Gentlemen:
In your letter dated February 26, 1981 and subsequent information you have
eradicated your wish to burn waste oil in a steam locomotive between Hyannis and
Sandwich.
Review of the information you have provided has indicated that the steam
Zocomotive wiZZ operate three days per week from early in June to the middle of
October. The Zocomotive will be used for passenger excursions and will burn an
average of 500 gaZZons of waste oil per day. In addition to the steam Zocomotive,
a dieseZ Zocomotive will be operated on two other days with diesel oil as the fuel
of use. The raiZ bed will not be available on the remaining two days of the .week
dti-ring the season because of need for freight service.

The Department does not currently have specific regulations or policies
PeZative to use of waste oil by an excursion train. It is not anticipated that
specific regulations will be adopted until the fall of this year.
It is the Department 's opinion, however, that your proposal would not cause
any more environmental degradation than a steam engine burning residual. fueZ oil .
provided:
1. You obtain assurances from your licensed waste oil supplier that his product
does not contain chlorinated solvents, polyehZorinated biphenyZs, excessive
heavy meta Zs, or sludges.
2. All reasonable methods are employed to prevent spillage during the fueling
process.
3, The Department is contacted immediately in the event of.a spiZZ and that
any spill is cleaned up by a licensed contractor.

On the basis of this finding the Department authorizes the use of waste oil
with the provisions specified above, until such time as applicable regulations or
policies are adopted. When such are adopted, nothing in this authorization will
oreclude the necessity for you to comply with additional requirements.

strainers. All of this work will be conducted inside of our oil storage shed.
Any waste oil will be properly contained until removed by our waste oil
hauler.. The roof of our oil storage shed has been weatherproofed as you
requested.
