Box 43 Osterville, Massachusetts 02655 Dear Sir: The Southeast Regional office of the Department of Environmental Quality Engineering has observed the clean-up of a gasoline spill which occurred on November 13, 1982 at your maintenance building. The spill of about 800 gallons of regular gasoline was the result of vandals trying to steal gasoline. Due to the fact that the power to the pump was on a timer, it activated at a later time and discharged the contents of the tank to the surface of the ground. Jet Line Services, Inc. , a licensed cleanup contractor was hired by you. Cleanup activities consisted of pumping up all contaminated gasoline and water, also scraping, stockpiling and covering all contaminated sand in a bermed impervious area. A sample of the contaminated sand was taken for analysis to determine the proper method of disposal. All of the activities were monitored by the local Fire Department officials and an engineer from the Department of Environmental Quality Engineering. The Department is in receipt of a copy of the analysis and feels that the best practical method disposal could be as follows: 1. Manual aeration,on site until gasoline odors are no longer present in the sand. 2. Disposal of the sand on site or at an acceptable location at the landfill. Under NO conditions should the sand be mixed with daily refuse. Under the provisions of Section 27 of Chapter 21 of the General,Laws, as amended by Chapter. 705 of the Acts of 1979, the Department is requiring that the following information be submitted no later than January 14, 1983: 1. A description of the steps taken to prevent the re-occurrence of the incident (i.e. changes• to alarms, locks, procedures, power, etc.) 2. The ultimate disposal location of the sand which was contaminated by the gasoline.
