These guidelines are necessary and required to comply with-local,state,and federal rates and regulations regarding spill mitigation and notification.This guideline-shall be used as a reference to the department's apparatus and floor washing procedures and is designed to facilitate an organized response to spills and/or leaks. Note: The information contained in this guideline is based in part on federal Regulation 40 CFR 112 with respect to development ofan SPCC,Massachusetts 310 CMR 30,the Comprehensive Environmental Response Compensation and Liability Act(CERLA) Regulation 40 CPR 30 and the Resource Conservation and Recovery Act(RCRA) Regulation 40 CFR 264. Apparatus and floor washing procedures and spill prevention and controlmeasures shalt apply to facilities that utilize 11tight tanks","oil/gas separators"or"MDC"traps and/or connections to sanitary sewer systems.While the use of designated"mechanical bays"in each facility is required,these guidelines shall be used in ANY area of the facility or property- PROCEDURE: A.This guideline shall be employed whenever a spill or discharge of hazardous or potentially hazardous liquids has occurred on department property.This may include oil,gasoline,diesel fuel,foaming agents or other liquids.Reportable quantities are listed below for reference as applicable. B.Spill response activities shall be performed with the safety of personnel and protection of the environment as a primary concern.In the event of a spill or teak,the following actions shall be taken: 1.Initiate evacuation of the facility if necessary to protect the safety of others. 2.Notify other personnel and the duty officer-of the nature and location of the spill/leak. 3.Stop the-spill/ieak flow when possible without risk of personal injury.If sufficient resources are available within the facility,call for additional resources as necessary. 4.Contain the spill using whatever means available.Utilize available pads,absorbents, booms,etc.as appropriate.Call for additional resources as necessary. 5.Make the spill location off limits to unauthorized personnel by using caution tape or otherwise securing the area until clean up is completed. b.Restrict or discontinue use of all sources of ignition when flammable substances are involved. BLANCHARD October 22, 1980 KEVIN O'NEIL To: John Kelly, Board of Health From: Abraham Michaels, DPW Subject: Underground Tank Regulations This Department has responsibility for two below-ground storage tanks that require testing or replacement in accordance with the Board of Health regulations. These tanks are located at the Old Town Hall and at the Cen- terville Community Building. We have investigated the cost of testing the tanks and replacing them and have determined that it would cost between $400 and $500 to retrofit and test the tanks using the Kent-Moore test. We have also learned that it would cost approximately $4,000 to replace the two tanks with new fiberglass units. Furthermore, we understand that if the steel tanks are to be kept, the pressure test would be required on an annual basis. It is our judgment that it would be more desirable to replace the tanks with fiberglass than to embark on an annual testing program. We have checked oil usage at both of these installations and have de- termined that from the middle of May to the middle of September a total of approximately 60 gallons were used in the Old Town Hall and from the middle of May to the end of August approximately 110 gallons were used at the Cen- terville Comrninity Building. It is apparent that this level of usage of fuel oil at the two facilities could be attributed to normal hot water heat- ing requirements and would indicate that there is no meaningful leakage cur- rently experienced at these installations. As you know, we are not budgeted in Fiscal 181 for either tank replace- ment or testing. In view of the apparent indication that there is no leak- age from these tanks and recognizing that it would be more desirable to re- place the tanks than to embark upon a retrofit and test program, we are suggesting that we seek funding from Town Meeting for the replacement of the two tanks and requesting that the testing of these tanks be waived at the present time.
