BOX 586 COTUIT, MA 02635 TELEPHONE (508) 477-7880 FAX (508) 477-7740 12/20/22 Town of Barnstable Conservation Department RE: Start of Work & Work Protocol SE3-6029 Home Port Investments, LLC 11601 Forum Place, Suite 307 West Palm Beach, Florida 33401 To Whom it May Concern, The following is a written start of work notification and work protocol as stated in Special Condition number’s 4 & 12 in the Order of Conditions. Beacon Marine construction has been construction for the replacement of an existing timber bulkhead with the construction of a new vinyl bulkhead for File Number SE3-6029, located a 17 Indian Trail in Osterville. Construction is anticipated to start after January 2nd and take approximately 3-4 months to complete. Beacon Marine is anticipated to be the sole contractor working on the bulkhead project. A separate contractor will be hired by the owner upon completion of the bulkhead project to install the required plantings in the work area. The bulkhead construction is to take place entirely from the upland side of the project. Construction access will take place from the upland side of the project along the access route shown in the approved plans. All materials and equipment will access the project area over the access road. Plastic Alturnamats are to be placed over the access road between the driveway and the project area. The existing timber bulkhead and surrounding vegetation inside of the work limit is to be removed and disposed of offsite at an approved disposal facility. New bulkhead construction is to follow the removal of the existing bulkhead. All new vinyl sheetpiles are to be installed using a rubber tracked mini excavator and vibratory driver from the upland side of the project. The installation of the wales and caps are to follow after sheetpile installation. All work is to be complete in stages working to remove approximately 16 segments of the existing wall and then construction the new wall in its place the avoid erosion of the upland into the river. This process will repeat over the +/- 585 feet of construction. Once the bulkhead construction is complete, the area behind the wall is to be backfilled to match the existing grade. All backfill materials is to be generated onsite with some supplemental compatible fill to MARINE CONSTRUCTION – DREDGING – ENVIRONMENTAL P.O. All imported fill is to be delivered from the upland side of the project over the access road and spread to a rough grade using a rubber tracked skid steer. Upon completion of the new bulkhead all excess material is to be moved out of the project area. The access road is the be removed and restored back to preconstruction conditions.
