The inspection will be conducted by Julia Sechen. You or a representative familiar with the site, and Toivo Lamminen, Jr., a Licensed Site Professional (LSP) familiar with the site, are requested to attend. The onsite building was constructed in 1966 and was used as a dry cleaners until 1993 . Presently, the site is occupied by the Blaine Hair School . 2 . The site is located within the Zone II for a municipal water supply well . f. -3- 3 . On January 27, 1994 , four monitoring wells (MW-1, MW-2 , MW-3 , and MW-4) were installed on the property. Groundwater flow beneath the site was determined to flow to the south, towards Lewis Bay. 4 . Atlantic Environmental Technologies, Inc. (AET) has been retained by Ms. Cloutier to provide Licensed Site Professional(LSP) and engineering services. ' Multiple assessments have been performed on the subject property. The groundwater classification at the site has changed from GW-1, GW-2 & GW-3 to GW-2 and GW-3 due to the Massachusetts Department of Environmental Protection (MADEP) reclassification of ' groundwaters in highly urbanized land use or populated areas. The GW-1 classification was changed to a Non-Potential Drinking Water Source Area by MADEP in 1996. These assessments have indicated that impacted groundwater at the site is below the newly designated MADEP Cleanup Standards for GW-2 and GW-3. i Analytical Results of groundwater samples in a report entitled "Site assessment Report Relative to Hazardous Material for the Property Located at 18 Center Street, Hyannis, Massachusetts 02601" by K-V Associates, Inc. (K-V) of Falmouth, Massachusetts dated February 18, 1994, indicated that Tetrachloroethene (PCE) was detected at levels ranging from 18 to 190 parts per billion (ppb). The Reportable Concentration (RC) for PCE in a GW-1 groundwater area was 5 ppb, as outlined in 310 CMR 40.1600, the 1995 Revised Massachusetts Contingency Plan (MCP). Thus, a Release Notification was required to be filed with the DEP. Since the groundwater reclassification by MADEP in 1996, these results are now below the required MADEP GW-2 and GW-3 Cleanup Standards. ' A Subsurface Investigation conducted by AET in March 1995 found that PCE levels in both the soil and the groundwater exceeded the RCs for S-1 and GW-1 Standards. TCE, cis-1,2- Dichloroethene (cis-1,2-DCE), and chloroform were detected in soil and groundwater samples across the site, though they did not exceed the RCs. Since the area has been reclassified since that time, the levels of PCE found on the site do not exceed the MADEP S-1/GW-2 or S-1/GW-3 Cleanup Standards (Tables 1 and 2). Two abandoned underground storage tanks were discovered on the site during this investigation. In May 1995, AET supervised Underground Storage Tank (UST) removal activities and completed a UST Removal report. Two abandoned 1,000- allon USTs, found during P g g a geophysical survey, were removed from the property on May 3, 1995. Analysis collected from soils around one of the tanks indicated concentrations of PCE and Total Petroleum Hydrocarbons k (TPH) exceeding the RCs for these constituents at that time. Since the area has since been reclassified, the levels of PCE and TPH found on the site do not exceed the S-1/GW-2 and S- S1/GW-3 Cleanup Standards (Table 3). ' RAO:RTN 4-10971 DLitlantic® Former Emerson Cleaners 18 Center St.,Hyannis,MA October 5,2000—Page 2 A Phase II Comprehensive Site Assessment conducted by AET in November 1995 found that PCE, TCE,cis-1,2-DCE, 1,2-DCA, and chloroform were detected in groundwater samples across the site. Contaminant concentrations exceeded the allowable Method 1 Cleanup Standard under the GW-1 designation at that time. Since the MADEP has reclassified this area of Hyannis, which now falls under GW-2 and GW-3 Standards, the contaminant levels found on the property are below these Cleanup Standards(Tables 4 and 5). Based on the August 2000 groundwater s arnpling results and 1996 MADEP groundwater reclassification, it is AET's professional opinion that the PCE contamination in the groundwater at the site is below the MADEP Method 1 GW-2/GW-3 Cleanup Standards (Tables 6 & 7). Furthermore, using Soils Averaging (Tables 9 & 10), it is AET's professional opinion that the ' PCE contamination in the soil at the site is below the MADEP Method 1 GW-2/GW-3 Cleanup Standards. Therefore, a condition of No Significant Risk exists at the site and an RAO can be completed for the site. 1.1 Statement of Compliance This RAO is considered a Class B-1 RAO per 310 CMR 40.1045 (1) and has been prepared in conformance with 310 CMR 40.1000. Class B RAOs apply to disposal sites where it is determined, as a result of assessment, that a level of No Significant Risk exists and therefore, no remedial actions are necessary. All analytical data was collected in conformance with 310 CMR 40.0000 inclusive and any appropriate MADEP guidance documents. 