer flows from Sea
Street, which will eliminate the need to replace the already over capacity South Street sewers from
Page 2 of 6

High School Road to Old Colony Road. The gravity sewer piping on Main Street and South Street will
be upsized to accommodate this expansion.
Environmental Partners Group, LLC (EP) was retained by the Town to complete the design and
permitting for the new pump station. The purpose of this letter is to provide a description and
general layout for the new pump station, force mains, and gravity sewers. Full project descriptions
for the demolition of the existing pump station and the new proposed pump stations are included
as Appendix B.
Wetland Resources
The project site is in an environmentally sensitive area that abuts Stewart’s Creek on Main Street and
bordering vegetated wetlands to the south of the proposed pump station site. The new pump
station will be located within a Town-owned easement at 725 Main Street, near the corner of Main
Street and Dumont Drive and within the 100-foot buffer zone of the bordering vegetated wetland
located south of the parcel. The existing pump station decommissioning is located within the 50-ft.
buffer zone, Inland Bank and Riverfront Area.
The project site is located just north of the FEMA 100-year flood zone. However, Dumont Drive is
within the FEMA 500-year flood zone. According to the most recent Massachusetts Natural Heritage
Atlas, the project location is not mapped as estimated and priority habitat for rare wildlife/species
and there are no certified/mapped vernal pools within the project area. Therefore, this project is
exempt from Massachusetts Endangered Species Act (MESA) review. There are no Massachusetts
Historic Commission (MHC) designated buildings affected by the scope of this project. Maps
depicting the USGS Topographic Locus, FEMA Flood Zones, NHESP and MHC areas for the proposed
work activities are included in Appendix C.
Based on our review of 310 CMR 10.00: Wetlands Protection and based on a wetland delineation
performed by Pinebrook Consulting in December 2021, the proposed work activities are subject to
the filing of a Notice of Intent with the Barnstable Conservation Commission and MassDEP. The
proposed work area has been determined to be within three different resource areas: Inland Bank,
land under a waterbody/waterway (intermittent stream), and Bordering Vegetated Wetland (BVW).
These areas, as defined by the Wetland Protection Regulations, are described further herein as they
relate to the proposed project.
• 310 CMR 10.54 defines “Bank” as the “portion of the land surface which normally abuts and
confines a waterbody. It occurs between a water body and a vegetated bordering wetland
and adjacent flood plain, or, in the absence of these, it occurs between a water body and the
upland.” The inland bank within the proposed project area is located on the western side of
720 and 725 Main Street parcels. An intermittent stream flows from the northerly side of
Main Street, near the existing pump station, and are labeled with the following
lettered/numbered series on the design plans: TB-1 and TB-2. The stream flows under Main
Street through a 30-inch diameter culvert, to the southerly side of Main Street onto the 725
Main Street parcel. The Sewer Easement and Access Easement where work is expected is on
the eastern side of the parcel, opposite where the stream flows. The stream was identified in
Page 3 of 6
envpartners.com
this area with flags labeled TBA-1 through TBA-5 as shown on the design plans in Appendix
D.
• 310 CMR 10.55 defines “Bordering Vegetated Wetland” as “freshwater wetlands which
border on creeks, rivers, streams, ponds and lakes.” Portions of the project are located
within the 50-foot and 100-foot buffer zones associated with the Bordering Vegetated
Wetlands areas (see Appendix E for wetland area delineations). The wetland area
delineations are labeled with the following lettered/numbered series on the design plans in
Appendix D: WF-1 thru WF- 17.
• 310 CMR 10.56 defines “Land under Water Bodies and Waterways” as “land beneath any
creek, river, stream, pond or lake.” As work is proposed within the 200-ft. Riverfront Area
buffer only, there is no planned work which would remove, fill, dredge, nor alter any of the
Land under Water Bodies and Waterways. The collection system pipe work will be contained
in the roadway and pump station work will be within the buffer zone only. There will be no
stream crossings as part of this project.
Impacts to Wetland Resource Areas
As part of the proposed improvements, both temporary and permanent impacts are anticipated to
the wetland resource areas adjacent to the project areas. The proposed pump station replacement
project will have impacts on Inland Bank, Bordering Vegetated Wetlands, Bordering Land Subject to
Flooding, and Riverfront Area. The locations of the wetland resource areas and 100-ft wetland buffer
zones in relation to the project area are included on the plans, along with the limits of work, in
