Dear Ms. Witt:
Pursuant to our recent inspection of your property for a '
possible release of fuel oil from underground components of your
heating system, we submit to you the following. You will recall ..
that you first contacted us when you had an initial indication
from fuel consumption records that there might have been a leak
in the fuel line under your basement floor. After speaking with
your fuel dealer, it was decided that tests on the underground
fuel line should be conducted. Our initial site visit confirmed
that you had replaced the line leading from your fuel tank to the
burner. Further discussion with your fuel dealer indicated that
the initial "pressure test" on the abandoned fuel line was
inconclusive. After an additional attempt to test the abandoned
fuel line revealed a high probability that it had leaked, we
followed-up upon your request/permission to conduct more _
extensive tests at the property using soil-vapor analyses on
October 14.
Prior to stating our results of this date, I would like to
state that our method of analysis (soil-vapor detection) is
presently being used on an experimental basis for determining
leaks from underground fuel tanks. It is not a precise technique
that enables us to determine exact amounts of product released.
We use the test as an indication of product presence or absence.
In tests conducted at your property on October 14 we
installed a number of shallow ( 6-8 foot) wells at locations as
close to potential release sites as possible. At two sites, in
particular, our instrument did indicate the presence of fuel-oil
beneath the basement floor. The soil-vapor well against the wall
which was near the oil burner contained the highest level of fuel
vapor.
Since, as we stated herein, we are unsure of the extent of
the release , we can only suggest that you contract with a
qualified consultant to determine the extent of the contamination
and appropriate action to be taken.
As we stated during our last site visit, we are obliged to
notify the Massachusetts Department of Environmental Quality
Engineering and the local Board of Health of our results and they
will contact you regarding further action.
