This meeting was held by remote participation via Zoom Meetings

Chair Nancy Clark called the meeting to order at 3:00 pm.
Acting under the provisions of the Code of the Town of Barnstable, ss 112 -1 through 112-7, the Historical Commission held a Public
Hearing on the following applications previously determined significant and referred to Public Hearing:
APPLICATIONS
Gould, Robert, 67 Long Beach Road, Centerville, Map 206 Parcel 019/000, Built c .1930
Partial Demolition to construct addition on the front elevation of a gambrel roof with covered entr yway, move and replace windows,
and create an extension over right and left sides of house. The right and left elevations are proposed to have a change in roofline to
accommodate the gambrel roof and addition/extension plus moving/replacing of windows. A second-floor deck is proposed on the
rear elevation, with the first-floor deck extended, windows replaced, and a door added to the deck.
Attorney Michael Shultz and Elaine Bellefeuille of Belle Interiors represented the applicant.
There was no public comment.
Discussion:
This was Phase II for this property, with proposed changes to the 2nd floor. Commissioner Parks asked for a photo of the original
home prior to any modifications. It was noted that the gambrel addition is not projecting forward on the property, but the roof over the
porch will, with dormers to be added on both right and left sides. Commissioner Shoemaker felt this would be an improvement.
Commissioner Kay asked about the roof and materials above the gutter line which is a very small area. Commissioners felt that a
before-and-after rendering of the gambrel addition would be helpful.
MOTION 1:
Commissioner Parks moved that after review and consideration of public testimony, the application, and associated materials, the
Significant Building at 67 Long Beach Road, Centerville, is a Preferably-preserved Significant Building.
The motion was seconded by Commissioner Shoemaker.

Commissioner Parks moved that, in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the
partial demolition of the building located at 67 Long Beach Road, Centerville, is not detrimental to the historical, cultural, and
architectural heritage or resources of the Town.
The motion was seconded by Commissioner Powell.

Partial Demolition to construct sunroom addition.
Greg Ernst with Great Day Improvements represented the applicants.
There was no public comment.
Discussion:
Chair Clark read a letter from the owners into the record, and materials to be used were discussed, including the sunroom with vinyl
siding, door and windows along with cedar shingles on the exterior. There was no objection to this sunroom addition, but
Commissioner Kay preferred to see windows with muntins.
MOTION 1:
Commissioner Shoemaker moved that after review and consideration of public testimony, the application, and associated materials,
the Significant Building at 258 Tower Hill Road, Osterville, is a Preferably-preserved Significant Building.
The motion was seconded by Commissioner Parks.

MOTION II:
Commissioner Shoemaker moved that, in accordance with Section 112-3(F), the Barnstable Historical Commission determines that
the partial demolition and alteration of the building, adding prefab materials and covered predominantly with cedar shingles, located at
258 Tower Hill Road, Osterville, is not detrimental to the historical, cultural, and architectural heritage or resources of the Town.
The motion was seconded by Commissioner Powell.

Full Demolition: Demolish existing dwelling and detached garage, including foundation.
James Bustamante with Longfellow Design Build represented the applicants.
Discussion: Chair Clark asked why the property is being demolished, and the applicant replied that he has letters from a structural
engineer and architect stating that the condition of the foundation and framing are not up to code, and the present house is not in
keeping with the other homes in the area. Commissioner Parks said she would hate to see this property demolished after it has

survived two hurricanes as one of the oldest homes on the street. Commissioner Kay also agreed that it would be a shame to see this
property demolished, and Chair Clark concurred.
Public Comment:
Robert Slott, who owns property at 71 Hawes Ave., shared his concerns, as his property is very close to 65 Hawes, asking that caution
be used when demolition takes place, with restoration of any damage to his fence and privet hedges.

c.1920 Significant Building at 65 Hawes Avenue, Hyannis, is a Preferably-preserved Significant Building.
The motion was seconded by Commissioner Kay.

