On Monday December 161h 2019 we conducted field inspections and observations in cooperation with COMM Fire Prevention Officers MacNeely and Grossman. The inspections included the seven (7) properties listed below with an 81h(Wakeby Road)that was known to have had a hazard abated. During our inspections we made the following initial findings: 3600 Falmouth Road, Marstons Mills (2 buildings)077-005 Closed -Structures removed under permits B-18-2419&2420-Violations abated 591 Wakeby Road Closed-Structure removed under permits B-19-2346-Violations abated 58 Wianno Avenue, Osterville 141-003 Closed-'No Violation Observed 995 Route 149, Marstons Mills 103-001 Closed - No Violation Observed Inspector Carter completed a walkthrough of the structure with COMM(Mike)and Barnstable Land Trust. At that time we deemed the structure safe with the exception of the roof over the front entry. I requested that they make a structural improvement to prevent any possible entry. Inspector Carter will follow up for abatement—this is not considered a life-safety matter. Further, during our inspections there were several structures in various states of deterioration, some significantly: so. Those structures were posted upon the exterior of the buildings as Unsafe and Open to the Weather in accordance with M.G.L. 143§§6 and 780 CMR the Massachusetts State Building Code. Our inspectors have taken enforcement action as required by the same. As a result of our findings we have notified the various property owners and taken the following action: 130 River Road, Marstons Mill 078-013 130 River Road—Demo Permit B-20-29 issued 01/06/20. Demolition proceeding(by hand). Currently removing the debris. Owner will fill to grade after demolition. 3640 Falmouth Road, Marstons Mills (3 buildings)058-012 3640 Falmouth Road—Two Demo Permits issued 01/23/20. Two houses are slated to be removed. Demo to start on or about 01/27/20. 195 Old Mill Road,Osterville 142-059 Structure was posted to warn public of unsafe conditions. I spoke with the owner,they would like to demolish the buildings and reconstruct housing units on the site. They committed to boarding up the open window and 1 properly securing the structures and have been put in contact with planning as the housing units will involve affordable units. Brian to follow-up—this is not considered to be a life safety issue but it should be placarded to limit fire ops to exterior only***. 306 Lake Elizabeth Drive,Centerville 227-050 Notice of violation was sent and received by property owner. The owner made contact with Inspector Carter who gave him the options of removing or making safe. He also provided zoning information in regards to rebuilding. Inspector Carter followed up with a phone call last week(week of 1/20/20)to get the owners commitment to action in writing. There has been no response to that call. This matter is being forwarded to Code Compliance Mgr. Robin Anderson in preparation for Housing Court. Chief, it was a pleasure working with COMM officials on this very important public safety initiative. COMM's FPO's are professionals in every sense of the word and we truly appreciate the institutional knowledge that they used to bring the above named properties to our attention. ***In the future I will be putting together a proposal to have metal reflective placards made that(as you know)can be .installed in cooperation with building and/or fire officials to warn fire officials of hazardous conditions pertaining to structures within the community. Those placards are intended to advise firefighters whether or not to limit fire ops to exterior or limited interior attacks. If the Chiefs are willing to consider an invite, I would welcome attending one of your meetings to discuss the success of our efforts in COMM as well as to discuss the placards. Your building division stands prepared to share in the costs of the placards and to work with the fire districts to discuss SOPS for them. As a point of interest,we have had 19 buildings demolished in the last 2%years with 3 actively permitted and in the process of being demolished. I am pleased to indicate to you that as a product of my discussion with Tim, he is willing to purchase dumpsters for his hauling business, which will hopefully end further concerns with the Town. I realize that this could take a bit of time as he now is employed by an off-Cape company. As he works through this, with my urged haste,I will reiterate his intention to remain under a Haulers Permit and not operate as a junk dealer operation under cover. ` With this; I have suggested that any advertisement(s), signs and the like are to be devoid of what could be interpreted as being a junk dealer. I did confirm and re-confirm to you that his hauling is a customer service and that no monies are paid for materials which certainly would require different licensing. I will also indicate.to Tim that the dumpsters should be covered and be placed in a location on his property which is the least conspicuous as possible. I will discuss with him that he must operate under the,parameters of a haulers permit and not engage in junk dealing unless he first obtains the necessary approval(s).
