I have attached hereto my"Durable Power of Attorney" (as manager) to represent Mr. David Jaroffs interests.

1394 Bearses Way is presently being used as an"Educational Center"according to the Housing Assistance Corp.
(SEE EXHIBIT 2 ATTACHED HERETO)and from my personal knowledge.
The subject property is located in an"RB"residentail district. It is our understanding that an"Educational Office",
may be placed in an "RB"residential district but only after a"Site Plan.Review"if there is an objection to this
use. I am herewith objecting to the use of this residential property as an Educational Office.
I am requesting that the use of this property as an Educational Office be prohibited until such time that the Owner
receives the necessary approvals allowing said usage.

Six of the units, which Housing Assistance Corporation rents in the
Captain's Quarters area are being used as a housing and educational j y
program for formerly homeless families. One of the units, at 394
Bearses Way, is used as the Educational Center for the program. '

This program includes:workshops on housing needs; eligibility and
pursuits; life skills;as well as informational and training
sessions. The program also provides child care resources, family
support sessions as well as access to resources to support families
in their housing search. The five families in the program stay in
the units for up to one year. They attend additional classes at
Summerside Center, also in Hyannis. The program is headed by a
licensed Social Worker who supervises other. staff. The Educational
Center is staffed approximately seventy hours per week, with staff
available via a beeper twenty- four hours per day, seven days per II
week.

HAC is a 501-C-3 non-profit organization, chartered under Chapter
180 of Massachusetts' General Laws, "exclusively for educational
and charitable purposes. " We believe our use of the premises is
allowable under The Town of Barnstble's By-Laws.