Appendix D. The anticipated disturbance to each individual wetland resource area is as follows:
• Decommissioning Existing Pump Station, 720 Main Street – The existing wastewater
pump station is within the 50-foot Buffer Zone of the intermittent stream parallel to Main
Street. The pump station is outdated and undersized. The proposed work involves
decommissioning of the existing pump station and building a new pump station at 725 Main
Street to accommodate wastewater flows. The existing above-grade pump station
equipment will be removed and legally disposed of, and existing underground structures will
be capped and filled with flowable fill. The existing gravity sewer pipe connection to the
station will be removed and legally disposed of. The existing forcemain will be removed and
legally disposed of. Connections will be rerouted to the new pump station.
Due to the nature of the work, the proposed pump station removal will be completed either
within or near the three resource areas identified under this letter and as shown on the
Sheet C-7 in Appendix D. The estimated disturbance of BVW 50-ft. buffer zone is
approximately 700 square feet, with permanent restoration of an impervious surface back to
a pervious surface. According to 310 CMR 10.02 (2)(b) 2.f., the conversion of impervious to
vegetated surfaces, provided erosion and sedimentation controls are implemented during
construction, is considered to be a minor activity. The Barnstable DPW is undertaking this
project to provide an overriding public benefit by improving water quality through increasing
redundancy and resiliency of the existing wastewater collection system. Therefore, we
Page 4 of 6
envpartners.com
request a waiver for the requirement of mitigation under Town of Barnstable Chapter 704-6
A (3).
• Installation of New Gravity Sewer Pipelines – As part of the proposed design approach, all
flows from Sea Street, South Street, and Main Street within the project area will be directed
towards the new 725 Main Street Pump Station. The existing 8-inch and 12-inch PVC gravity
sewers will be removed and replaced with a new 12-inch diameter PVC interceptor. The
proposed plan layout of the new interceptor will generally be in the same location as in the
existing sewer but will have profile modifications to account for the change in flow direction.
The proposed system retains the 18-inch line coming from the west, which will connect into
the low point manhole near the pump station access drive. A common 18-inch PVC pipe will
convey flow from both directions on Main Street towards the new pump station via an
existing easement. The profile of the proposed gravity sewer and its connections are shown
on Sheets C-5 and C-6 of Appendix D. According to 310 CMR 10.02 (2)(b) 2.j Installation and
repair of underground sewer lines within existing paved or unpaved roadways and private
roadways/driveways, provided that all work is conducted within the roadway or driveway
and that all trenches are closed at the end of completion of each workday, is considered to
be a minor activity within the Buffer Zone. The Barnstable DPW is undertaking this project to
provide an overriding public benefit by improving water quality through increasing
redundancy and resiliency of the existing wastewater collection system. Therefore, we
request a waiver for the requirement of mitigation under Town of Barnstable Chapter 704-6
A (3).
• Construction of New Sewer Pump Station, 725 Main Street – The new pump station
consists of a single-story building with cast in place concrete footings and slabs and exterior
insulated concrete masonry walls with cedar shingle shake veneer. The roof consists of a
wood truss framed roof with closed cell spray foam insulation and asphalt shingle roofing.
The building includes an underground drywell to accommodate the pumps and process
equipment. New natural gas service and an indoor, 300 KW standby rated natural gas
generator will provide backup power for the entirety of the pump station. The generator will
be in the generator room on the ground floor of the building.
As part of the proposed improvements, a new Redi-Rock retaining wall will installed along
the southern and eastern edges of the easement, partially within the delineated BVW 50-ft
Buffer Zone as shown on the plans in Appendix D. The estimated disturbance to the 50-ft
Buffer Zone is approximately 350 square feet. Since the new pump station structures need
to be completed prior to the installation of the concrete retaining wall, environmental
protection measures will be taken to mitigate potential impacts to wetland resource areas
during construction activities. The Barnstable DPW is undertaking this project to provide an
overriding public benefit by improving water quality through increasing redundancy and
resiliency of the existing wastewater collection system. Therefore, we request a waiver for
the requirement of mitigation under Town of Barnstable Chapter 704-6 A (3).

