In the event that the applicant cannot demonstrate the required approval, a new site plan review application shall be filed reflecting existing and proposed(amended) conditions. • All landscaping will be in accordance with the proposal submitted for consideration as prepared by Richard L. This situation has been existing for years. Route 28 drainage goes into that pond. I don't see a big advantage or the legal ability to require new drainage. It would be very difficult to implement. It would also probably cause more impact on the pond during construction than it would eliminate. They will have to deal with Con Com anyway. If they feel strongly enough about the drainage going into the pond they can require that it be changed. I will check the parking and get back to you. I have been relived of my duties with regard to attending site plan review. The Growth Management Department will be providing a representative to replace me. Attorney Chaisson: • Distributed revised plans based on preliminary comments received earlier. • This is a 1-story structure with a finished basement. • Both floors are handicapped accessible although not from the inside (level to level). • No changes are proposed for the footprint or the interior. • The proposed new use will be for sales and financial services. • 4-6 employees will typically be on site all day. 1 R • Occasionally other staff members and customers will be on site. • Most employees work from home and spend very little time in the office. At this time Attorney Chaisson reviewed the issues identified in the preliminary comments. • Will satisfy dumpster regulation. • May seek easement for parking infringement or eliminate the infringement. • Two overgrown areas are not part of this property. • Applicant must address dilapidated stockade fence. • Property has recently been connected to town sewer. • Eliminated parking from state layout. • Re-configured parking—now 12 spaces are proposed including 1 handicapped. Engineering: • Unable to check compliance of proposed angled parking on revised plan received this morning. Will check later. • Deferred issue of parking deficiency to Building Commissioner. • All work proposed here will require an order of conditions. • Drainage appears to slope & drain into the pond. Health: • No comments. Hyannis Fire Dept./Lt. Chase: • Asked applicant to provide a current floor plan. • Site access noted to be adequate. Planning: • Agreed with Engineering but noted this proposal to be a vast improvement. • Required landscape plan. • Advised applicant to discuss drainage with ConCom. • Noted that parking may be adequate for 4-6 people. • Moving people in and out of the site is the main concern from a Planning perspective. Building Commissioner: • How many agents are assigned here? • Do you have agent's meeting here? Attorney Chaisson: • The average number is 14- 17 agents. • Most are never on site but work from home. • Meetings are weekly but only 8-10 agents attend typically. • We can double up on the parking. Building Commissioner: • Advised applicant to confer with Mass Highway. • Applicant must obtain sign permits. 2 • Applicant must address run-off flowing into pond. • Advised that trench drains are not approved by Engineering. • Determined that although the applicant's proposal does not have adequate parking by current standards, the prior church use was more intense. • Noted that he was not aware of any parking problems during the church use. • The real estate sales office is a less-intense use resulting in improved conditions (closer to conformity) and therefore no relief is necessary. Conclusion: Continued for administrative review, approval anticipated. Please find the following comments as a result of our preliminary review yesterday: • The handicap parking (and the 2 adjacent stalls) have deficient back-up space and therefore are not acceptable. • The curb cut is too wide and should 24'wide at the property line. • There appears to be a parking stall in the state layout. • The unofficial side rear parking area should be landscaped. • Side parking appears to encroach over the property line (Christy's). Resolve or demonstrate that the applicant has obtained an easement. • Identify the number of employees and the maximum number on site at any given time. • Submit proposed reconfigured floor plans. • Identify how applicant proposes to dispose of trash. If a dumpster is proposed show that the unit complies with our regulations (10'from building, 10'from property line, on impervious pad, fenced-in or screened from public view). The area that is shaded in grey is outside the property line and lies in the highway right of way. According to the landscaper the shrubs that will be planted, left unattended would grow to approx. 6 feet. He had suggested pruning to a height of 3-4 feet. The plan shows there is very little open space that falls within the boundary lines that the applicant has control over.
