Mr. Thind's ambition was to get the project underway as quickly as possible and to have it completed and the units ready for rental by Memorial Day of 2018. He had already spoken to several people in Town and been told that the Town was very interested in projects just like this to help deal with the growing housing shortage in Hyannis. I immediately met with Paul Roma and Ellen Swiniarski to determine if there were any Zoning or Building considerations that would immediately suggest the project was not feasible. It was confirmed that there was ample parking on the site to accommodate nine units and that the property was properly zoned for the project,that no elevator was required as long as there were no more than nine units. It was explained to me that we would need to go before the Main St. Historic Commission and that a civil engineer would need to be hired to do a proper survey and to present the project in Site Plan Review. I retained civil engineer Dan Ojala, of Down Cape Engineering, with whom I have worked many times over the last thirty years, and who I know has done many projects in Barnstable. Dan met with Fire Chief Melanson to review his concerns with the site and addressed them in his site plan. I studied the architectural guidelines carefully, rode up and down Main St., and designed a building that I thought would be well received. HISTORIC The building design I came up with to me met all the criteria of the Architectural Guidelines and also captured what I thought was the best elements of some of the other residential projects that have been done in the downtown area in recent years. In addition to incorporating traditional colonial and"Shingle Style" forms and materials in the new second floor, I have also introduced the same materials to most of the existing first floor to unify the whole building and make attractive the presently drab block walls. The existing brick storefront remains but all the storefront will be updated and a new landscaped outdoor seating area added in front. The block walls at the right side and rear will be sided with weathered gray shingles to match the new second floor. The design was very well received by the Commission, who had only very minor changes,mostly to do with the exterior signage. The design was approved easily at the second meeting. The exterior elevations are of course part of the Construction Documents that have been submitted and a colored rendering is also available if you would like to see it. The Historic Board is in possession of copies of the colored rendering. SITE DESIGN Dan Ojala met with Zoning Department and Chief Melanson to arrive at a final site plan that was approved by All. Because the site is relatively large in back,Dan was easily able to accommodate one parking space for each tenant, ample space for maneuvering for entering, parking, and exiting,and also for a dumpster. He also satisfied everyone that the access drive from the street to the back worked well. The new architectural and site designs bring the building closer to the street and in line with the neighboring building, and created a new outdoor dining area for the Indian Pavilion and space for the tenants to display their merchandise near the sidewalk, all amenities the Town is trying to create on Main St. INTERIOR ARCHITECTURAL DESIGN The type of tenant that Mr. Thind is hoping to attract is a young single professional,perhaps one of the growing number of employees of the expanding Cape Cod Hospital. He feels and the broker who will be leasing the units for him agrees,that there will be great demand for these units by people who are upwardly mobile and therefore able to pay a high enough rent to justify outfitting the units with slightly better than average finishes,trim, appliances, millwork, and fixtures in the kitchens and bathrooms. The interiors will include tile and carpet, and skylights in the units where bedrooms have no exterior walls. There will be a common laundry room off the corridor and a card reader system at the two entry doors at street level for security. Each tenant will have their own dedicated rooftop heating and cooling units and separately metered electric service. The front units have terrific views of Main St. and all the units have plenty of large windows in the living areas. A: GENERAL SCOPE OF WORK; CONTSRUCTION PHASING Conceptually I thought from the start the best approach to adding the second floor would be to add it above the existing flat roof and to keep the existing flat roof in place, allowing the first floor tenants to remain open during most of the construction. Having said that there is regrettably a gable roof over a portion of the front of the entire existing building that has to be removed or it would of course stick up into the new second floor space. Also originally the existing rooftop units for the tenants were to be replaced with through-the-wall units in the back so heating/cooling to the tenants would not be interrupted but space in the back parking lot is too limited to fit those so the rooftop units for the first floor tenants must go on the new roof after it is built so they will have to remain closed until that HVAC work can be done. The phasing of the construction is proposed as follows: • Businesses close as soon as permit issued • Erect plywood barriers around front of work site as required • Remove front gable which overhangs sidewalk in front and wraps around right side • Remove existing HVAC units from roof; one unit to be reused is to be stored on site, other units removed • Remove existing paving and bricks at front of store • Do