Acting under the provisions of the Code of the Town of Barnstable, ss 112-1 through 112-7, the Historical Commission held a Public Hearing on the following applications previously determined significant and referred to Public Hearing: CONTINUED APPLICATIONS Osterville Property Holdings – One, LLC, 186 Windswept Way, Osterville, Map 052 Parcel 002/000, Built c. 1933 - Full Demolition Michael Gill asked to continue until the January Commission meeting. Cheryl moved to continue this application to January 17th . Nancy C. seconded. Aye: Fran, Nancy C., Nancy S., Jack, Cheryl, Marilyn, George Nay: Abstain: Morin, Nile, 50 Main Street, Hyannis, Map 342, Parcel 026, Built 1866-1880 - Full Demolition Discussion: Commissioner George Jessop reported that he was unable to visit the site due to illness. Fran said that she was able to visit and that it appears to be a half Cape, not in good shape but the only Cape left on that strip of street. No Public Comment. Deborah Mason reviewed the history of the property, noting that it had been used for a medical practice, with deferred maintenance in 2017. When it did not sell in 2019, the lender filed notice of foreclosure. She said there is no market for this space other than apartment complexes, and Mr. Morin purchased the property in September 2021 intending to build multi-family housing on the site. She said the building is in deplorable condition and would be costly to preserve, although they want to help the community. Commissioners felt a structural engineer’s report was needed, and Commissioners Cheryl Powell and Nancy Shoemaker volunteered for a site visit. Elizabeth Jenkins called for a vote. A motion was made to continue this application to January 17th. Nancy S. seconded. Aye: Nancy S., Marilyn, George, Jack, Fran, Nancy C., Cheryl Elizabeth Jenkins said that the public hearing needs to stay open. Cheryl moved to keep the public hearing open. Jack Kay seconded. Aye: Fran, Cheryl, Nancy S., Nancy C., Jack, George, Marilyn APPLICATIONS Schaefer, Garrard K Trustee, – 106 Longwood Avenue, Hyannis, Map 287 Parcel 031. Built c. 1910, Contributing Building in the Hyannis Port National Register Historic District. Partial Demolition: remove and rebuild attic dormers, replace gable end windows. Craig Ashworth reviewed existing conditions and proposed plans to improve the lighting and ventilation, noting the larger gable with better ventilation and view of the water. Discussion: George Jessop asked if windows are large enough for egress. Mr. Ashworth replied that it is not a bedroom, and the picture window in center could become a casement that satisfies egress, but code prevents its use as a bedroom. Public Comment: None Motion 1: Cheryl Powell moved that after review and consideration of public testimony, the application, and associated materials, the Significant Building at 106 Longwood Avenue, Hyannis, is a Preferably-preserved Significant Building. Abstain: Fran Motion 2: Cheryl moved that, in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the partial demolition of the building located at 106 Longwood Avenue, Hyannis, is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. Aye: Marilyn, George, Jack, Cheryl, Nancy C., Nancy S. Nay: Abstain: Fran Stepanek, Michael J. – 311 East Bay Road, Osterville, Map 163 Parcel 022. Built c.1917, not Inventoried. Proposed additions and extension of deck Cheryl recused herself due to acquaintance with Michael Stepanek. Michael Stepanek described extension of the roof over the existing deck, which would be enlarged slightly. It was noted that the proposed project significantly increases the mass of the house, with no real increase in house footage. Discussion: George Jessop asked where the roof is being expanded, and the applicant explained that it will match up to the deck below. Nancy S. considered it a good symmetry of the house, and George agreed that the design is historic and this is a nice continuation. No Public Comment Nancy S. moved that after review and consideration of public testimony, the application, and associated materials, the Significant Building at 311 East Bay Road, Osterville, is a Prefera- bly-preserved Significant Building. Built c. 1914, not Inventoried. Partial Demolition: remove existing bay windows and front porch; remove wall for new additions; remove rear bay window and rear deck/porch; replace windows Peter Kimball and Sandra Jahnes referred to the submitted plans, noting that the middle of the house dates from 1914 while the sides are from the 1980s, including the bay widnows on the left and right and the entire rear porch area. They w ere unable to confirm whether the center entry is part of the original structure, but their concern was for mobility and accessibility. Discussion: Commissioners raised concerns about the windows, feeling that the proposed windows are not appropriate and change the look of the house. The architect reminded that the windows on the left and the right are from the newer portions of the home. Commissioners preferred more traditional windows to preserve the integrity of the design. Peter Kimball asked for clarification if the front and rear elevations are the primary concern, and Commissioners agreed that front and rear elevations are of concern. Cheryl moved to continue the application to the next meeting on January 17, 2023. Nancy S. seconded. Aye: Fran, George, Cheryl, Nancy S., Marilyn, Nancy C., Jack Nay: Abstain: Other Community Preservation Committee Update- Marilyn had no December report, as yesterday’s meeting had been canceled, but she reported from the November 21st meeting a new CPC procedure for historic property review that would require prior MHC approval of Historic Preservation Restrictions before CPC consideration. She also reported that CPC approved the Application of Tales of Cape Cod to improve handicapped access to the Olde Colonial Courthouse, but said the Application hasn’t come before Town Council yet. Preservation Awards Criteria and Discussion of 2022 Awards: Everyone has seen them both and felt that the Commission should vote on the applications that came from the sub-committee.  Parameters: Modify and vote to include Town employees’ eligibility as long as their nomination cites service beyond the scope of their jobs. Marilyn and Cheryl will work on new parameters for next meeting.  319 Main Street Vote: Nancy C. moved to approve a preservation award. George seconded. Aye: Nay: Nancy C., Kay, Jessop, Marilyn, Fran, Nancy S Abstain: Powell  Alessandra and Atsalis Award: Cheryl proposed honoring both with awards, and Jessica Grassetti suggested bifurcating the motion.  Fran moved to change the aforementioned motion to separate the applicants; Nancy C. seconded. Aye: George, Clark, Jack, Fran Nay: Abstain: Marilyn, Cheryl  Fran moved to approve the service award for Maria Atsalis. Nancy Clark seconded. Aye: Jack, George, Marilyn, Cheryl, Nancy S. Nay: Nancy C. Abstain: Fran  George moved to approve a service award for Mr. Alessandra. Jack Kay seconded. Aye: Jack, George, Nancy C., Cheryl, Fran, Marilyn, Nancy S. Nay: Abstain: Upcoming historical events open to the public- Osterville Square Lighting; Santuit-Cotuit gift shop sales to Friday. Approve 2023 Meeting Schedule: Approved. Approval of Minutes: Cheryl moved to approve the February 2022 minutes. Nancy C. seconded. Aye: Clark, Marilyn, Fran, Cheryl Nay: Abstain: George With no further business before this Commission, a motion was duly made by Commissioner Clark and seconded by Commissioner Powell to adjourn the meeting at 5:38pm.