2.0 SITE DESCRIPTION 2.1 Site Description The subject property is approximately 32,234 square feet in area and is located at the northeastern corner of the intersection of Main and Center Streets in Hyannis, Massachusetts. One building is located on the site, divided into two tenant spaces, east and west. The current structure was built in 1966. The site is currently occupied by Blaine Hair School on the east side and the west side is vacant. Greenwood Cleaners previously occupied the west side. Neither of these occupants is believed to be the Responsible Party for the subsurface contamination on the property. The former occupant, Emerson's Cleaners, had used PCE in their dry cleaning operations. Prior to Emerson's, an auto dealership occupied the entire structure. The site is connected to both the municipal water and sewers stems. According to the report b P Y g P Y K-V dated February 18, 1994, the building has been connected to the municipal sewer system since at least 1966, when the Emerson Cleaners began occupancy. RAO:RTN 4-10971 Former Emerson Cleaners Atlantic® 18 Center St.,Hyannis,MA October 5,2000—Page 3 2.2 Critical Exposure Pathways (CEPS) According to the Barnstable Board of Health and Environmental First Search maps of Hyannis, ' MA prepared for Bradley's Cleaners which is located approximately 300 feet east of the subject property(Appendix A), no schools, registered daycare centers, hospitals, nursing homes or other facilities of exceptional concern are located within %4-mile of the subject property. 2.3 Surrounding Receptors tors ' According to the October 27, 1999 MADEP BWSC Priority Resource map of Hyannis, Lewis Bay is located approximately 2,000-feet south and downgradient of the site. A Public Water Supply Zone is located approximately 700-feet northeast of the site and the nearest wetlands are located approximately one half mile southeast of the site. According to the BWSC map, the site is located in a Non-Potential Medium Yield Drinking Water Source Area(Figure 3). 2.4 Geology/Hydrogeology ' The site is located along the glacially modified coastal plain of southern Massachusetts (Cape Cod), in an area of minimal vertical relief. The average elevation of the subject property is approximately thirty (30) feet above the National Geodetic Vertical Datum of 1929 with a maximum vertical relief on the site of approximately five (5) feet. Subsurface soils consist of medium to coarse sand and gravel with high permeability. Depth to groundwater at the site is approximately 14-feet Below Ground Surface (BGS) with groundwater flow to the south/southeast towards Lewis Bay. Direction of regional groundwater flow in the area is interpreted as being southeasterly toward Hyannis Inner Harbor, as determined from prior groundwater elevations. Depth to groundwater is approximately 14 feet BGS, as established from multiple groundwater sampling events at the site. Three storm drain catch basins are located on the property. The west and southeast storm drains appeared to be leaching catch basins. The southwest drain was filled with soil to approximately three (3) feet BGS, offering minimal drainage. The remainder of storm runoff drains southerly with the surface gradient. 