foundation work per foundation plan in front of building and at side for new fire stair • Construct short walls on existing concrete block walls between existing tenant spaces as shown on Cross Section in preparation of installing second floor framing • Provide Densglass 5/8" sheathing over existing roof to achieve 1 hr. fire rating; at new Second floor framing front of building provide (2) 5/8"fire rated gyp. bd. on strapping To underside of new second floor joists • Construct second floor deck over front columns and previous location of gable roof in front per plans • Tie in rough plumbing to waste and vent lines below; wrap fire proof all penetrations • Bring electrical service up from below • Provide new sprinkler heads above the first floor ceiling • Run sprinkler system piping through the new second floor deck as required to complete.. once second floor units are framed • New fire stairs can be constructed at same time work above is being done • Once second floor deck is on new second floor can be fully constructed • When new second floor roof is on locate existing tenant HVAC unit that is to be reused onto the new roof and locate new HVAC units for each apartment • Finish exterior first and second floors per plans • Finish second floor interiors per plans C oo • New Indian Pavilion hood is installed and ductwork run through new chase through new second floor to above new roof • When architect feels ongoing finishing of second floor units is not a danger to tenants or to the public below recommendation will be made to the Town to allow businesses to. reopen • Site work to progress as allowed by Winter weather, availability of asphalt paving in spring, and coordination with building construction • Architect will perform regular Construction Control mandated inspections and provide progress reports to the Building Inspector as required • When Architect feels apartments are completed and ready for occupancy provide Final Construction Control Affidavit and request Certificate of Occupancy • NO work is proposed for existing first floor tenants other than to replace existing Storefront framing and glazing The General Contractor is expected be awarded the contract and start construction in Mid- November and promises completion between four to six months depending on winter weather conditions. The apartments should be ready to lease by Mr. Thind's Memorial Day deadline. BUILDING CODES AND COMPLIANCE The Building Codes used to design the building and prepare the Construction Documents are as follows: IBC 2015 With Mass. Supplement Building Construction Type 5A Use Groups: First Floor B 18,000 sf 3 story with sprinkler 36,000 sf Second floor R2 12,000 3 story with sprinkler 24,000 sf Existing First Floor Tenants Spaces: 6,240 sf 1 story New Second Floor Apartments: 7,204 sf 1 story Fire Separation: Building is fully sprinkled so one hour walls exist between existing tenants and a one hour fire separation will be provided between first and second floors. A detailed"Fire Narrative"has been provided to the Inspector by the Company who designed and will be installing the sprinkler system and other fire safety components. Life Safety: Two means of egress are required from the new second floor and two new fire stairs are to be provided as remote from each other as possible per the Construction Documents F. ("CD's"). I will review and sign off on all shop drawings before they are issued to the Inspector. The Truss Manufacturer will be designing all beams and framing members. The foundation design is by me and my structural engineer. Because I am performing construction control I will be performing inspections of the footings, foundations walls, and all structural work, among other inspections, as the work progresses, and issuing reports to the Inspector. HVAC The HVAC design and installation.will be design-build by the Owner's HVAC Contractor. I have been coordinating their work with the building design and phasing of construction from the beginning and have had a strong influence over the decision that each apartment should have its own dedicated 2 ton RTU and that the tenant spaces should have new RTU's on the new roof once it is constructed. Because I am performing Construction Control I will be inspecting and reporting on the HVAC work as it progresses. PLUMBING It has been determined there is enough water service to the building to accommodate new sprinkler system and for the second floor apartments. There is a main waste line in the middle of the building that exists through the basement wall to Main St. All the new waste lines will be directed to this line. Looking at the cross section it is apparent there is more than enough room to run hot and cold water piping to the second floor units and to run waste lines. The Owner will pay for Apartment Tenants' water so separate water meters will not be provided. Each tenant will however pay for their own gas so a bank of gas meters will provided along the back of the building and the apartments will use gas for hot water as well as for the RTU's. The GC will contact the utility company immediately to arrange connections. As part of Construction Control I will inspect and report on all plumbing work as it proceeds. ELECTRIC SERVICE Each new apartment is to have its own separately metered 100 Amp service with subpanels as shown in each apartment floor plan. A new service will need to be brought to the rear of the building and a bank of meters for each apartment. The GC will contact the Utility company immediately upon obtaining,permit to arrange bringing this service and connecting to the building.
