Effective January 1, 2016, the Barnstable Board of Health enacted a new fee schedule for hazardous materials stored on site. The fees are codified in Chapter 318 of the Town Code and are outlined below based on storage category: Category 1 License 26— 110 Gallons: $ 50.00 Category 2 License I I I —499 Gallons: $125.00 Category 3 License 500 or more Gallons: $150.00 If you should have any questions or concerns, please feel free to view the Town Code which is located under the E-Code section on the Town Website, www.town.barnstable.ma.us. The following items were discussed: 1. The type of subsurface sewage disposal. 2. If pretreatment would be necessary. 3. At present an average of 2800 gallons per month of industrial wastes are being produced. 4. How much leaching area would be requirede. , The Department has had engineers review the submitted plans, the chemical data sheets and information and after careful review, requests that a chemical and organic analysis of- the waste effluent discharging to the sewer be submitted to this office so a determination can be made for the proper disposal of such waste. The following constituents are to be analyzed: pH, sulfate, hydroquinone;_sodium, lead, silver, nitrate, cyanide and hexavalent chromium. We are presently working on a scheme to accept compatible materials for disposal at the plant. Regarding the inspection your department makes , is it possible to get hold of the sheets you have? The purpose being in that we 're in the process of seeing if the sludge could be composted and now sending a sample in for analysis . Kelly, Director of Public Health In 1980 the Town of Barnstable adopted a by-law entitled, "Control of Toxic and Hazardous Materials". The intent of this by-law is to prevent contamination -of the town's water resources by ensuring the proper storage of products containing harmful chemicals. Preliminary. research indicates that your firm may be subject .to this by-law: The by-law requires- that you, as the owner. or operator of. a firm storing products rcontaining..toxic or hazardous materials (as defined in the by-law) , register with the , Board of Health within 30 days of -the postmark of this notice, if the .total amount of . all, such materials exceeds at anyone time 50 gallons liquid or- 25 pounds dry weight. As provided for in the by-law, failure -to register within 30 days is punishable by a $200/day fine. Even. if your firm' is not a bulk Storer (less than 50 gallons or 25 pounds) of the listed hazardous products, please note this fact on. the enclosed form and return it, so that your name can be re- moved from the mailing list. The enclosed list of toxic and haz ardous materials is not, however, an all-inclusive list. It is your responsibility to add any materials which you handle and be- lieve to be toxic or� hazardous, and return the list to the Board of Health. The Board may, after analyzing the rdtdrned lists, re- quire you to provide a more detailed inventory of your toxic and hazardous materials, as authorized in the by-law.
