To all persons deemed interested or affected by the Town of Barnstable’s Hyannis Main Street Waterfront Historic District Commission Ordinance under Chapter 112, Article III of the Code of the Town of Barnstable, you are hereby notified that a hearing is being held at Town Hall, 367 Main Street, Hyannis, MA Selectmen’s Conference Room, 2nd Floor 6:30 P.M. on Wednesday, February 15, 2023. Please note that this meeting will be recorded and broadcast on Channel 18 and, in accordance with MGL Chapter 30A §20, anyone taping this meeting please make their presence known. Please silence your cell phones Call to Order Attendance Roll Call Laura Cronin Tom Doherty Mark Despotopulos Jack Kay Cheryl Powell Welcome to New Members, Special Guests, Advisors and Comments Updates  Trainings  Awards  Correspondence Chair Cheryl Powell - Appointments Committee has informed. - two new people will be coming to HHDC, Reminder of Commission’s Purpose and Proper Procedure Chair Cheryl Powell reads Chapter 112 into record – Chapter §112-24 – Purpose. The purpose of this article is to promote the educational, cultural, economic and general welfare of the inhabitants of the Town of Barnstable, and the Town’s unique community character, through the preservation and protection of the distinctive characteristics of buildings, structures, and places significant in the history and architecture of Barnstable, and through the preservation, maintenance and improvement of appropriate settings for such buildings, structures, and places, and the encouragement of new design which is compatible with the existing historical and community character, and through the benefits resulting to the economy of said Town by preserving and enhancing the amenities and historical aspects of the various villages and areas which make Barnstable a desirable place to live and for tourists to visit. He gives update on project. Have scaled back from 6 to 4 locations now, will only take up one parking lot space instead of two. Same material. One bench. Flooring grey, shade sail will be navy. Bike rack, see pictures, Exhibit A and Cape Cod Regional Transit Authority (CCRTA) and Business Improvement District (BID) are both in support of the project. Make sure policed and cleaned up. This is seasonal and flexible. Jack Kay, do they have some type of anchor to hold down from the wind? Kyle Pedicini, has to check, designed to be sturdy and not interfere with any drainage. Jack Kay, probably wedge anchors will be used. Explains how the anchors would work. Tom Doherty, how many people ride the trolley? Kyle Pedicini, 5,700 this is to increase the visibility and this number. Trolley will have some signage for this. Tom Doherty, what about two way traffic? How with this effect traffic flow? Where are the existing trolley stop places now? Kyle Pedicini, these are flexible and can be moved. For now just as existing conditions. Will be adaptable. Jim Kupfer, trolley moves at slow speed. This may speed up the process as opposed to trolley drivers looking for riders. Tom Doherty, hard for him to visualize if attractive on Main Street? Bike rack needed? Schedule? Maybe a pole instead of this whole set up? Kyle Pedicini, seasonal operation. Jack Kay where is the route/use? Jim Kupfer, no change to the trolley system existing as is now. Stops at Kalmus Beach as well. 45 minute schedule. Laura Cronin, is this going to enhance the historic character on Main Street? Other areas have signage, the Islands. Traffic concerns. Village approach look. Bike racks needed anyway. Is this really necessary? Wait time issues? Has used this trolley in order to go to the beach. Not really in unique characteristic. Jim Kupfer, site amenities are encouraged to draw attention, benches are encouraged, landscaping planters and bike racks. This is in meeting with the regulations. Meant to enliven Main Street and encourage safety, and additional lighting for safe access. Tom Doherty- this look is very cold to him. The previous application for Smith Family Popcorn was more wood, structures. Lighting is definite need for safety. Thinks this is oversized, would like something simpler. Chair Cheryl Powell – confirms started out with 6 and now there are 4. Clarification of the stop areas and that no handicap spaces are being used. Kyle Pedicini shows on screen – in front of these businesses: Kkaties, then Kilwins/Pizza Barbone, then right before Kandy corner, in front of Toy store. Chair Cheryl Powell asks if the businesses are aware? Kyle Pedicini, yes and working with the BID. Have had outreach with the community. Businesses had some concern about homeless staying in the area. BID will maintain. Mark Despotopulos, isn’t sure how he feels about it yet. Tom Doherty, thinks business owners may be concerned. Jim Kupfer, reiterates Commission has charge over the structure, not purview over concerns of trolley service. Town wants to support CCRTA as much as possible. Commission needs to focus on guidelines. 367 Main Street, Hyannis, MA 02601 3 Laura Cronin, structure concerns, no bus stops now on Main Street. Character stand point. We have a transient population. Trolley doesn’t run all night. Doesn’t see how encourages the character of the village. Is it really enhancing? Jim Kupfer, discretion of the Board as to how to interpret. Refer to the guidelines before you. Materials, height , massing. Laura Cronin – some of the businesses have areas, seating in front of their stores, doesn’t see this as the same. Mark Despotopulos, concerned about the anchorage for holding them sturdy. Jim Kupfer, would need to be done by building codes. Chair Cheryl Powell – business owners key issues were parking. Concerns with coming uprooted. Maybe redesign and have open type fencing so wind can go through, scroll work? This might add to the character. Open up sides and the top. Glad to see that there are 4 now and not 6. Tom Doherty, maybe something simpler. Maybe just a post with sign for trolley and have schedule right on the post. Doesn’t think that many people are/will be waiting for this. Laura Cronin, already have some significant bump outs on Main Street now. Jack Kay, other trollies are jump on and off. Sounds like people aren’t liking the black metal square box. Maybe not so contemporary and keeping with older historic type look. Good idea for Town, but maybe some different design changes. Jim Kupfer, maybe a continuation to look at the design one more time? Laura Cronin, issue with keeping parking spaces available and this will use up parking. Some areas already have bump outs. Does it have to be going down Main Street? Are other areas possible? Consider separating the bike rack as a separate option and not part of the unit. Jack Kay, asks if other options for and design? Discussion regarding catalogue and option for choosing different design. Kyle Pedicini, can try and amend the design, but if on Main Street is the issue, not sure if can rework this. Jim Kupfer confirms it is a site amenity, is some opportunity to enhance the design. This is state funded grant. To enliven post COVID. Many other towns, population that have a decent Main Street to improve and enhance. Maybe rework something. Multi mobile improvements to enhance Main street. Added lighting. Laura Cronin, grant also for safety and walkability, there are other options. Chair Cheryl Powell, maybe match the lighting in the trees, blend in with street?