2.5 Groundwater Classification Based upon review of the BWSC map (Non-Potential Drinking Water Source Area), and since depth to groundwater is less than 15-feet BGS, the groundwater at the site is now classified as GW-2/GW-3. Groundwater category GW-3 applies to all groundwater in Massachusetts that could potentially discharge to surface waters. iRAO:RTN 4-10971 Former Emerson Cleaners Atlantic® 18 Center St.,Hyannis,MA October 5,2000-Page 4 3.0 IRA RESPONSE ACTIONS No Immediate Response Actions (IRA) were conducted at the site in regard to the PCE contamination in the groundwater and soil. 4.0 ANALYTICAL DATA 1 Multiple soil and groundwater assessment actions have taken place at the site since the completion of the Phase I in 1994. The following information is a summary of past and present groundwater and soil assessment activities and findings. These assessments have indicated that impacted groundwater at the site is below applicable MADEP Groundwater Cleanup Standards. Using Soils Averaging,no compounds are above the applicable MADEP Soil Cleanup Standard. r 4.1 Historical Sampling ■ Analytical Results of groundwater samples in the report by K-V dated February 18, 1994, indicated that PCE was detected at levels ranging from 18 to 190 ppb. The RC for PCE in a GW-1 groundwater area is 5 ppb, as outlined in 310 CMR 40.1600, the 1995 Revised MCP. Thus, a Release Notification was required to be filed with the DEP. Since the groundwater classification was changed, these results are now below the applicable GW-2 and GW-3 Cleanup Standards. A Subsurface Investigation conducted by AET in March 1995 detected PCE levels in both the isoil and the groundwater samples that exceeded the RCs for S-1 and GW-1 Standards. TCE, cis- 1,2-DCE, and chloroform were detected in soil and groundwater samples in various locations at the site, though they did not exceed the RCs. Two petroleum underground storage tanks were idiscovered on the site during this investigation. Concentrations of these contaminants exceeded the allowable Method 1 Cleanup Standard under the GW-1 designation at that time. Since the MADEP reclassified this area of Hyannis in 1996 to GW-2 and GW-3 Standards, the levels of contaminants detected in the groundwater at the property are below the MADEP Groundwater Cleanup Standards for GW-2 and GW-3. No compounds were detected in any of the soil samples submitted above the 50 ppb reporting limit of the laboratory equipment. All calendar year 2000 groundwater and soil sampling data is located in Appendix B. VOC analysis was conducted due to the historic use of the property and ' groundwater contamination previously detected. Well locations are depicted in(Figure 2) Tetrachloroethylene (PCE) was detected in all nine on-site groundwater monitoring wells sampled ranging in concentrations from 3-250 ppb. Trichloroethylene (TCE) was detected in ' wells MW-I, 3, 6, 7 and 8 in concentrations from 3-10 ppb. Cis1,2-Dichloroethylene was detected in wells MW-1, 3, 6 and 7 in concentrations from 2-14 ppb. Chloroform was detected in wells MW-3, MW-5 and MW-10 at 2 ppb. These compounds are commonly used in dry cleaning process or breakdown components of compounds used in the dry cleaning industry. As summarized in Table 6, none of the compounds detected were above the MADEP GW-2 or GW- t3 Cleanup Standard. AET soil boring logs are located in Appendix D with boring locations depicted in Figure 2. August 2000 soil sampling recorded concentrations of PCE above MADEP S-1/GW-2 and S- ' 1/GW-3 Cleanup Standards in boring AB-7 at 3 and 6-feet BGS (Table 7). No other Halogenated Volatile Compounds were detected above MADEP S-1/GW-2 and S-1/GW-3 Cleanup Standards. PCE—Tetrachloroethene WE—Trichloroethene ' CS—MADEP Cleanup Standard' ' On September 25 & 26, 2000, AET supervised the advancement of twelve soil borings (13-10 & 13-11 were refusals) in the northwest portion of the property. Soil samples were collected from three discrete subsurface levels and analyzed for Halogenated Volatile Compounds. A total of thirty-three soil samples were collected to assess soil conditions in the northwest portion of the property. ' September 2000 soil sampling recorded concentrations of PCE above MADEP S-1/GW-2 and S- 2/GW-3 Cleanup Standards in borings B-6 at 3-feet BGS, B-9 at 3-feet BGS and B-12 at 9-feet BGS. September 2000 soil quality data is summarized in Table 8 (attached). Also detected in ' RAO:RTN 4-10971 Former Emerson Cleaners P,Aalantic® 18 Center St.,Hyannis,MA October 5,2000—Page 10 boring B-12 at 9-feet BGS was Trichloroethylene (TCE) at 65 ppm and cis1,2-Dichloroethylene at 210 ppm. Both of these compounds are above the respective MADEP