Many homeowners who use this exemption are unaware that they are assuming the responsibilities of a supervisor(see Appendix Q, Rules&Regulations for Licensing Construction Supervisors,Section 2.15) This lack of awareness often results in serious problems,particularly when the homeowner hires unlicensed persons. In this case,our Board cannot proceed against the unlicensed person as it would with a licensed Supervisor. The homeowner acting as Supervisor is ultimately responsible. To ensure that the homeowner is fully aware of his/her responsibilities,many communities require,as part of the permit application, that the homeowner certify that he/she understands the responsibilities of a Supervisor. This work was authorized by Nexamp,Inc.through a signed copy of GEI proposal 61.0011,dated February 3,2010. E Site and Project Description The proposed photovoltaic(PV)array is located at 617 Bearse's Way in Hyannis, Massachusetts,as shown in Fig. 1. The proposed PV array is located across multiple filter sand recharge cells bordered by Bearse's Way to the north and east,Pitcher's Way to the west,and the Barnstable Water Pollution Control Facility to the south. Trees and fencing along both Bearse's Way and Pitcher's Way separate the site from.the public road ways. The proposed PV array footprint overlays multiple recharge cells that are delineated by earthen berms. The filter sand bottoms of the recharge pits are generally flat. We performed two test pits to a depth of approximately 12 inches in different recharge cells and encountered widely graded sand in both test pits. Our test pit logs are provided in Appendix A. The earthen berms delineating each recharge cell are approximately 4 feet high and are faced with 3-to 4-inch cobbles. We did not investigate the core material of the earthen berms. Subgrade and Mat Recommendations We recommend leveling the site area by spreading the earthen berm material over the I proposed PV array footprint. We estimate that grading the earthen berms level will raise the grade across the footprint by about 3 inches and will help confine the loose filter sand during compaction. If the core of the earthen berm consists of fewer cobbles than estimated,we recommend adding 3-inch minus crushed stone to the subgrade until it is stable. i After the subgrade is graded,it should be dynamically compacted with a vibratory roller- weighing at least 200 pounds and imparting a centrifugal force of at least 3,500 pounds. We recommend adding water during compaction to facilitate the compaction of the dry loose filter sand. i Once the subgrade is prepared,the mat foundation for the PV array will consist of a jminimum of 3-inches of 1.5-inch crushed stone over a non-woven geotextile. After placing the crushed stone, it should be compacted dynamically with a vibratory roller weighing at least 200 pounds and imparting a centrifugal force of at least 3,500 pounds. Each.ballast tray will be held in place with concrete masonry unit(CMU)blocks as per BMC Engineering structural design,and a 3/8-inch-diameter, 1.2-inch-long galvanized nail, installed through the ballast tray,as shown in Fig. 2. We have the following-remarks regarding our subgrade recommendations: e The subgrade recommended does not protect against frost heave. Heaves of up to 2 inches should be expected. Because the Panel claw system is connected uniformly across the array,with electrical conduits connected above ground to the " array superstructure,we do not anticipate this seasonal movement to adversely impact the integrity of the array. • We performed two test pits to a depth of 12 inches. The soil conditions are known only at the test pit locations. Conditions between and beyond.the test pit extents may differ significantly from those shown in the test pit logs. o It is possible that differential settlement of an unknown magnitude may occur. We do not anticipate that differential settlement will be an issue because the..loads applied by the PV.arrayare relatively small and the PV array is flexible enough to j take small amounts of differential settlement. Town of Barnstable -3 July 14,2010 Conclusions and Limitations It is our engineering opinion that the mat system design consisting of the geotextile fabric and compacted crushed stone will: e Provide adequate bearing capacity for the PV array. 1 e Provide adequate lateral stability of the PV array with the combined use of CMU blocks and galvanized nails. Our recommendations are based on the project information provided to us at the time of this letter and may require modification if there are any changes in the nature,design,or ° location of the proposed PV array.
