This work is associated with the release of an estimated 30-50 gallons of oily-water from an abandoned underground storage tank (UST) on March 12, 2020. The release occurred when the tank was struck by an excavator during construction work at the subject property. This work was performed in accordance with the regulatory requirements set forth in the Massachusetts Contingency Plan(MCP), specifically 310 CMR 40.0318. On March 16, BEA personnel oversaw the removal of the UST and approximately 5 cubic yards of impacted soils from the tank grave and the identified release area. Subsequent to remedial response actions, confirmatory soil samples were collected from the extent of excavation and submitted to a MA certified laboratory for extractable petroleum hydrocarbons (EPH) with 4 fuel oil-related polycyclic aromatic hydrocarbons (PAHs) and volatile petroleum hydrocarbons (VPH) with target benzene, toluene, ethylbenzene, and xylene (BTEX-) analyses. Results of the analyses reported all concentrations of petroleum constituents as Non-Detect (ND), with reporting limits lower than the applicable RCS-1 Reportable Concentrations. Impacted soils were transported to a licensed recycling facility under an approved Bill of Lading on May 8, 2020. As a result of the remedial response, no Notification Condition or remedial response liability remains at the site,associated with the subject release. BACKGROUND On March 12, 2020, during construction activities at the subject property, an excavator struck an abandoned 250-gallon fuel oil UST, resulting in the release of a reported 30-50 gallons of oily-water. BEA was initially contacted by the excavation contractor, Northeast Construction (Bob Tulloch), and then the general contractor, Sea-Dar Construction (John Kruse), regarding the release. 1 EMERGENCY SPILL RESPONSE ® WASTE SITE CLEANUP ® SITE ASSESSMENT ® PERMITTING ® SEPTIC DESIGN&INSPECTION DESIGN BUILD ® OPERATION&MAINTENANCE ® WATER SUPPLY DEVELOPMENT ® WASTEWATER TREATMENT ® FIELD SERVICES I MAY 28,2020 SEA-DAR CONSTRUCTION/K11285 PAGE 2 OF 6 LIMITED REMOVAL ACTION COMPLETION BEA personnel were unable to immediately respond to observe site conditions first-hand. However, based on the reported release of up to 50 gallons of oily-water, BEA personnel requested and received authorization to notify the MA Department of Environmental Protection (DEP) of the sudden release, as a 2-hour reportable condition. BEA also requested authorization to contact an environmental remediation company to pump the remaining contents of the tank. BEA personnel contacted MA DEP personnel (Andrew Cooney) and received authorization to remove up to 275 gallons of oil/water from the tank, and up to 25 cubic yards of impacted soils. BEA then contacted Boston Green Company, Inc. to respond to the site to pump the remaining contents of the tank. a ' 1 , Photo 1: End of the abandoned UST as it appeared after being exposed. MA DEP Emergency Response personnel (Dan Crafton and Alison Cochran) responded to the site that day, to review the circumstances of the release and to observe site conditions. MA DEP personnel later reported that the tank was full with what appeared to be mostly water with a slight petroleum odor but no sheen observed. A small amount of water was also observed puddled in the hole adjacent to the tank. After reviewing site conditions, MA DEP personnel indicated that release would be treated as non-reportable, as they believed less than 10 gallons of oil were released to the environment. Boston Green Company, Inc. dispatched a vac-truck to the property that day to remove the contents of the tank. A total of 204-gallons of oily-water were removed from the tank and transported off-site to Tradebe Treatment and Recycling, in Stoughton, MA. A copy of the Uniform Hazardous Waste Manifest is attached for reference. Sea-Dar personnel were then instructed to cover the tank and release area with a tarp to avoid impending rainfall filling the tank or mobilizing any impact to soils. Field work to investigate the release and remove the UST was scheduled for the following week. ASSESSMENT & REMEDIAL RESPONSE—LIMITED REMOVAL ACTION On March 16, 2020, BEA personnel met Northeast Construction personnel (Bob Tulloch) r MAY 28,2020 SEA-DAR CONSTRUCTION/K11285 PAGE 3 OF 6 LIMITED REMOVAL ACTION COMPLETION and Sea-Dar personnel at the site to oversee the removal of the abandoned UST and investigate s 1 ate g the subject release. Upon arrival at the site t J p he tarp was removed from over the tank and release area. The tank was situated at the edge of the excavation with I h damage sustained on the southern end where it was struck by the excavator. According to the Mr. Tulloch, after the tank was struck, the liquid in the tank ran down the side of the excavation and pooled in a small depression, approximately 8-10' from the tank. Mr. Tulloch estimated 30-50 gallons of liquid escaped. BEA collected two one-foot soil samples from the release area using a 3-inch stainless- steel bucket auger. The soil samples were placed in 8-ounce glass jars, sealed with aluminum septa and then agitated to develop organic vapors. The samples were then screened with a photoionization detector (PID) by "jar-headspace method" per the Interim Soils Policy (WSC- 94-400). Field screening reported total organic vapor (TOV) concentrations of 9.7 and 0.3 parts per million by volume (ppmv), indicating low concentrations of petroleum impact in the release area. Northeast Construction personnel proceeded to cut a hole in the top of the tank and removed the remaining sludge and scale. The sludge was placed into a 55-gallon DOT drum pending off-site transport to a licensed disposal facility. Hyannis Fire Department personnel (Lt. Greg Shopshire) later arrived at the site to witness the tank removal. Upon removal from the ground, the tank appeared to be in fair condition with moderate pitting and scaling observed on its surface, with some wetness observed on the southern end of the tank, towards the bottom. A small hole, approximately 1/2-inch in diameter was observed on the bottom of the tank towards the southern end, after the soil and scale was removed. The dimensions of the tank were measured at 5' long by 3' in diameter, indicating the volume of the tank was 250 gallons. 