Good morning, So as we figured would happen,Ms.Giselson at#82 has not cleared her yard of the trailers etc and of course there is no remodeling going on. Never has been. She does not always winter on the Cape so we are concerned she will disappear and leave us again next spring and summer facing the same mess in her yard. Is the trailer rental company liable for dropping off the trailers for short term use and never picking them up? Just hoping there is another step that can be taken to resolve the issue. Jennifer: As an update to your inquiry last week,our Hazardous Materials inspector visited the site on June 16 and 17 and spoke with the owner.She stated she is using the containers to store items from her home while she remodels.A tarp is also covering furniture in the yard.There are bags of leaves/weeds in the yard to be removed.Chemicals and automotive items are being properly stored in the shed.No hazmat issues were observed. At this time we await the Sept 30th deadline as ordered by the court. If you need further information,please feel free to contact me. Y Y g Y We have had this property on our list for quite some time.To update you,our Town Attorney along with our Zoning enforcement officer, have proceeded to court on the issues of the illegal trailers on the property.The court has ordered by agreement with the parties on April 20,2016, that Ms.Giselson remove the trailers by Sept 30,2016.We will be paying close attention to this date. As for the other violations,we have assigned our Health Division and Hazardous Materials investigator to look at the issues of junk, chemicals and rodents.We will update you on our findings in the near future. Specifically,we are dealing with potential health code violations and blight caused by the property owner at 82 Yacht Club Road in Centerville.She has a junk yard,numerous out buildings,and three cargo trailers that sit on the property. There is no one who knows what is in the containers:could be old yard chemicals,liquids seeping into the ground(we are near the lake),dead animals,etc. This is a residential neighborhood with nice homes and full time residents. Despite repeated contacts with Thomas Perry's office and Robin Anderson in his office last year via my husband,we get no satisfaction to our numerous calls and complaints. This isn't just a blight issue but a health issue as well. On the junked up property grounds we have seen various animals holing up and what are probably rats(I know they are not cats or gophers)roaming around the trailers. Visitors walk their dogs down this street and kids ride their bikes,we don't want someone to get bitten by some sick animal living in the trailers or be exposed to whatever potentially hazardous chemicals etc are contained there. Attempts to solve this via the Building Commissioner's office are met with the weak response that they are familiar with the property owner, have had difficulties with her in the past,and"she has a problem". Yes,she is a hoarder and her property might be a toxic dump too near the lake and water sources to be ignored. We don't pay taxes to have a seasonal homeowner with a hazardous yard nearby. The attached images are of the subject property within view of our front door. No one has any idea what potentially hazardous material is kept in the outbuildings or 3 trailer containers. There is no reasonable purpose for someone to have three such containers on a small residential lot. The various Barnstable codes apply to everyone in Barnstable equally and we think this is a violation of section 54-1 of the Code of Town of Barnstable,regarding nuisance,blight,and even public health and safety. I sincerely hope your office can explore this issue to ensure safety of those in the neighborhood and get the homeowner whatever help she needs.
