Reported to site with Jeff Lauzon & ACO Charlie Lewis at 10:15 AM on 11/01/17.
Complaint received 10131117 concerning odor, unsanitary conditions, and unsafe
structure.
Property
Property is 2 bedroom, 1 bath single family dwelling constructed in 1940 on 0.19 acre.
History
According to the caller, previous complaint concerning the dogs and the living conditions
has filed with various Regulatory agents. ACO Lewis advised that he has been involved
with the tenant on proper occasions for unlicensed and unvaccinated dogs (2 pits).
Tenant
Met at the door by Dorothy Souza (508-663-7468) who admitted us after a few minutes.
She explained we woke her up and then she had to put the dogs in the kennel in order to
allow us in the house.
Dorothy resides there with Everett Costa, Jr. Two days a week, her 14 year old son, Leon
Lopes, Jr. stays with her.
Dorothy advised that she has lived here for 13 years and for about 11 years she has not
paid rent. She stated that no one can find the landlord and the condition of the house is
poor due to the absence of the owner. She is looking for another place to live but it's
difficult with 2 dogs. She clarified that she can pay her rent but she doesn't have any
contact with the owner or an agent of the owner. I advised her that her status of a tenant -
may be in question if she is living there for 11 years and paying no one rent.
ACO Lewis advised her that her dogs were not licensed as of 7/1/17 but he was granting
her an opportunity to go to town hall today to resolve that matter. He also mentioned that
the dogs Rabies vaccinations may be up. She denied this and said that they are both up to
date. If so, she will be able to license them today.
1 st Floor
The entry admitted into a three season room/porch. The ceiling is very low and caving in
in one section as a result of a leak (according to Dorothy). This room appears to be used
as a family room. A bedroom and bathroom were located at the foot of the stairs leading
to what should have been an unfinished storage loft and attic space.

To the right of the stairs was an open room—perhaps intended to be a combo living
room/dining room. It was set up with a heavy bag and some exercise equipment. A
couch with shredded cushions was installed against the half wall separating this space
from the seasonal room with the collapsing ceiling. An addition bedroom was off to the
far left. This room was set up with a bunk bed containing bare mattresses. The kitchen
was on the opposite side of the exercise room.
2nd Floor
At the top of the landing to the right, the space was found to be filled miscellaneous
debris, a mattress and tufts of batting. The former attic space to the right was converted
into a sleeping area.
Outside
An unpaved circular driveway fronts Lincoln Rd. There is no lawn. The side rear
contains a large dog kennel. We did not access the rear or side yards. The north side of
the house is a narrow strip of side yard. A large tree had recently been pruned. Jeff noted
that the house was not weather tight on this side.
Conditions: Unclean
Every room inside of the dwelling was in disarray. A malodourous stench emanated
from the dwelling and actually left a foul after taste in one's mouth. The air quality
inside was extremely poor. The inspectors were concerned that this environment would
be harmful to a child even at 14 years old. There was no place to sit and eat a proper
meal. It was questionable whether or not a proper meal could be prepared as well.
Landlord
I advised owner that property needs serious attention and I would make Health aware of
the conditions. Ms Delgrazzi will come down to check property for herself and assess
whether or not they want to continue the arrangements with the tenants. Dorothy pays
rent monthly by money order and when short, Dorothy seeks out charitable donations to
covert he deficiency.