4. 3 i Photo 2: The subject tank after being removed from the ground. BEA personnel then collected representative soil samples from the sidewalls and bottom of the tank grave for field-screening. The samples were again placed in 8-ounce glass jars, sealed with an aluminum septum and screened with a PID by jar-headspace method. PID readings MAY 28,2020 SEA-DAR CONSTRUCTION/KI 1285 PAGE 4 OF 6 LIMITED REMOVAL ACTION COMPLETION reported organic vapor concentrations between 1.1 and 19.2 ppmv, with the highest readings reported in the southern end of the tank grave (BOH-S @ T), corresponding to the wetness and hole observed on the southern end of the tank. Based on the soil impact observed within the tank grave, BEA contacted the client, Sea- Dar Construction (John Kruse) to request authorization to excavate the petroleum-contaminated soils, as a Limited Removal Action per 310 CMR 40.0318. Mr. Kruse authorized the work and BEA personnel notified the contractor of the intent to excavate soils. Plastic sheeting was placed on the ground in the northwestern portion of the site, in preparation to stockpile the impacted material. BEA then directed Northeast Construction personnel to remove impacted soils from the tank grave and from the release area, where oily water had puddled from the reported release. The soils were stockpiled on-site pending waste characterization and approvals from a soil recycling facility. BEA personnel then collected soil samples from representative sidewall and bottom-of- hole areas from the extent of excavation. The samples were screened with a PID by jar headspace method. PID-screening reported organic vapor concentrations as < 0.2 ppmv for each of the samples collected. Based on field screening results collected from the extent of excavation, the extent of significant impact had been reached. BEA also collected a soil sample from the contaminated stockpile for laboratory analysis to characterize waste for disposal options. Soil samples from the extent of excavation were placed in the appropriate laboratory containers for EPH/4-PAHs, with two bottom-of-hole samples also submitted for VPH/BTEX analysis. The samples were stored in a refrigerated environment,pending pick up by the laboratory. The tank was later transported off-site to Eco Recycling Systems of Brockton, MA on March 21, 2020. Copies of the tank removal permit and disposal receipt are enclosed for reference. The drum of sludge was transported off site by Boston Green Fuel Company to Northland Environmental of Providence, RI on March 31, 2020. A copy of the Uniform Hazardous Waste Manifest is also enclosed for reference. MAY 28,2020 SEA-DAR CONSTRUCTION/KI 1285 PAGE 5 OF 6 LIMITED REMOVAL ACTION COMPLETION Following authorization from the receiving facility, Northeast Construction personnel transported the impacted soils to Ondrick Materials & Recycling, LLC of Chicopee, MA, under an approved Bill of Lading. A single load of soil, totaling 7.44 tons, was delivered to the facility on May 8, 2020. Copies of the Bill of Lading and Attestation of Shipment Completion are enclosed for reference. RISK CHARACTERIZATION Laboratory analytical results of confirmatory end-point soil samples were reported on March 20, 2020. The results reported all concentrations of EPH/PAHs and VPH/BTEX analytes as Non-Detect, with laboratory reporting limits below the applicable RCS-1 Reportable Concentrations. These results are summarized below in Table 1. As a result, regulatory requirements under the MCP have been satisfied relative to Release Notification and Remedial Response liability. CONCLUSIONS Approximately 30-50 gallons of oily-water was released to soils at the Subject Property after an abandoned UST was struck by an excavator during ongoing construction activities. The release was initially reported to the MA DEP as a 2-hour Reportable Condition. However, after inspecting the Site, MA DEP personnel indicated that the incident would be treated as non- i MAY 28,2020 SEA-DAR CONSTRUCTION/K11285 PAGE 6 OF 6 LIMITED REMOVAL ACTION COMPLETION reportable, as they concluded that>10 gallons of oil had been released to the environment. BEA personnel oversaw UST removal activities and performed assessment activities in the area of release. Shallow soil impact was identified in the area of release, as well as within the tank grave. Soil removal activities were performed as an LRA and resulted in the removal of approximately 5 cubic yards (7.44 tons) of impacted soils from the areas identified. End-point soil samples were collected from the extent of soil removal and submitted for laboratory analysis. Laboratory analytical results reported all.concentrations of EPH/PAHs and VPH/BTEX as Non-Detect. This data qualifies the efficacy of the Limited Removal Action, conducted in accordance with the provisions of 310 CMR 40.0318, to support project closure and document regulatory compliance, wherein no Release Notification or Remedial Response liabilities remain under the provisions of 310 CMR 40.0000. The findings of this investigation, as represented herein, document regulatory compliance with governing regulations and set forth the rationale and technical justification for project closure specific to the area of the release.