Commissioner Parks moved that, in accordance with Section 112-3(G), the Barnstable Historical Commission determines that the full
demolition of the Preferably-preserved Significant Building located at 65 Hawes Avenue, Hyannis, is detrimental to the historical,
cultural, and architectural heritage or resources of the Town.
The motion was seconded by Commissioner Powell.

Partial Demolition: Demolish existing north-facing wall to expand and enclose an existing deck.
Marian Rose with the Law Office of Singer & Singer, LLC , represented the applicants.
There was no public comment.
Discussion:
Commissioner Parks, Shoemaker and Powell commented that they have no issues with this project.

Partial Demolition: Remove a chimney, siding, windows, doors and front porch for proposed front addition with reconstruction of
the rear and side porches
The applicant requested a continuance to the April 19, 2022, meeting.
A motion to continue this application to the April 19, 2022, meeting was made by Cheryl Powell and seconded by Commissioner
Parks.

Lawson, William and Sherry, 133 Gosnold Street, Hyannis, Map 324 Parcel 007/000, Built c.1920.
Full Demolition: Demolish existing wood-framed structure, including the brick foundation
Rob Brennan of CapeBuilt Homes was present along with owners William Lawson and Sherry Lawson.
Public Comment:
Peter Cross, owner at 70 Highland St. in Hyannis, spoke in favor of allowing the demolition, saying that this house does not provide
any historical significance to the area. He added that he has lived in this house, and there is no way to reconfigure the first floor for
living.
Scott Dupuis with CapeBuilt discussed the hardship involved to modify the present structure.
John Carey offered his support for this project.
Discussion:
Commissioner Clark asked for a report on the condition of the home. Mr. Lawson reported that environmental issues constrained
them from going outside of the original footprint. Sherry Lawson said she did speak to a contractor to seek an interior renovation
instead of a demolition, but she feels this is the better avenue for them. Commissioners expressed difficulty seeing this house
demolished, and noted that the structural report does not show that the house is in disrepair. The applicants were reminded that they
can return to the Commission with alternative plans, should this demolition be denied.

MOTION II:
Commissioner Parks moved that, in accordance with Section 112-3(G), the Barnstable Historical Commission determines that the full
demolition of the Preferably-preserved Significant Building located at 133 Gosnold Street, Hyannis, is detrimental to the historical,
cultural, and architectural heritage or resources of the Town.
The motion was seconded by Commissioner Powell.

OTHER
Letter of Support – West Barnstable Train Depot. Chair Clark forwarded a proposed letter of support to Commissioner
Shoemaker and Grayce Rogers. Mark Marinaccio, DPW, spoke to the Commissioners regarding this request, and
Commissioners supported the restoration of the building. Chair Clark proposed a letter of support for this project, seconded
by Commissioner Powell.
So voted: Kay, Parks, Fifield, Powell, Shoemaker, Clark, all aye.
Inventory Update – Grayce Rogers reported that she has completed about 200 inventories (approximately 50 for Marstons
Mills and 125 for Cotuit), and she has been going through the files at 200 Main Street. .
Trayser Artifacts Update
Assistant Director Maldonado updated the Historical Commission that staff was working on drafting the scope of work and
budget for the proposal.
Certified Local Government Update – Chair Clark reminded Commissioners that they were all to send their qualifications to
her, but she has only received one document from Commissioner Parks. She asked that they be submitted this month before
the next meeting.
Community Preservation Committee Update: Commissioner Fifield reported that the application from the Cotuit Federated
Church was approved at the last meeting.
Historic Events Open to the Public - Commissioner Shoemaker reported that she will be doing lectures on the women of
Barnstable.
Approval of Minutes: No Minutes were available.
Next meeting: April 19, 2022, at 3:00 pm
With no further business before this Commission, a motion was duly made by Parks and seconded by Powell to adjourn the
meeting.
