After registration with the Building Inspector,a customary home occupation shall be permitted as of right subject to the following conditions: �,• The activity is carried on by the permanent resident of a single family residential dwelling unit, located within that dwelling unit. • Such use occupies no more than 400 square feet of space. • There are no external alterations to the dwelling which are not customary in residential buildings, and there is no outside evidence of such use. • No traffic will be generated in excess of normal residential volumes. • The use does not involve the production of offensive noise,vibration,smoke,dust or other particular matter,odors,electrical disturbance,heat,glare,humidity or other objectionable effects. • There is no storage or use of toxic or hazardous materials,or flammable or explosive materials,in excess of normal household quantities. • Any need for parking generated by such use shall be met on the same lot containing the Customary Home Occupation,and not within the required front yard • There is no exterior storage or display of materials or equipment. • There is no commercial vehicles related to the Customary Home Occupation,other than one van or one pick-up truck not to exceed one ton capacity,and one trailer not to exceed 20 feet in length and not to exceed 4 tires,parked on the same lot containing the Customary Home Occupation. • No sign shall be displayed indicating the Customary Home Occupation. • If the Customary Home Occupation is listed or advertised as a business,the street address shall not be included. 1 No person shall be employed in the Customary Home Occupation who is not a permanent resident of the dwelling unit. Exit at end unit (area of unit#19) - Plywood gate is secured with a hook and eye. Upon opening this gate there is a drop of about 30" to 36" to the ground. This area is surrounded by a 6' stockade type fence with no visible signs of a gate. Area is approximately 6' X 12'. There are loose/rotted handrails on steps. Also several loose/rotted cross bars on several porch railings. Poly covering windows. Bird nests in fire alarm bell above pull station between units#12 and#14. Also, the same situation with a bird's nest in the fire alarm bell between units#16 and#17. Unit#9 has a bare light bulb (no glass cover) Electrical outlet at Unit#11 has no weather cover. Ceiling in area of units#20 to#22 - outside ceiling sagging badly. Electric lights and outlets in this ceiling are badly corroded. Units facing Route 28 -Poly over windows. Fire extinguishers laying on ground by bulkhead. Sprinkler heads in cellar are on a domestic water line. (1/2" copper) Cellar is jammed with mattresses, bed clothing, toasters, everything. There is a 24" alleyway the length of the cellar. Unit#3 -Kickboard under door rotted with noticeable rotted area behind it. Unit#5 -Noticeable rot on right side of door. Unit #8 and#10 -rotted kick boards. Several shingles are missing everywhere on the side walls. The motel needs a good clean-up and paint. SHE WENT INTO UNIT#10 AND A MAN WAS LIVING THERE. THE TOILET WAS OVERFLOWING, THE ROOM SMELLED OF URINE AND BOTTLES WERE ALL OVER THE PLACE. SHE ALSO REPORTED A WOMAN LIVING IN THE OTHER END OF BUILDING WITH HEATERS. Actions Taken/Results: The Bradford Motel is not licensed by the Board of Health for calendar year 1997. Also, there are signs out front and on the office door which read: "No Vacancy." The rear building is mostly boarded-up, except rooms#16, 17, and 23. In addition the owner's representative, Joseph Babcock, stated there are no rooms available for any transient motorists who would want to stay there. TM was called-out at 6:15 p.m. on November 3, 1997 by the Police Department (Sargeant Smith). After viewing unit#10 which had feces on the floor, feces in the toilet to the top, and no lights, TM posted a condemned sign on the door of that unit and completed an inspection report. Sargeant Smith idicated that a man was taken away to the NOAH shelter. Then Sargeant Smith and TM knocked on every 1 Health Complaints 05-Nov-97 door in the building and found only one other unit occupied (Unit#5), by Anne Murray. TM completed an inspection and found that the heating system was operational, hot and cold water was provided, and electricity/lighting was provided. A warning notice was issued to Ann Murray due to her failure to maintain the premises in a clean and sanitary condition; there was clothing and debris piled up high throughout the unit. Police Sargeant Smith removed a space heater from this unit after TM advised Ms. Murray that it is illegal. Other violations observed against the owner of the building regarding this unit#5 included: burnt out light bulb in the bathroom, no storm windows in the storm door. At approx. 7:15 PM, TM met with the owner's grandson, Joseph Babcock, [778-5054] at the site. Mr. Babcock stated he will rectify all the violations in the rooms of this front building during the evening of November 4, 1997. He also hopes to re- open unit#10. TM advised him that the Buildng Inspector might conduct an inspection at 10:00 a.m. on November 4th. Mr. Babcock replied that he has to work at Jiffy Lube and cannot go to the site at 10:00 a.m. on November 4, 1997. In addition, Sargeant Smith and TM went to the back building and observed it boarded-up, with the exception of one room which was lighted. TM and Sargeant Smith knocked on the door but nobody answered. Mr. Babcock later indicated to Tm that the unit is occupied by Ben Lewis who is in the process of moving to the front building, into unit#7. TM then inspected unit#7 and observed several violations including no smoke detector. Mr. Babcock stated he will correct all the violations before Ben moves-in. On November 4, 1997, TM inspected unit#23 occupied by Mr. Ben Lewis. The heating system was inoperable and the air temperature was only 60 degress Fahrenheit; therefore TM posted a sign on the door which read: "This Unit is Unfit for Human Habitation." Mr. Lewis stated he will move into unit#7 and will install a smoke detector in that room before sleeping there. TM posted three more signs (one on the door of Unit#17, one on Unit#16, and one large sign on the rear building at an 2 Health Complaints 05-Nov-97 easily visible location. " A letter to the owners of the buildings is presently being prepared to advise them of the staus of the motel license and the condemnation actions taken at particular rooms. A warning notice was issued to Ann Murray due to her failure to maintain the premises in a clean and sanitary condition; there was clothing and debris piled up high throughout the unit. Police Health Complaints 04-Nov-97 Sargeant Smith removed a space heater from this unit after TM advised Ms. Murray that it is illegal. Other violations observed against the owner of the building regarding this unit#5 included: burnt out light bulb in the bathroom, no storm windows in the storm door. At approx. 7:15 PM, TM met with the owner's grandson, Joseph Babcock, at the site. Mr. Babcock stated he will rectify all the violations in the rooms of this front building during the evening of November 4, 1997. He also hopes to re-open unit#10. TM advised him that the Building Inspector might conduct an inspection at 10:00 a.m. on November 4th. Mr. Babcock replied that he has to work at Jiffy Lube and cannot go to the site at 10:00 a.m. on November 4, 1997. In addition, Sargeant Smith and TM went to the back building and observed it boarded-up,with the exception of one room which was lighted. TM and Sargeant Smith knocked on the door but nobody answered. Mr. Babcock later indicated to Tm that the unit is occupied by Ben Lewis who is in the process of moving to the front building, into unit V. TM then inspected unit#7 and observed several violations including no smoke detector. Mr. babcock stated he will correct all the violations before Ben moves-in.