S-1/GW-2 and S- 2/GW-3 Cleanup Standard(Table 8). ' In determining/estimatingExposure Point Concentrations in soils the soil averaging method P � g g outlined in 310 CMR 40.0926 3(b)2a was used. The acceptability of the data collected at the ' -former Emerson's Cleaners site for soils averaging to determine Exposure Point Concentrations is demonstrated by the following: ' "For discrete or composite samples, the arithmetic average is less than or equal to the applicable standard or risk-based concentration limit, seventy-five percent of the data points used in the averaging procedure are equal to or less than the applicable standard or risk-based concentration limit, and no data point used in the averaging is ten times greater than the applicable standard or risk-based concentration limit" (310 CMR 40.0926 3(b)2a). 1 Soil sampling results from 0-3 feet and 0-15 feet BGS were averaged separately to confirm that ' PCE, TCE and cis 1,2-Dichloroethylene contamination was below the applicable MADEP S- 1/GW-2 and S-2/GW-3 Cleanup Standard in accordance with 310 CMR 40.0926 3(b)2a. Nine soil samples were averaged from 0-3 (Table 9) and thirty-three were averaged from 0-15 feet ' BGS (Table 10). When averaged, no compounds were calculated above the applicable MADEP S-1/GW-2 and S-2/GW-3 Cleanup Standard. Furthermore, no samples detected components at a value greater than ten times the average concentration of the surrounding area, and seventy-five ' percent of the data points are equal or less than the applicable MADEP Cleanup Standard 5.0 REMEDIATION/WASTE MANAGEMENT No remedial actions/wastes were undertaken/generated at the site in regard to the groundwater contamination that was initially detected in 1994. . 6.0 RAO COMPLETION STATEMENT/CONCLUSION It is AEI's professional opinion that the condition that gave rise to MADEP notification in 1994 under RTN 4-10971 has been eliminated due to the reclassification of the groundwater by the MADEP in 1996 as a Non-Potential Drinking Water Source Area and by the use of Soils ' Averaging. The downtown Hyannis area was designated by MADEP in 1996 as Highly Urbanized Land Use ' Area that changed the groundwater classification at the site.from GW-1 to GW-2 and GW-3. August & September 2000 groundwater sampling results did not record detections of halogenated volatile organic compounds above MADEP GW-2 or GW-3 Cleanup Standards �asj� RAO:RTN 4-10971 DAtlanticFormer® Emerson Cleaners 18 Center St.,Hyannis,MA October 5,2000—Page 11 ' (Table 6). Therefore, groundwater impact below applicable MADEP Cleanup Standards of GW- 2 and GW-3 has been achieved without the operation and maintenance of an active remedial ' system. August 2000 soil sampling in the three areas with the greatest concentrations of PCE in March ' 1995 (S-1, S-2, S-7) recorded concentrations of PCE above MADEP S-1/GW-2 and S-1/GW-3 Cleanup Standards in boring AB-7 at 3 and 6-feet BGS (Table 7). AET conducted further assessment of the soils in the northwest portion of the property on September 25 & 26, 2000 ' (Figure 2). PCE contamination was recorded above applicable MADEP S-1/GW-2 and S-2/GW- 3 Cleanup Standards in borings B-6 at 3 feet BGS, B-9 at 3 feet BGS, and B-12 at 9 feet BGS. Two "breakdown compounds" of PCE, cis 1,2-Dichloroethylene and Trichloroethylene (TCE), were also detected above the applicable S-1/GW-2 and S-2/GW-3 Cleanup Standard in B-12 at 9 feet BGS. Averaging of soil sample results from 0-3 feet BGS and 0-15 feet BGS was completed separately in accordance with 310 CMR 40.0926 3(b)2. No compounds were calculated above the applicable MADEP S-1/GW-2 and S-2/GW-3 Cleanup Standard though soils impacted with ' Hazardous Materials (Halogenated Solvents) were detected above applicable MADEP Cleanup Standards. Furthermore, no samples detected components at a value greater than ten times the average concentration of the surrounding area, and over seventy-five percent of the data points ' averaged are equal to or less than the applicable MADEP cleanup Standard. Therefore, based on the laboratory analytical and the use of the Soils Averaging method of site closure, it is AEI's professional opinion that Soils Averaging can be utilized to obtain site closure for the soils ' portion of the property.