Proposed Environmental Protection Measures
To mitigate potential impacts to wetland resource areas during construction activities, the following
environmental protection measures will be provided in the project work areas:
• Erosion and sedimentation control devices (e.g. filter sock and catch basin silt sacks) will be
installed along the limits of work as shown on the design sheets under Appendix D. This
measure will control sedimentation and erosion in the surrounding wetlands areas and also
will serve to define the limits of work in these areas. Erosion and sedimentation control
devices will be inspected and maintained daily during construction and will be removed from
the site once work is completed.
• A proposed dewatering plan is shown on the design plans under Appendix D. All dewatering
discharge activity will occur within the containment of the downstream erosion controls.
• Stockpiles of cleared and grubbed materials, and any aggregate materials (sand, gravel, and
stone) will not be maintained on-site. Aggregate materials will be delivered on an as-needed
basis. Cleared and grubbed materials will be removed from the site and disposed of legally,
at a location approved by the Engineer.
• Disturbed areas will be restored to original conditions. Wetlands will be replicated in any
areas disturbed by construction activity. Seeding of disturbed areas will be with New England
Conservation Seed Mix, free of fertilizers. Loam will be low nitrogen and native to Cape Cod.
• Any trench dewatering required during construction shall pass through dewatering bags.
• Temporary erosion and sedimentation controls during construction will include Best
Management Practices (BMPs) such as frac tanks, secondary containment, and silt sack
installation in all catch basins abutting the project area to filter out stormwater sediment
that results from trenching. Additionally, filter sock will be installed around the pump station
work areas to prevent migration of construction sediments outside of the project area and
into nearby surface waters during storm events. Trench dewatering operations will include
passage through frac tanks and dewatering bags to filter out sediment prior to discharge.
Discharge of groundwater into the sewer system will not be permitted.
Public Notification
An advertisement for the Conservation Commission hearing will be placed in the local newspaper
(The Barnstable Patriot) by the Conservation Commission. The list of property owner’s abutting the
proposed pump station improvements is included in Appendix G, and proof of mailing and a copy of
the advertisement will be submitted at the time of the hearing. It is our understanding that the Town
shall be responsible for coordinating and paying for this newspaper advertisement and attending
any Conservation Commission hearings as part of this project.

Subject 720 Main Street Pump Station Replacement Project – CWSRF#6953
Existing Pump Station Decommissioning at 720 Main Street, Hyannis, MA
Wetland Notice of Intent
Project Description
The existing pump station at 720 Main Street, Hyannis, is undersized and outdated. A new pump
station is proposed to be constructed across the street at 725 Main Street, Hyannis. The existing 720
Main Street pump station is located entirely within the 50-foot buffer zone of the nearby
intermittent stream. The existing pump station will be removed from service and all underground
connections will be removed or rerouted to the new station, and all above ground equipment will be
removed. The existing pump station will be restored to pervious ground and wastewater will flow to
the new pump station at 725 Main Street. Construction activities for decommissioning includes:
- Closing existing natural gas and water valves
- Removing and legally disposing of the underground piping and equipment including
asbestos concrete influent piping, forcemain piping, and sewer manhole and valve vault
- Removing and legally disposing of the above ground equipment and service connections
including the generator, electric panels, electrical manhole, gas meter.
- Cleaning, removal and disposal of the existing pump station and wet well to six feet below
grade.
- Abandoning remaining pump station structure and filling with flowable fill.
- Demolishing existing concrete pads and restoring the formerly impervious areas to pervious
areas using loam and seed
The existing tree, retaining wall, and guard rail within the project site will remain in place.

