At this time, Mr. Jones proposes to provide diagnostic and repair of marine electrical components, shrink-wrap, and store boats at the aforementioned site. The Building Commissioner agreed that the language in the GVWP ordinance was intended to prohibit typical mechanical work involving the exchange, disposal and storage of fluids. This applicant does not provide mechanical repair. He has agreed that questionable materials shall not exceed household quantities. In addition, Mr. Jones recognizes that washing of client's boats is prohibited unless a recycling system is installed accompanied with a maintenance agreement. The bituminous concrete pavement is inadequate. The pavement is beginning to break up and potholes are forming. The bituminous concrete pavement is only one (1) inch thick. According to section 3-1.3.2 of the Subdivision Rules and Regulations the standards of adequacy for an existing way in a business district is a four (4�-inch thickness of bituminous concrete. The existing bituminous concrete is too thin and the aggregate in the pavement is too small. The pavement will continue to deteriorate and will not provide an acceptable surface for very long. 2. The width of the pavement does not conform to the minimum standards specified in j section 3-1.3.2 of the subdivision Rules and Regulations. The regulations require a twenty-four (24) foot width of pavement in a business district. The pavement is only eighteen (18) feet wide. 3. The minimum right of way width does not conform to the minimum standards specified in section 3-1.3.2 of the subdivision Rules and Regulations. The regulations require a sixty (60) foot right of way in a business district. The existing right of way is only forty (40) feet wide. 4. The road does not appear to have an adequate road base. According to section 3- 1.3.2 of the subdivision Rules and Regulations existing ways are required to have an adequate road base in the opinion of the Board's Engineer. I recommend that the road base be sampled and analyzed for gradation by a soils testing laboratory at the developer's expense and that the results be sent.to me for evaluation. 5. There are not any catch basins on the road. Without proper drainage installed water will puddle in the road or flow onto the adjacent lots. 6. Joaquim Road is not paved all the way through to Bodick Road. There is no turnaround on Joaquim Road. To facilitate turning around a turnaround should be constructed. RECOMMENDATIONS: I recommend that the plan not be endorsed until the pavement is reconstructed in accordance with our standards. The developer's engineer must prepare a plan showing the proposed improvements for planning board approval.