Impacts to Wetland Resource Areas
For this part of the project, the work is located within the 200-foot Riverfront area and the 50-foot
buffer zone. The conversion of impervious surfaces to pervious surfaces in the Buffer Zone and
Riverfront area are exempt under the Wetlands Regulations Act, 310 CMR 10.02(1)(f), provided
erosion and sedimentation controls are implemented during construction and the work does not
take place in a wetland resource area other than the Riverfront Area.
While the construction work will take place within the 50-foot buffer zone, the area will be restored
within the existing Town DPW Sewer Easement.
Proposed Environmental Protection Measures
To mitigate potential impacts to wetland resource areas during construction activities, the following
environmental protection measures will be provided in the project area:

New Pump Station at 725 Main Street, Hyannis, MA
Wetland Notice of Intent
Project Description
The existing pump station at 720 Main Street, Hyannis, is undersized and outdated. A new pump
station will be constructed across the street at 725 Main Street, Hyannis, within an existing Town
DPW Sewer Easement. The new Pump Station will include new equipment sized to accommodate
the required flow for the area, and will be compliant with building and wastewater design standard
practices. Complete construction includes:
- Work within the roadway (Main Street and Dumont Drive)
o Rerouting existing gravity sewer to the new station.
o Installing new sewer forcemain connections to the existing sewer forcemain in main
street
o Installing new gravity sewer within Main Street
- Work within the 50-foot and 100-foot BVW Buffer Zones
o Removal of some trees to accommodate new electrical utility connection and
retaining wall (less than 350 sf)
o New underground pipe and structures
o New building, equipment, asphalt pavement, and a concrete walkway
- Work within the 200-foot Riverfront Area
o New stormwater structures
o Access driveway for heavy equipment
o New underground pipe and structures
The new pump station will be constructed within two easements, the Sewer Easement and Access
Easement, a total area of 16,835 square feet within the existing Town-owned parcel. The Sewer
Page 2 of 5

Easement is for the laying of sewer mains, pipes, shut offs, service boxes, buildings, and any other
equipment necessary for the installation of a wastewater pumping station. The Access Easement is
for the purpose of access and egress to the wastewater pump station. Figure 1 below shows a
sketch of the parcel outline for 725 Main Street (green), the Sewer Easement (red), and the Access
Easement (orange). There is limited space for project work within the easements. Full design
drawings are shown in Appendix D and the Deed showing the easements is attached to the Project
Description.

Impacts to Wetland Resource Areas
For this project, the work is located within the 200-foot Riverfront area and the 50-foot and 100-foot
buffer zones. The permanent impact within the 100-foot buffer zone is the addition of new
impervious area (approximately 5,000 sf). The total impact during construction within the 50-foot
buffer zone is 700 sf. The permanent impact within the 50-foot buffer zone includes clearing of
approximately 350 sf of tree line to accommodate the installation of a new electrical transformer for
the pump station and new retaining wall installation, to support driveway vehicle access loading for
pump station operation and maintenance.
There is approximately 6,500 square feet (sf) of new pavement to be added within the Access
Easement and Sewer Easement, which will require capture and diversion of runoff to the existing
property stormwater infrastructure. Two stormwater catch basins will be installed within the Sewer
Easement to capture runoff. A Cultec stormwater infiltration system will capture and infiltrate flows
up to a 10-year, 24-hour storm event. The overflow from the system will be diverted into an existing
drain pipe which flows to the intermittent stream at the southwest side of the property. The
construction project will include provisions for cleaning the drainage pipes.
Asphalt pavement will be used to accommodate safe, accessible, all-season roadway surface for
safety, operations, and maintenance equipment. The equipment that will need to access the pump
station includes but is not limited to:
• DPW Service Vehicles (Pickup Trucks and Crane Trucks; approx. 7,000 lbs.)
• Lull Lifts (i.e. forklift-type crane vehicle; approx. 20,890 lbs.)
• Vactor Trucks (approx. 66,000 lbs.)
• Fire Trucks and Emergency Service Vehicles (approx. 38,000 – 60,000 lbs.)
The existing retaining wall around the southeast corner of the Sewer Easement is left in place from
the former gas station that occupied the property before 2002. A new retaining wall will provide new
reinforcement along the pump station area and connect to the existing ends of the former gas
station retaining wall. Details of the wall and proposed grading is included in the Design Drawings in
Appendix D.
